Another disturbing revelation from the still-expanding nationwide GOP Voter Registration Fraud Scandal...

From Palm Beach to Richmond, from Las Vegas to Portland, it's not a coincidence, it's a coordinated GOP scheme intended to keep Obama supporters from signing up to vote.

While a major element of the Republican National Committee's strategy to game the 2012 elections by affecting who gets to vote and who does not has been cut off at the knees in the wake of a criminal election fraud complaint and other late developments in the still-widening GOP Voter Registration Fraud Scandal, a disturbing and abhorrent nationwide GOP voter registration strategy may have also been revealed by it.

The coordinated strategy, as evidenced by recent video documentation emerging from a number of key states, includes registration workers screening out Democratic-leaning voters from registration drives in order to keep them from registering. The way it's done: lying to potential registrants about a "voter survey," rather than disclosing that workers are actually there to register voters --- but only Republican-leaning ones. The deceptive tactic has so far been seen this year in several of the five battleground states where the RNC's controversial, and potentially criminal, $3 million registration program was scuttled late last week after fraudulent registration forms were discovered to have been turned in by a shady firm hired by the RNC to sign up Republican voters in Florida and four other states.

The BRAD BLOG has also collected evidence suggesting that the dishonest registration tactic also appears to be in use in states where the RNC's firm, Strategic Allied Consulting, is not said to be operating, suggesting that the practice is not just one used by the discredited firm, but, rather, a nationwide voter scheme by the GOP.

Questions about the legality of the tactic are emerging as well, though the deplorable ethics of the practice, legal or otherwise, would seem to be beyond dispute.

Election officials in the five states where Strategic was paid some $3 million by the RNC to do voter registration, Florida, North Carolina, Virginia, Colorado, and Nevada, are now said to be in the process of scrambling to review tens of thousands of new and updated voter registration forms submitted by state Republican Parties, as collected by the firm owned by Nathan Sproul, a long-time, notorious GOP operative and paid political consultant of Mitt Romney's campaign. But the disturbing, and seemingly coordinated, tactic of registration workers instructed to misrepresent themselves in order to screen out potential Democratic voters is coming to light as a separate element of the GOP Voter Registration Fraud Scandal.

To date, The BRAD BLOG has documented instances of the phony "polling" tactic being used by Republican voter registration workers in Colorado, Virginia, Nevada, Oregon, and, in years past, Tennessee and Minnesota. Our suspicion at the moment: What we have been able to discover to date is just the tip of the iceberg...

Latest attempted GOP voter roll scrub of legal voters continues growing tradition in Sunshine State...

The state of Florida and it's Secretary of State Ken Detzner (R) are knowingly violating Section 5 of the Voting Rights Act in their attempted purge of "potential non-citizens" from the Sunshine State voting rolls, according to a new federal lawsuit [PDF] filed by the ACLU and the Lawyers' Committee for Civil Rights Under Law.

The complaint follows on the heels of a May 31, 2012 two-page letter submitted to FL election officials by T. Christian Herren, the chief lawyer of the U.S. Justice Department's Voting Rights Division. In his letter, Herren opined that the state's voter roll purge is in violation of Section 5 --- at least in the 6 Florida counties "covered" by that section --- because the state has not sought preclearance from either the DOJ or a federal court, as required by that section of the 40-year old federal law.

Additionally, the DOJ notes in its letter, the purge, coming as it does within the 90 days before Florida's federal primary election, is also in violation of the National Voter Registration Act (NVRA) which covers the entire state.

In response, FL State Department spokesman Chris Cates initially said they would continue the purge nonetheless, as they were "firmly committed to doing the right thing and preventing ineligible voters from being able to cast a ballot." In his official response to the DOJ a few days later, Detzner all but challenged the feds to bring a suit in order to stop the state from continuing their efforts.

