Is the evil, that many cite as indicative of the 'failure' of the 'War on Drugs,' actually a perverse indices of its success?

Guest Editorial Series by Ernest A. Canning

Even a glimpse at the statistics leads knowledgeable sources, like Ethan Nadelmann, founder and executive director of the Drug Policy Alliance, to describe the 'War on Drugs' as a "failed prohibitionist policy."

"Over the last 40 years, more than 45 million drug-related arrests have cost an estimated $1 trillion," Amy Goodman reported on Democracy Now! "Yet drugs are cheaper, purer and more available today than ever."

And that's just in the U.S.

According to the United Nations' 2011 World Drug Report [PDF], "in 2009, between 149 and 272 million people...aged 15-64 used illicit substances at least once in the previous year." The UN estimated that Cannabis was "consumed by between 125 and 203 million people worldwide in 2009," adding:

Drug traffickers and organized criminals are forming transnational networks, sourcing drugs on one continent, trafficking them across another, and marketing them in a third. In some countries and regions, the value of the illicit drug trade far exceeds the size of the legitimate economy.

But Nadelmann's description of the 'War on Drugs' as a "failed prohibitionist policy" is derived from the supposition that the 'War on Drugs', at least here in the U.S., was actually formulated with a desire to suppress or eliminate drug abuse.

In PART 1 of this series, we examined the question of whether the U.S. Government's effort to challenge legalization of marijuana in California and elsewhere was akin to shutting down the competition, given the CIA's long-documented history of profiting from the world-wide drug trade. In PART 2 we posited that an end to the 'War on Drugs' could deliver a devastating blow to the bottom line of American corporations who have come to depend upon the Prison Industrial Complex in the U.S. and its huge pool of slave laborers --- most, non-violent drug offenders.

So now, we must examine the hypothesis that, if accurate, should rock us all to our core.

What if the horrific consequences of the worldwide drug trade, which, per the UN 2011 World Drug Report, includes an annual death toll of 200,000, are precisely what President Nixon and the covert branches of U.S. Empire had in mind when formulating a policy that would enhance the domination of the 1% over the 99%? Are we now living in a form of Aldus Huxley's Brave New World in which "Failure is Success" can be added to the three slogans from George Orwell's 1984 --- "War is Peace," "Freedom is Slavery" and "Ignorance is Strength" --- a world in which a vote against legalization is actually a vote in favor of illicit distribution by organized crime and their allies in the CIA?...

Would legalization reduce CIA access to covert funding?...

Guest Editorial Series by Ernest A. Canning

How does one explain it?

The Eric Holder Department of Justice (DOJ) is faced with massive banking and Wall Street fraud that nearly brought the world's economic system to its knees, yet no bankers are prosecuted. It is confronted by environmental crimes that have poisoned our air, water and even the food we eat, yet, for the most part, those crimes go unpunished. It has its hands full fending off voter suppression laws concocted by a billionaire-funded, subversive organization, which is also responsible for deadly "stand your ground" laws and an assault on the right of citizens to engage in collective bargaining.

Yet, the DOJ and the Drug Enforcement Agency (DEA) make it a priority to target California medical marijuana dispensaries and to raid Oaksterdam University, a school founded by Richard Lee, a legalization activist who offers training in the cultivation and use of medical marijuana. It does so even though, in 1996, CA voters, by a wide margin, passed an initiative that "allows patients with a valid doctor's recommendation...to possess and cultivate marijuana for personal medical use." The raids were also made against the backdrop of polls showing that a majority of Americans support legalization of marijuana.

In this three-part series, we will advance the hypothesis that this seemingly irrational obsession with busting medicinal marijuana dispensaries and fending off legalization of even the most innocuous of drugs, Cannabis, can only be understood in the context of U.S. Empire and the economics of the Prison Industrial Complex.

In this first part of the series, we examine both historical and recent links between the CIA and the illicit drug trade. We touch upon the extent to which the so-called 'War on Drugs' has been used as cover for the CIA's covert import of narcotics, both into the U.S. and other nations, in order to fund the mischief the Agency engages in on behalf of U.S. Empire. That operation, evidence strongly suggests, continues to this day.

At the core of that hypothesis is the question as to whether an end to the phony 'War on Drugs' and its replacement by controlled legalization, taxation and medical, educational and psychological assistance in avoiding substance abuse would cut off a key, illicit source of covert CIA funding...

Today on my show on Pacifica Radio's KPFK in Los Angeles, I spent the first part on a "Republican War on Democracy" update.

