Muragaki Yōzan (Muragaki Iwatarō) was born on February 27, 1885 in Hirai-cho, Kida-gun, Kagawa Prefecture. After completing his military service in the 1st Zentsuji Field Artillery Regiment, he joined the Muroran Nihon Steel Works in Hokkaido in May 1914. He had a natural love for the shakuhachi and planned to train at his workplace, but he did not have a teacher at the time, so in May 1916 he temporarily quit his job and went to Osaka to study under Tozan-ryū master Suzuki Kenzan (who was still called Token at the time). He worked hard to earn his teaching license, which he accomplished in 1919, at which point he returned to Hokkaido in June of the same year and began teaching the Tozan-ryū shakuhachi as a side job, becoming the first Tozan-ryū teacher in Muroran. After further study, he received his Kaiden certification in 1922. In 1924, he passed his exam to become a Jun-Shihan (associate instructor) and devoted himself to the development of the Tozan-ryū in the area. In February 1931 he was promoted to Shihan (master).