Of the original 180,000 names identified by the state as potential non-citizens, out of some 11.3 million registered voters in the state of Florida, 2,700 were sent to county election officials with instructions to notify those voters that they had just 30 days to prove their citizenship or be removed from the rolls. As reported by the Christian Science Monitor, "Before heeding DOJ’s order to stop the purge" county election officials had identified just four noncitizens who "may have voted in past elections, making them potentially guilty of voter fraud," while clearing hundreds of voters who had, in fact, been legally registered voters. Hundreds of others may have been removed from the rolls, despite being legally registered citizen voters.

As The BRAD BLOG previously reported, Herren had demanded that FL officials "advise whether the State intends to cease the practice," but stopped short of issuing an actual "order" that FL immediately cease and desist. Such an order would have to come by way of an injunction issued by a U.S. District Court. The ACLU lawsuit now seeks that injunction even though, according to the Miami Herald, county elections supervisors across the state, led by Leon County's Ion Sancho, are now refusing to carry out a purge which Sancho describes as "illegal."

The ACLU lawsuit alleges facts that suggest the FL GOP is relying upon a FL Department of Highway Safety and Motor Vehicles (DMV) database that it knows cannot provide an accurate basis for establishing non-citizenship until 2017.

Unfortunately, this year's purge in Florida continues a tradition that has been affecting legal voters in Florida --- and, along with them, the rest of the nation --- cycle after cycle since at least the 2000 election...

After well over a year of political, if not all out civil war in Wisconsin in the wake of the state's Republican Gov. Scott Walker and the majority-GOP legislature unilaterally stripping many of the state's citizens of their rights to collectively bargain, Walker's fate is finally up for grabs today, along with that of his Lt. Governor Rebecca Kleefisch and the political balance of the state Senate via the seats of four Republican state Senators.

A Democratic win in just one of those Senate seats will return the majority in that body to the Democrats, making remarkably extreme actions like those we've seen over the past two years in the Badger State much more difficult to accomplish no matter who wins today's gubernatorial race.

But we'll see what happens today, tonight and, under several foreboding scenarios, over the next several weeks and/or months as the citizens of the state exercise some direct and wonderful democracy today at the ballot box --- or, at least, at the computerized tabulators.

Aside from expectedly heavy turnout being reported across the state (and particularly in Milwaukee), and races that are thought to be exceedingly tight, here are a few morning news items out of Wisconsin which may (or may not) turn out to have much more relevance in the near future, depending on how things go in the next several hours...

Some to be disenfranchised by GOP change to absentee rules...

Absentee ballots that normally would have been sent to voters as early as Tuesday won't get mailed until Friday, according to the head of the state's election agency.

The situation arose because of a conflict between state election law and the state constitution, which lays out a tight time frame between a primary and recall election, said Kevin Kennedy, director of the state Government Accountability Board.

Under one state law, absentee ballots should have been available Tuesday because the recall election of Gov. Scott Walker and four GOP state senators is three weeks away, on June 5. But another law says ballots cannot be made available in a general election until after the period to ask for a recount in the primary passes, and that won't happen for the May 8 primary until Friday, Kennedy said.

Normally, there is a longer period between a primary and general election. But the state constitution requires four weeks between a primary and a recall election. That causes conflicts between the absentee schedule and the election certification schedule, Kennedy said.

As a result, a small number of people who will be out of town June 5 won't be able to vote because they won't be able to get an absentee ballot this week, Kennedy said Tuesday.

"We're dealing with a short time frame," Kennedy said. "Some people are going to get caught."

State law used to allow election clerks to email absentee ballots to voters at the discretion of the clerks. Voters would then fill out the ballots and return them through traditional mail. But last year, Republican lawmakers eliminated the ability of clerks to do that except in limited circumstances.

"It would be wise to go back to allowing municipal clerks to transmit (ballots) electronically. We thought it was shortsighted" for legislators to change that law, Kennedy said.

