Miliband: Some wanted Copenhagen summit to fail

The United Nations conference on climate change is drawing to a close in Copenhagen with the nearly 200 countries failing to reach a binding agreement.

Instead they have been considering whether to endorse a limited non-binding accord agreed between the United States, China and other developing nations to limit temperature rises to two degrees celsius.

Under the deal, each country will publish their plans for cuts in greenhouse gas emissions.

Ed Miliband, the UK's climate change secretary, said there were people at the negotiations who did not want them to succeed.
