Ideas Factory (IF) is a new European platform that aims to produce thought-provoking ideas, stimulate debate and provide useful inputs to policy-making at Union and national level. In this, the first of its publications, IF closely examines the way in which the new Commission should function, if decision-making in the College is to be effective.

The Priorities of the Dutch Presidency |
Speaking at an EPC Breakfast Policy Briefing, Dutch Permanent Representative to the EU, Tom de Bruijn outlined the priorities of the coming Dutch EU Presidency. Renewed efforts on Justice and Home Affairs, the Lisbon Agenda and Better Regulation along with new proposals on the Financial Perspectives for the Union would be key issues addressed at EU Summits in the autumn under Dutch leadership, Ambassador de Bruijn said.

A Business Plan for Modernising the European Economy
|
Europe needs creative, competitive diversity to achieve its economic goals, Commissioner Siim Kallas said at an EPC Breakfast Policy Briefing. This needed to be coupled with reinforced policy coordination underpinned by a clear and respected Community framework for macroeconomic stability.

The HIV-AIDS Pandemic: Challenges ahead and the role of foundations and civil society
|
Poul Nielson, European Commissioner for Development and Humanitarian Aid, insisted that prevention was the only way to eradicate the HIV-AIDS pandemic. Speaking at an EPC Policy Briefing, the Commissioner called on foundations, especially European-based ones, to take a more pro-active approach. He also outlined the role that civil society and other actors can play in the fight against the disease and removing its stigma.

EU-Asia: Prospects for the future |
The EPC's new work programme on the EU and Asia was launched at a Dialogue on 2 June involving senior officials from the European Commission and outside experts. There was a broad consensus that, despite recent progress, much more could be done to deepen relations between the EU and Asia.

The achievements of the Prodi Commission |
At an EPC Dialogue on 27 May, held to review the achievements of the Prodi Commission 1999-2004, Commission Secretary General, David O'Sullivan, spelled out the substantial achievements of the Prodi Commission, including the launch of the Euro and enlargement. Discussion focussed on the lessons to be learned for the incoming Commission that will take office in November.