The Journal-Sentinel goes on to report that the Republican who amended the law claimed the change was needed "because some municipalities emailed out ballots while others did not, and she thought all communities should handle it the same way." And her even weaker reasoning was that "what voters returned by traditional mail had to be transferred by clerks onto ballots, which she said could be time-consuming for staff on election day."

While this development doesn't seem, in and of itself, to be an issue nefariously targeted at undermining the Scott Walker recall election specifically (as it had appeared in some of the more vague reportage I'd seen elsewhere this morning), it's certainly troubling for those folks leaving town this week who will not receive ballots in time to vote, and who will have no recourse to receive them while overseas. Those folks are most likely disenfranchised, whether that was the plan or not, thanks to the short-sighted amendment to state law written by state Sen. Mary Lazich, Republican of New Berlin.

I'll be surprised, however, if we don't see more very specific dirty tricks in the days ahead, meant to undermine the recall elections specifically, akin to the coordinated hoaxes we saw during the group of WI state Senate recall elections that took place last Summer. During those, for example, deceptive absentee ballot request mailers were sent out by the Koch Brothers-funded Americans For Prosperity and a number of other Rightwing groups.

The mailers, which offered incorrect dates and deadlines, and instructed voters to send back the forms to the PO Box of a "Right to Life" group in Wisconsin, were sent out not only by the Kochs' AFP, but almost identical misleading mailers were sent out by a mysterious "group" calling itself "United Sportsmen of Wisconsin". As The BRAD BLOG subsequently reported, to the surprise of almost nobody, the front man for that purported WI gun organization, John W. Connors, turns out to have been a longtime AFP affiliate and National Director, with a history of running deceptive campaigns.

Watch for these same insidious democracy haters and their ugly dirty tricks tactics to appear very soon now in advance of the historic June 5th recall elections of Walker, his Lt. Gov. Rebecca Kleefisch and four Republican state Senators whose seats --- along with the political balance of the state Senate --- are all now up for grabs.

In today's New York Times, Jim Arkedis and Lindsay Mark Lewis of the Progressive Policy Institute (Lewis also previously worked for the DNC), warn that Super-PACS aren't just perverting the electoral system through millions in deceptive ads for or against the candidates they are secretly funded to support, but they may also pose an even more direct, more insidious threat to our democracy.

After acknowledging that even President Obama is now embracing the same shadowy-funded PACs he once claimed to eschew, as he refuses to "unilaterally disarm", there is a different between inclinations of left and right, in that one side generally works to increase voter turnout, while the other hopes to suppress it. The lack of accountability and the supposed "firewall" of separation between Super PACs and candidates creates a situation rife for the worst kind of dirty tricks and voter suppression in an atmosphere which is even more difficult to regulate than in the past (when such dirty tricks were already pretty easy to pull off without paying a price --- or, at least, without a price that could be paid before it was far too late).

Their warning is both compelling and ominous, particularly as we don't need to look very far into the recent past --- even here at The BRAD BLOG --- in order to find evidence in support of it...

On the day that news of Sen. Ted Kennedy's death hit after decades of service to his nation, Andrew Breitbart took to Twitter to call him a "duplicitous bastard," "a prick," and, "a special pile of human excrement."

Breitbart died here in Los Angeles last night, reportedly of "natural causes," sometime after midnight. He leaves behind a wife and four children. He was 43.

His legacy will speak for itself. It need not be embellished. Though, undoubtedly, it will be. Just not by us. We don't do that here.

We've covered his work honestly, accurately and fairly over the years in more articles than we care to remember and certainly more than we cared to write. It was a courtesy he did not reciprocate. Each time we wrote about him or even spoke of him, it was reluctantly, as it is today. Our interest in Breitbart was never in him, no matter his, or his followers, misguided beliefs to the contrary. Our interest was only in the failures of the mainstream corporate media that he, ironically enough, helped to highlight, and in our hopes of standing up for those he'd harmed.

