  The State Department has admitted their environmental review of the proposed Keystone XL tar sands pipeline was conducted by a contractor paid for by the pipeline company itself, a potentially illegal conflict of interest first reported by ThinkProgress Green.

  The State Department’s approval hinges upon a positive Environmental Impact Statement (EIS), required by the National Environmental Policy Act to assess whether the pipeline is in the national interest.

  A State Department official has admitted to the New York Times that the EIS was conducted by a company chosen and paid by TransCanada itself, flouting NEPA’s conflict-of-interest rules.

• Pipeline Review Is Faced With Question of Conflict (New York Times):
  
  The State Department assigned an important environmental impact study of the proposed Keystone XL pipeline to a company with financial ties to the pipeline operator, flouting the intent of a federal law meant to ensure an impartial environmental analysis of major projects.

  The department allowed TransCanada, the company seeking permission to build the 1,700-mile pipeline from the oil sands of northern Alberta to the Gulf Coast in Texas, to solicit and screen bids for the environmental study. At TransCanada’s recommendation, the department hired Cardno Entrix, an environmental contractor based in Houston, even though it had previously worked on projects with TransCanada and describes the pipeline company as a “major client” in its marketing materials.

  A document filed with Canada's Energy Board appears to cast doubt on claims by Koch Industries that it has no interest in the controversial pipeline.

  In recent months Koch Industries Inc., the business conglomerate run by billionaire brothers Charles and David Koch, has repeatedly told a U.S. Congressional committee and the news media that the proposed Keystone XL oil sands pipeline has "nothing to do with any of our businesses."

  But the company has told Canadian energy regulators a different story ..."a direct and substantial interest in the application" for the pipeline under consideration..

  Once you strip away the econ jargon, the paper finds that electricity from coal imposes more damages on the U.S. economy than the electricity is worth. That's right: Coal-fired power is a net value-subtracting industry. A parasite, you might say.   I heard there was a Republican member of Congress who is engaging in oversight on this. And despite the fact that all of them in the past have been supportive of this loan guarantee program, he concluded, “You know what? We can’t compete against China when it comes to solar energy.”

  Well, you know what?

  I don’t buy that. I’m not going to surrender to other countries the technological leads that can end up determining whether we’re building that in this country. So we’re going to have to keep on pushing hard to make sure the manufacturing is located here, new businesses are located here and new technologies are developed here. And there are going to be times when it doesn’t work out, but I’m not going to cave to the competition when they are heavily subsidizing all these industries.
