Over the past week or so, while the rest of the media has been covering the "horse race" non-stop, The BRAD BLOG has, as is our wont, been keeping a close eye, as usual, on the otherwise ignored "track conditions" which can make as much of a difference in the results as anything else.

We've been reporting on a number of key points about the way the voting and counting will be carried out in tonight's Iowa Caucuses (beginning at 7p CT), all of which are worthy of quick summary here today, as all of the rules for the Republican Caucuses in the Hawekeye State --- who can vote and how those votes will be counted --- are not set by the state, but by the Republican Party itself.

The Iowa GOP has, therefore, determined that...

• No Photo ID is necessary for any voter in the Republican Iowa caucuses.
• No Photo ID is necessary to register as a Republican at the caucus site, even if you're not already a registered voter. You may then cast your vote at the caucus on the same day you've registered (without a Photo ID).
• All caucus votes will be cast on hand-marked paper ballots.
• All of those paper ballots will be counted, by hand, in public, with the results announced at each of the 1,774 caucus sites before the results are called in to a central GOP headquarters (where the results will subsequently be compiled and announced to the public and media.)

If it seems that all of the items mentioned above are ones that Republicans --- even Republicans in the Iowa statehouse and the Iowa Secretary of State's office within the past year --- have fought virulently against allowing, for years, for elections in which Democrats will be participating, you would be correct. Nonetheless, when the GOP is able to set any rules they like for their own elections --- including tonight's all-important "First-in-the-Nation" Iowa caucuses --- those are the rules that they've selected. Go figure.

So with that very good, if breathtakingly hypocritical, news out of the way, here are five quick points, from Bev Harris of BlackVoting.org, on how folks on the ground tonight can fight to try and ensure and/or oversee the accuracy of caucus results...

Votes in next Tuesday's Republican caucuses in Iowa will be cast on paper ballots and hand counted publicly at each and every caucus site, according to a report late this week from Politico's Jonathan Martin. In other words, Republicans will be relying on "Democracy's Gold Standard" when it comes to casting and counting ballots in their own election, in which they set all of the rules, even if they will not allow the same standards to be applied to elections in which Democrats will take part.

Martin's story should come as great news for Election Integrity advocates and, in particular, Ron Paul supporters who have very good reason to be concerned about the process after witnessing --- first-hand and on video-tape --- blatant voter fraud carried out by Mitt Romney supporters in years past. The news is also welcome in light of a recent report suggesting the GOP would be counting votes in secret to avoid a purported "threat" by the hacktivist group Anonymous to disrupt next week's caucuses.

Though the article, if accurate, is wonderful news, it underscores, yet again, the Republican Party's almost indescribable hypocrisy when it comes to elections. Over the years, as we have detailed on hundreds (if not thousands) of pages at The BRAD BLOG, Republicans have eschewed both paper ballots and their public hand-counting at the polling place, insisting that computer cast and counted "ballots" are far more reliable than anything human beings, with their own hands and eyeballs, are able to do themselves with everyone in the public watching. (That is, except in cases where they are challenging the computer-tabulated results of an election, in which case they insist, appropriately, on publicly hand-counted paper ballots.)

Moreover, as we reported on Wednesday, even though the GOP has worked overtime, since coming to absolute power in many states around the nation during the 2010 elections, to institute polling place Photo ID restriction laws for elections in which Democrats will take part (and be disproportionately disenfranchised by they), when Republicans are able to create all of their very own rules for their very own elections --- as is the case with the Iowa Caucuses --- they require absolutely no Photo ID for any voter, even those registering as Republican for the first time and voting on the very same day (something they also have long fought against allowing everywhere else!)...

The blatant good-for-me-but-not-for-thee hypocrisy, even for this jaded independent journalist, after this many years of covering such issues, is remarkable..

The BRAD BLOG was the first to report that the former disgraced Speaker of the House turned Republican Presidential candidate Newt Gingrich had admitted to committing massive "voter fraud" --- thousands of cases --- in his failed attempt to qualify for the Republican Presidential Primary ballot in his home state of Virginia.

Our report on Wednesday came just minutes after Gingrich's caught-on-video admission to a voter in Iowa that his campaign had "hired somebody who turned in false signatures."

"Oh, it was just a mistake," the one-time front-runner for the GOP nomination claimed. "We turned in 11,100 — we needed 10,000 — 1,500 of them were by one guy who frankly committed fraud."

To our knowledge, however, Gingrich has yet to divulge the identify of the "one guy" who "frankly committed fraud" to law enforcement officials.

