Welcome

The Office of the Rail Regulator (ORR) is an independent non-ministerial government department. The Rail Regulator is responsible for regulating the stewardship of the national railway network, the relationships between the train operators and the network operator, and other key aspects of rail service provision. These include the issue and enforcement of licences, approval of key industry contracts and competition law powers.

Reform of the Network Code
The network code is the rail network's central contractual code, governing the timetabling and operation of the network and changes to the network and to trains used on it. This is an initial consultation document on proposed reforms to the code to improve efficiency, performance and co-operation in the industry.
