A Global Imbalance |
The President of the World Bank Group, James Wolfensohn, addressed an invited EPC audience to reflect on current global challenges. He particularly emphasized the lack of commitment by developed countries to live up to their "aid and trade" promises, agreed at the Monterrey and Johannesburg summits. The level and effectiveness of aid was another key issue on which action is still needed to generate significantly increased flows of funds to the developing world.

Turkey's Accession to the EU: How prepared is the Turkish economy? |
Addressing an EPC Enlargment and Wider Neighbourhood Programme dialogue, Kemal Devis, former Turkish Finance minister, spoke about Turkey's economic progress. He agreed with his fellow panellists that the beginning of EU accession negotiations would act as a "stabilising anchor" for Turkey's economic policy, bringing confidence and "a sense of purpose of belonging to a higher level of dialogue between Commission and Turkish policy makers."

The Contribution of the New Member States to a United Union |
In a speech to a full auditorium on 10 May, former Czech President Václav Havel urged politicians to be courageous decision-makers and approach policy with a long-term vision. Europe, the cradle of civilization, had to lead by example - not imposition - in spreading its values. The European Union had to become more transparent and accessible to its citizens to allow for a true identification process to develop, he said.

The Regions in Europe: a new role for an enlarged EU |
Ahead of the European Commission’s Third Cohesion Forum, First Minister for Scotland Jack McConnell addressed an EPC Breakfast Policy Briefing on the role of the regions in enhancing cohesion in the European Union. Rhodri Morgan, First Minister for Wales, supported this view at the meeting.

Max Kohnstamm - Recipient of the Roosevelt 'Freedom from Fear' medal |
This speech was delivered by the Honorary President of the European Policy Centre, Max Kohnstamm, at a ceremony during which he was presented with The Franklin D. Roosevelt 'Freedom from Fear' Award on May 8, 2004 in Middleburg, The Netherlands. The award commemorates an individual's lifelong commitment to the four essential democratic freedoms: freedom of speech and expression, freedom of worship, freedom from want and freedom from fear. UN Secretary General, Kofi Annan, was also honoured with a Roosevelt medal this year. Previous recipients of this award include Israeli Prime Minister Shimon Peres, Simon Wiesenthal, George Kennan and J. William Fulbright.
