	Britain's Railway is a public/private partnership: publicly specified, privately delivered. The Strategic Rail Authority is the public sector, strategic specifier and provides industry leadership. This involves setting the framework within which Network Rail and Train Companies deliver. We are responsible for planning the rail system and franchising the train company contracts.
