Sinkewitz covered the 103-mile stage between Wangen in southern Germany and St. Anton in the Austrian Alps in 4 hours, 31 minutes, 6 seconds. The stage included a climb over the Arlberg pass just before finishing in the Austrian ski resort.
Jan Ullrich, second heading into the stage, finished just over a minute later in 12th and slipped to third overall, 18 seconds behind Sinkewitz. Jan Hruska is second overall, 11 seconds behind.
Ullrich is using the race as a tuneup for next month's Tour de France, where he hopes to mount another challenge to Lance Armstrong, who will be seeking his sixth straight victory.
Sinkewitz and Mancebo broke away before the peak and led by nearly 1{ minutes. Sinkewitz attacked just before the finish line, accelerating past the Spaniard.
