We are in the enviable position to make strategic investments in our future and our children's future without increasing taxes. We lament our children's departure from Wyoming because they lack jobs, and they lack the jobs that would be generated by a growing economy. And in some ways the state is just like a business and anything else that is trying to grow. And like those things that try to grow and like businesses, we will not grow if we do not invest in ourselves and in our people.

Under my budget, we slashed government overhead more than any administration -- so we could increase funding for our schools by $189 million. We got rid of two cabinet departments -- so we could keep four-year-old kindergarten. We said no to hundreds of millions of dollars in new spending requests from state agencies -- so we could say yes to protecting health care for seniors.