While pretending to point out "liberal media" bias, what Breitbart ultimately served to do was highlight the corporate media's cowardice, laziness and penchant for trusting in scoundrels. Oddly, that may have been exactly what he wanted to do --- just not in the way he had hoped...

Thanks to the Rightwing's unshakable lock on our national media, had the Governor of Wisconsin now up for a potential recall been a Democrat, the photo above might have been among the most familiar photos in the nation this week.

However, since WI's governor Scott Walker is a Republican, this is likely the first time you've seen the photograph, or even heard that there has been yet another violent assault on a citizen petitioner seeking signatures for his recall.

Add this one to the Rightwingers found openly discussing collecting signatures for the "Recall Walker" campaign, only so they could then burn and shred them, and to the death threats received in the middle of the night and to the 30-year old West Bend man, Jeffery Karnitz, who's been charged with two counts of election fraud for defacing petitions.

The story of what happened to the camera above begins this way:

This camera was three weeks old. It was stripped off of my wrist, and thrown full force into the street by a crazy rightwing bastard. The card and battery are missing, which I learned when I tried to retrieve the day's photos and video.

My winter coat was ripped. My camera was destroyed. My hand is badly bruised and hurts like hell. The police left after taking all of our stories, and the three of us went back to the intersection to retrieve our signs so as not to leave litter. As we walked back, a wizened old man came up his front walk and let us know how happy he was we were hurt, and how much he hated us. He drooled positively fecal invective. Another car whizzed by and gave us the finger. Earlier, a man in a passing car slowed down and pantomimed shooting at Angela with an imaginary rifle. This is life in Walker's Wisconsin. I don't see it getting any better real soon.

The story ends with the police finding the man who did it and promising criminal charges, before this thought from the person whose camera was destroyed by a political supporter of Republican Gov. Scott Walker of Wisconsin:

We don't want trouble. We don't want debates. We don't want to convince anyone of anything. We merely want to give people the opportunity to sign a legally prescribed petition derived from constitutionally defined laws whose intention is to allow redress of an aggrieved population if an elected official is off the rails.

Last minute 'security by obscurity' defense unlikely to ensure integrity of results...

Well, whaddaya know? Suddenly, after all these years of warnings from The BRAD BLOG that electronic voting systems are exceedingly vulnerable to manipulation by insider election officials as well as outside hackers from almost anywhere, such as China or Iran or even al Qaeda, the GOP is now worried about electronic vote hacking in their Iowa Caucuses on January 3rd.

"Their fear," as AP reports today, is triggered by little more than a two-minute video posted on the Internet in early November, purportedly created by the "hacktivist" collective known as Anonymous, calling on members, in a trademark computer-generated voice, to "peacefully shut down the first-in-the-nation Iowa caucuses." [The complete video is posted at the end of this article.]

Progressive radio and television host Thom Hartmann covered the AP story on his radio show this morning, suggesting that while the GOP may have concerns about Anonymous shutting down or manipulating the results of the Iowa caucuses, they may also attempt to use the opportunity of heightened security to ensure that Republican candidate Ron Paul is not named the winner. A poll released last night by Public Policy Polling (PPP) shows Paul vaulting into the lead in Iowa, as previous front-runner Newt Gingrich's numbers have collapsed in the Hawkeye State. Paul now leads over Romney in Iowa, according to PPP's poll, with 23%, followed by Romney at 20% and Gingrich at 14%.

According to AP's report, the GOP is now concerned about "an Iowa caucus marred by hackers who corrupt the database used to gather votes and crash the website used to inform the public about results that can shape the campaign for the White House."

They go on to report that "Experts in computer security said such concerns are valid."

Unfortunately, however, it appears as though the steps the GOP are planning to take to try and counter the threat will do little ensure the public can trust the results that the party eventually reports to the public. (In the Iowa Caucuses, party officials, rather than state election officials, tally and report results to the media and public.)

