Why is MoveOn.org Political Action holding an online primary?

In most presidential primary processes, pundits, pollsters and wealthy donors determine the outcome long before the actual primaries. By the time the rest of us cast our ballots, the nomination is typically a done deal. The MoveOn.org Political Action Primary will allow hundreds of thousands of voters to speak out now, adding their weight to the campaigns of their choice. Voting in the MoveOn.org Political Action Primary starts Tuesday, June 24.

Will MoveOn.org Political Action endorse a candidate?

If more than 50% of the voters choose a single candidate in the
primary, then MoveOn.org Political Action will endorse that candidate. We believe it would be an astounding demonstration of candidate strength to win a majority in a field of nine candidates among a cross section of voters as diverse as MoveOn's 1.4 million-member base.

If no candidate wins 50% in the primary, then we will continue our primary process and offer MoveOn members more ways to get to know the candidates over time. Whether or not we endorse a candidate, we'll certainly work to defeat Bush once the Democratic nominee is chosen.

The MoveOn.org Political Action Primary and Endorsement Process

1. The MoveOn.org Political Action straw poll

On May 29, we held a presidential straw poll among our entire membership. The poll identified a top tier of candidates in whom MoveOn members were most interested, but also indicated that people wanted more information about the candidates before moving closer to an endorsement.

2. Asking approval for the process

On June 11, we proposed this candidate engagement process and the MoveOn.org Political Action Primary in an email to 1.4 million MoveOn members. We asked the membership to approve or reject the process using an online survey. 96.4% of respondents said they wanted us to go ahead with the process as outlined, including a binding primary vote at the end of June that could result in a MoveOn endorsement.

3. Getting to know the candidates

Beginning Wednesday, June 18, we will pass along emails from the three straw poll top tier candidates. Each email will begin with a link to candidate pages hosted by MoveOn.org Political Action for all nine declared presidential candidates. Each page includes a letter from the candidate and responses to seven interview questions that were generated and approved by MoveOn members.

4. The MoveOn.org Political Action Primary Vote

Voting in the MoveOn Primary will begin 12:00 am, Tuesday, June 24 and will end 48 hours later at 11:59 pm on June 25. Voters will be encouraged to make financial contributions to their candidates as well as casting ballots for them. Donating to a campaign is an important way of showing support -- perhaps the most important at this early stage.

The vote will be open to people who are not already MoveOn members; however, to keep the process fair they must register to receive a unique email ballot. Email ballots are tied to an individual name and email address. Each one counts for one vote.

5. Announcing the results, possible endorsement and continued fundraising

We will officially announce the results when the voting is complete. If any candidate wins a majority (%50 + 1 vote) out of the field of nine candidate, then MoveOn.org Political Action will endorse that candidate. If no candidate wins a majority, then MoveOn will continue to engage all the candidates in an extended presidential primary process, possibly leading to another Primary vote in the future.