The update kicked off this week with the latest details in the story of Indiana's new Republican Sec. of State Charlie White who is facing seven felony charges, three of them for voter fraud, as yesterday, the Indiana Recount Commission found (incredibly enough) that though White was registered at his ex-wife's house to vote (rather than his own) and had re-married and purchased a condominium, he actually hoped to someday move back into the ex-wife's house. Therefore, he wasn't illegally registered to vote, so he was not illegally on the ballot, so he gets to remain as Indiana's Secretary of State. So sayeth the Indiana Recount Commission.

The Democrats who filed the complaint with the commission may still decide to take the case to court where, in the meantime, White is still facing those seven felony violations. (Did I mention that three of them are related to voter fraud?)

As well, I offered a quick review of all of the other recent high-profile GOP vote fraudsters, such as Ann Coulter, Gov. Mitt Romney, Ambassador Jon Huntsman and Rep. Todd Akin, and the latest news on which states' GOP-fueled voter-suppressing polling-place Photo ID restrictions have been passed into law, and which ones have been thankfully stopped by gubernatorial vetoes.

Also, there was a remarkable statement by Ohio's new Republican Sec. of State John Husted against Photo ID disenfranchisement recently! He deserves big props for that!

That part of the show is here:

Download MP3 or listen online below [appx 15 mins]...

In the second part of the show, I was joined by Tyson Slocum, director of Public Citizen's energy program. He's an expert on the dangers and pitfalls of nuclear power and other fossil fuels. We discussed the unprecedented floods threatening the Fort Calhoun and Cooper nuclear plants in Nebraska; the wildfire threats to New Mexico's Los Alamos nuclear site; the woeful state of nuke plants across the country (as detailed of late in Jeff Donn of AP's remarkable investigative reports here, here, here & here); and the fact that there seems to be absolutely nobody at the federal level of our government able or willing to do a damn thing to protect the citizens from the looming and growing dangers.

My interview with Slocum (and a shot at climate change denying Rep. Steve King (R-IA)) is here:

This November, California voters will be afforded a rare opportunity to directly decide whether to legalize and tax the lawful cultivation, processing, distribution, sale, and consumption of marijuana by and to individuals over 21 years of age.

By approving Proposition 19, formally labeled the "Regulate, Control, Tax Cannabis Act of 2010" [PDF], voters will take an important first step towards ending the costly, hypocritical, and liberty-destroying "war on drugs" which, like its predecessor (Prohibition), has created a lucrative niche for criminal organizations --- hypocritical because the covert agencies of the U.S. government have long engaged in drug trafficking in support of Empire even as the so-called "War on Drugs" has provided a convenient excuse for supporting brutal dictatorial puppet regimes whose function it is to serve the interests of what John Perkins described in Confessions of an Economic Hit Man as the "corporatocracy"...

...And Mexico's Presidential Melee...

Guest Blogged by Alan Breslauer

Neil Cavuto was outraged by the scuffle that took place in the Mexican National Congress on Tuesday in continuing spillover from the highly controversial presidential election. Earlier reports here, here and here, suggest there is a great deal of evidence that Vicente Fox's ruling party was only able to retain the presidency through massive election fraud. Yet, Cavuto's concern is not for the 41 million likely disenfranchised voters but that order was not maintained. Al Gore's graceful concession in the hotly contested 2000 election, by contrast, is an example of a working democracy and a working Constitution.

Unfortunately, the end of the clip (1:35) was cut off by Tivo and the late night replay was cut off by Fox as it switched to a live broadcast. My apologies.

In today's episode, Ruben Navarrette Jr brings a new depth of meaning to the "Op" part of his job as a writer of "Op/Ed" pieces.

Navarette writes for the San Diego Union-Tribune but he's also a syndicated Op/Ed writer and fortunately I found him in the Seattle Times, where he was saying:

Reason loses out in Mexico

Quite a headline, don't you think? That's the hook. Wonder what's inside? Come along with me!

Jeremy Schwartz of Cox News wields a mean pitchfork in today's Miami Herald
Calderon Declared 'President-Elect' ... Obrador Declared 'Marginal' ... We Report, but They Decide??

Guest blogged by Winter Patriot

I've been finding most of my internet-related news stories through Google News lately, and for the past 19 hours I've been wondering what story would succeed the death of Crocodile Hunter Steve Irwin at the top of the charts... Now, suddenly, the wait is over.

From Will Weissert at ABC News: Calderon Named Mexico's Next President-Elect

MEXICO CITY Sep 5, 2006 (AP)— Felipe Calderon became president-elect of Mexico on Tuesday, two months after disputed elections, when the nation's top electoral court voted unanimously to reject allegations of fraud and certify his narrow victory.