We noted that by the same (completely disingenuous) standards that the GOP and its cable TV arm, Fox "News", has long applied, for years, to the now-defunct community organization ACORN (which never committed any actual "voter fraud" or even "voter registration fraud", though a few of its workers committed the later, as discovered by ACORN themselves who promptly turned them into authorities), Gingrich was, himself, the purveyor of "massive voter fraud".

Last night, while guest hosting the Mike Malloy Show (listen to top of Hour 1), we even encouraged folks to contact the special email address that Fox "News" long ago set up for reporting such instances of "voter fraud" at VoterFraud@FoxNews.com to let them know about this massive destruction of "the fabric of democracy" as then GOP Presidential nominee Sen. John McCain hypocritically described it in 2008.

And now it looks like Chris Hayes, filling in on MSNBC for Rachel Maddow last night, picked up --- "from the Department of Shameless Schadenfreude" --- on the same theme, pointing out that Gingrich himself had previously slammed ACORN in a 2009 op-ed, in which he falsely declared that "ACORN has a long history of engaging in voter fraud," due to the exact same thing Gingrich now refers to as little more than "just a mistake". (Ironically enough, in that piece, Gingrich used the fraudulent ACORN "Pimp" Hoax video tapes created by James O'Keefe, Hannah Giles and Andrew Breitbart as the basis for his entire op-ed lie.)

My appearance last night on The Big Picture with Thom Hartmann was a round-up of a bunch of the latest voting news, from the DoJ's rejection of South Carolina's Photo ID restriction, to Newt's failure to get enough signatures to make it onto the VA Primary ballot, to the 93-year old woman who cleaned the TN state capitol for decades being told she may not be able to vote with her expired state ID, to the U.S. EAC finding, finally, that hackable ES&S paper ballot op-scan computers fail to count some votes without notice to anybody...

If the same standards are applied to Newt Gingrich as have, for years, been applied to the now-defunct ACORN organization by both Republicans and their media arm, Fox "News", then it seems Newt Gingrich's campaign has committed thousands of acts of voter fraud.

As CNN and TPM are reporting right now:

Of course, there is no evidence that any vote has ever been fraudulently cast in any election in any state at any time via an improper registration by an ACORN worker. Moreover, virtually every fraudulent registration that came in via an ACORN worker was discovered and reported by ACORN themselves to authorities, since the group had imposed stringent practices to keep workers from defrauding them, which was the case in the few instances where it happened.

Nonetheless, that never stopped the liars and opportunists in the Republican/Fox "News" Party from using such instances to falsely assert that ACORN was committing massive voter fraud.

By those standards then --- and here, the Gingrich campaign didn't even bother to authenticate the signatures, apparently, as ACORN did --- the Gingrich campaign is the first out of the block to commit massive voter fraud in the 2012 election.

We'll hope that the GOP, Fox and their stooges and chumps at places like Andy Brietbart's "Big" websites will call for the Dept. of Justice to investigate, prosecute and defund the Newt Gingrinch campaign immediately in light of this disturbing news that Gingrich himself is heading up a massive voter fraud organization.

Not to say we told ya so, but, ya know, we've been telling you so for years (and years.)

A new finding by the U.S. Election Assistance Commission --- a rare finding, first of its kind, in fact, as the woeful EAC has never before taken the time to investigate and report on serious failures of e-voting systems that it has previously blessed with federal certification --- reveals that ES&S paper ballot optical-scan systems used in a bunch of large swing states, result in machines freezing during elections, failing to log system events correctly, and, perhaps most troubling, ballots being misread and votes being lost entirely.

The EAC's "Formal Investigation Report" follows on April 2010 revelations by the Cleveland Plain Dealer that some 10% of Cuyahoga County (Cleveland)'s EAC-certified ES&S Precinct Count Optical Scanner and Unity 3.2.0.0 tabulator voting systems failed in pre-election testing last year.

The paper ballot scanning computers were purchased as a replacement for the 100% unverifiable Diebold touch-screen systems used previously in Ohio's largest county, after a massive analysis of all of the state's e-voting systems, overseen by former Sec. of State Jennifer Brunner (D), revealed serious security issues and other major flaws in the touch-screen voting machines used there and in many other states.

Relatedly, Diebold's own paper ballot optical-scan system has similarly been found, in the past, to include a flaw which results in votes being lost entirely, though the EAC never issued a warning about that system, to our knowledge, even after it led to hundreds of votes going uncounted in at least one election in Northern California (and lord only knows how many elsewhere that the same system is used.)

