The Myth of a European “Leadership Crisis” |
In a response to Thomas Jansen, Andrew Moravcsik argues that Europe is not in a crisis of leadership – instead it has reached a functional degree of political maturity. What the Union, its institutions and Member State leaders lack, is a “grand project” around which to rally to further the integrationist project. In its absence, no fundamental movement is to be expected.

Police and Judicial Co-operation in Criminal Matters:
Will the EU Constitutional Treaty Keep it Together?
|
The terror attacks in Madrid have again raised discussions on enhanced cooperation on police and security within the EU. As part of the ongoing Challenge Europe debate, Monica den Boer argues that while enhanced cooperation in this field might risk institutional rupture and legal fragmentation, it could also facilitate a “bottom-up” process of successful cooperation in criminal justice.

2004 – A Year for Europe to choose Direction |
In a year of transition for the European Union the newest edition of Challenge Europe 11 : "What lessons to learn from Europe's Crises?" examines the roots of the crisis of confidence the EU is living through. The election of a new European Parliament, the selection of a new Commission and the hoped for ratification of the Constitutional Treaty - coinciding with a profound review of key EU policies - all provide the context for thinking how the wider project for European integration should best be pursued. Challenge Europe Editor-in-Chief, John Palmer, argues that the outcome will be important not just for Europe but for an emerging global community.

Putting EU finances in perspective
|
In this Commentary, Guillaume Durand, highlights the EU Commission's modesty in outlining the needs of an enlarged Europe in its Communication on the next financial perspectives. While he praises the Commission's political savvy in assuming a very careful attitude toward the demands of Member States, he also notes that this plan makes it unlikely that the EU budget will fully service the needs of a knowledge-based economy by 2013.
