EU and Russia share a multitude of interests and objectives. The
EU is Russias biggest export market, while Russia is a crucial
supplier of energy to the Union. However, as Katinka Barysch explains,
the two sides often squabble. The EU asks Russia to become more
liberal, open and democratic, but Russians find the EU policy arrogant
and intrusive. The Unions recent enlargement has made the
relationship more tense. The pamphlet concludes with a series of
recommendations to both the EU and Russia on how they can build
a more constructive partnership.

A new way forward for global trade

Global
trade negotiations inside the WTO remain stalled. Recently, negotiators
have talked up the prospects for progress in the Doha development
round but no one is expecting an imminent breakthrough.
In this new CER working paper Bruce Stokes argues policy-makers
in Brussels and Washington must think and act more creatively. The
first priority should be a revival of the Doha round. To that end,
the EU and US should show greater flexibility in their negotiating
strategies, especially in the area of agriculture.

The
Europeans should develop their own distinctive approach to warfare,
argue the authors of this pamphlet. Although the Europeans can learn
from the Americans on how to prepare for the most demanding sorts
of military mission, they should build on their core strengths of
peacekeeping, nation-building and counter insurgency. Britain and
France, having the most battlehoned armed forces, should take a
lead in defining the European way. And the Americans have plenty
to learn from the Europeans when it comes to stabilising countries
after a conflict.

How enlargement will transform the EU

Eastward
enlargement will change the EU far more than its current members
expect. Many people predict that the arrival of ten new countries
will paralyse decision-making, but few have thought about how the
newcomers will shape the various EU policies. Heather Grabbe plots
the new members' positions in the emerging constellations of Europe
- on the new constitution, the EU's budget, economic and regulatory
policies, border controls, defence and the EU's role in the world.
She argues that widening will ultimately lead to a deepening of
European integration.

Mr Verheugen said: "We cannot have double standards. We cannot
have 100 per cent implementation. We do not do that even with our
own countries," he said in a speech marking publication of
'The Constellations of Europe'

Verheugen:
no "double standards" for Turkey
According
to Enlargement Commissioner Günter Verheugen, the EU's scheduled
October report on Turkey's readiness to start negotiations would "use
the same methodology and benchmarks, the same criteria and same rules"
as those applied to the other candidate states. Addressing an event
hosted by the Centre for European Reform, Mr Verheugen said that "We
must not have higher standards for Turkey, or lower standards".

top spot in talking heads hit parade
You're a journalist trying to explain the vagaries of
European integration to a sceptical and even apathetic readership.

ya gonna call? Heather Grabbe, of course. Well, there are a few
other talking heads you might try, but Grabbe, the deputy director
of the Centre for European Reform, is the current It-girl of quotable
