If that’s the case then “Tricky Dickey”, should have or could have pardon himself as well as his Cabinet, and even the VEEP Spiro Agnew. Of course, as history goes, he didn’t, why?
According to Haldeman, Nixon actually seriously considered pardoning himself. Trouble is, while that would protect him from criminal and civil indictment, it would immediately make him vulnerable to impeachment, due to an obvious abuse of Presidential power. He was still protecting his place in history – with notable success, I’m afraid – and preferred to let Ford pardon him, as he knew he would.