The new findings of the failures of the ES&S op-scan system led Plain Dealer reporter/blogger Laura Johnston today to worry: "If the company can't correct the flaw, the government could decertify the machines --- leaving Cuyahoga and jurisdictions [throughout] the country no way to conduct elections in a presidential year."

Um, did the citizens of Cleveland lose their eyeballs? Or the ability to add 1 + 1 + 1, Ms. Johnston? Yes, there are other ways "to conduct elections in a presidential year." For example, one could simply count the ballots by hand in public, at the precinct, in front of all voters, all parties and video cameras, and report the results right then and there before the ballots are moved anywhere --- just as they still do in some 40% of the towns in the "First-in-the-Nation Primary" state of New Hampshire.

The flawed scanners manufactured by ES&S, the nation's largest e-voting vendor, are currently set to be used again in 2012, not only in Ohio, but also in Florida, Illinois, Indiana, Ohio, New York and Wisconsin, among others states...

It's most definitely turning out to be a "White Christmas" for Democrats in the Hoosier State this week!

Some remarkable news late today. Finding he was not eligible to be a candidate on the ballot in the November 2010 election, a Marion County Circuit judge has ordered Indiana's Republican Sec. of State Charlie White removed from office and replaced by his Democratic challenger Vop Isili, the second highest vote getter in that election.

The order comes as part of a civil suit brought by the state Democratic Party which has long charged, both before and ever since the election, that White was not eligible to be a candidate on the ballot.

Judge Louis Rosenberg's ruling today overturns a previous determination by the Republican-majority Indiana Recount Commission, which had initially dismissed the Dems contest, but then took it up again after being ordered to do so by the court. The Recount Commission --- on which White himself is a member, though he recused himself from this case --- had found in a unanimous 3-0 decision that White was eligible to serve. Today's decision overturns that Commission's ruling and is likely to be challenged at a higher court.

Separately, White still faces seven criminal felony charges, including three of them for voter fraud, related to the fact that he did not live at the address where he was registered to vote in the 2010 election. As he was not a properly registered Indiana voter, he was not eligible to be a candidate on the ballot, Rosenberg has ruled. Moreover, at the time of his election, White was a member of the Fishers Town Council --- a town in which he no longer lived since separating from his wife and moving out of her house, where he remained registered to vote, several years earlier. Democrats charge he retained his registration at the house so that he could continue to collect his salary as a Council Member.

Since divorcing his wife White had remarried and purchased a condominium in a different town, but claimed the reason he stayed registered at his former wife's house was because he had hoped to move back some day. The Indiana Recount Commission accepted that explanation. The Marion County Circuit judge, apparently, did not.

The stunning turn of events, along with additional bad news that White received earlier this week in his separate criminal case, where he is facing seven felony charges, all serves to highlight no small amount of irony in the Hoosier State, where the first polling place Photo ID restriction law to pass U.S. Supreme Court muster, under the disingenuous claim of fighting "voter fraud", has been used as a model for similar laws across the country ever since. The ruling, if it is not overturned on appeal, could also turn out to have very far reaching consequences on all Republican officials statewide...

This week, KPFK/Pacfica Radio here in L.A. was kind enough to allow me to expand my usual weekly show a bit for a 'War on Democracy' special over two days, as we head into 2012 with the very first votes in the Presidential Election cycle to finally be cast in just under two weeks in Iowa.

Yesterday afternoon, we reported on the purported call by the 'hacktivist' collectivist group 'Anonymous' to disrupt the GOP Iowa Caucus by, potentially, electronic attacks on the central tabulator used by the party to compile and announce vote totals to the media, and on the Republicans' ill-considered "security by obscurity" plans to counter such a threat.

Last night, I spoke to Thom Hartmann about the supposed threat in Iowa --- as well as the broader threat to our electoral system posed by privatized e-voting systems across the nation --- on his TV show, The Big Picture.

Thanks to the Rightwing's unshakable lock on our national media, had the Governor of Wisconsin now up for a potential recall been a Democrat, the photo above might have been among the most familiar photos in the nation this week.

However, since WI's governor Scott Walker is a Republican, this is likely the first time you've seen the photograph, or even heard that there has been yet another violent assault on a citizen petitioner seeking signatures for his recall.

Add this one to the Rightwingers found openly discussing collecting signatures for the "Recall Walker" campaign, only so they could then burn and shred them, and to the death threats received in the middle of the night and to the 30-year old West Bend man, Jeffery Karnitz, who's been charged with two counts of election fraud for defacing petitions.