And --- coincidentally? --- look at what else has floated to the top of the charts: a monstrous smear piece from our "old friends" at Cox News, in the person of Jeremy Schwartz this time.

From the Miami Herald: López Obrador's support dwindling : Mexico is starting to turn its back on Andrés Manuel López Obrador because of his refusal to concede defeat in the disputed presidential election.

MEXICO CITY - In the days after ballot results showed him losing an agonizingly close presidential election, candidate Andrés Manuel López Obrador was in fine form, leading the largest rallies Mexico has ever seen and convincing most Mexicans of the need for a recount.

Six weeks later, the Mexican public has largely turned its back on the charismatic leftist, who has been transformed into a marginal figure --- to a degree even within his own party.

If the July 2 election were held now, conservative Felipe Calderón would trounce López Obrador by 24 percentage points, a recent newspaper poll showed.

Some analysts say the former Mexico City mayor has done irreparable harm to his political career by sowing unrest and refusing to accept the constitutional rules for resolving the close election.

We'll have to wait and see about that...

Looking South: Organized and Passionate Activism

Guest blogged by Michael Collins

Andres Manuel
Lopez-Obrador
“AMLO”

It is a pleasure to be here at The BRAD BLOG. Many thanks to Brad Friedman, Paul Lehto, Winter Patriot, and Emily Levy, to name those I know, for their show of courage, intelligence, and patriotism in the California 50th Congressional District recount case. Sunshine is a great tonic.

Why does Mexico matter?

Mexico matters because the people and leaders knew election problems were coming and they did something about it. They protested in massive numbers, again and again. The Mexican people are offering the largest resistance to election fraud in modern history. Think of the demonstrations in the Ukraine, Belarus, the Georgia Republic, or any other post election protest. Over a period of 15 days, there were three Assemblies sponsored by Lopez-Obrador and the Party of the Democratic Revolution (PRD). These demonstrations attract over a million people (in a nation of 100 million). The corporate media tried to downplay the crowd size with Bloomberg News failing to mention a 1.1 million estimate it got on July 16 from police authorities. These are vibrant, involved people who work with their leaders, particularly Presidential candidate Lopez-Obrador, to develop plans and fend off attacks by the ruling party.

UPDATE! Pro-Obrador Legislators Have Prevented Fox From Speaking! Details below...

Guest blogged by Winter Patriot

The time has come for Mexican President Vincente Fox to deliver his State of the Nation speech, but he may not be able to reach the Congress!

The American media seem to have noticed this story all of a sudden --- because of the threat of large-scale violence?

Here's AP reporter Julie Watson at SFGate.com:
Protesters Threaten to Stop Fox Speech

Riot police, attack dogs and towering steel barriers sealed off Mexico's congress for miles in every direction Friday as protesters threatened to stop President Vicente Fox from delivering his state-of-the-nation address.
...
Leftist presidential candidate Andres Manuel Lopez Obrador has called on his supporters to gather in Mexico City's main plaza before the congressional session for a rally that some fear could turn a mostly peaceful civil resistance movement violent.

Lopez Obrador — who portrays himself as a champion of the poor — blames dirty tricks by the president for an official count showing him 0.6 percent behind the business-friendly National Action candidate, Felipe Calderon.

Obrador vows to continue fighting

Guest blogged by Winter Patriot

We have two news articles and some analysis from Mexico:

BBC: Mexico court rejects fraud claim

Mexico's top electoral court has rejected claims July's presidential election was riddled with fraud.

The court decided not to order a full recount of votes from the disputed election, as demanded by leftist candidate Andres Manuel Lopez Obrador.

Mr Lopez Obrador, who claims his narrow election defeat was rigged, has vowed to continue fighting the result.

Arrest Warrants Issued For Fifty Movement Leaders
'what we have now is a low-intensity dirty war'

Guest blogged by Winter Patriot

As always, the news you get depends on where you go looking.

Here's some from the BBC: Violence flares in south Mexico

11 August 2006: Gunmen have fired on striking teachers marching through the southern Mexican city of Oaxaca, killing one man.

Protesters responded by setting fire to a house where the gunmen fled. They blamed Governor Ulises Ruiz for the attack, a charge his office rejected.
...
Mr Ruiz is accused of rigging the 2004 election to gain office and of using force to suppress dissent.

No kidding? Rigging the 2004 election to gain office? Who could imagine such a thing?