If Republicans in Iowa, or anywhere else for that matter, truly fear the manipulation of results, there is only one way to help make such manipulation as difficult as possible. Similarly, if supporters of Ron Paul are concerned about same --- and they have every good reason to be, particularly considering the well-documented history of vote manipulation by supporters of Mitt Romney in the past --- they ought to be calling for the very same solution to help ensure the integrity of results in Iowa (and, frankly, everywhere else) in 2012...

Several opponents of WI's Gov. Scott Walker have been receiving middle-of-the-night death threats, as they've been circulating petitions to gather signatures in an effort to recall the state's controversial anti-union Republican Governor.

According to WISC-TV/Channel 3000 in Madison...

The threats involved phone calls from an area code in Minnesota. The calls came overnight after Walker's opponents began the recall, said Madison resident Tom Peer, who said he received a call at 2 a.m. on Thursday.

"They said, 'If you don't stop circulating recall petitions, we will kill you,'" said Peer.

A similar call came to Heather DuBois Bourenane, of Sun Prairie. The United Wisconsin recall worker jumped out of bed when her phone rang around 4 a.m. on Thursday.

"He said I had attracted the attention of some very bad people, and my life and the lives of my family were in danger," Bourenane said.

She called Sun Prairie police, who confirmed investigators were working on the case.

The news outlet also reports that yard signs supporting the Recall Walker effort have repeatedly been stolen off the property of several home owners.

Last week, we reported on the plans to sabotage the signature gathering effort being discussed openly on a number of Facebook pages. Walker supporters on those pages had been seen talking about their plans to gather signatures in liberal areas of the state and then burn or shred the petitions, rather than turn them in. One person had claimed he'd "be able to destroy 15-20k signatures" or, if granted access to even more petitions, he'd "be able to destroy upwards of 15-20% of the entire collected ballots in the state of Wisconsin."

Reid Magney, the Public Information Officer for the Wisconsin Government Accountability Board (G.A.B.), the state's top election authority, told The BRAD BLOG via email late last week that defrauding petitions is a felony crime, and that his agency has been in touch with law enforcement about the purported sabotage schemes...

The effort to recall Wisconsin's Republican Gov. Scott Walker begins in earnest tomorrow, November 15. As TPM's Eric Kleefeld reports, Democrats and other opponents of the WI GOP's big government removal of public union collective bargaining rights will have just 60 days to collect more than 540,000 signatures in order to put the controversial Governor onto a recall election ballot early next year.

It won't be easy, as the initiative must succeed in gathering an average of more than 9,000 signatures each day between now and the 60-day deadline in January. To make matters worse, if indications on a number of Facebook pages are to be believed, some Walker supporters are planning to sabotage the effort with a number of dirty tricks, including collecting signatures under cover and then burning and shredding the petitions...

On Saturday we posted an article detailing the similarities, and apparent coordination, in misleading "Absentee Ballot Application" mailers sent out to Democratic voters by both the David Koch-founded Americans for Prosperity - Wisconsin and a mysterious group calling themselves United Sportsmen of Wisconsin.

The Americans for Prosperity mailer, sent out in Wisconsin last week in advance of tomorrow's state Senate recall election of six Republican state Senators, included instructions that absentee ballots must be submitted by August 11th --- even though the election in question is actually tomorrow, August 9th.

The PO Box described as the "Absentee Ballot Application Processing Center" on those mailers belonged to a Rightwing family group tied to the anti-abortion movement. A spokesperson for the group, as we reported, said that while they were part of a "coalition" with AFP, they claimed to have had no idea AFP was using their PO Box on the mailers until they started receiving them, and that they hadn't seen the mailer before it went out. For their part, AFP claimed the incorrect date was simply a "typo" in two districts where they had sent the mailings, and that "liberals" were making a "mountain out of a molehill" about it all. Late last week, however, in a followup mailing, the group admitted that it had gone out to "everyone" in all of the state Senate districts, rather than just the two where Democrats will face recall elections next week (as opposed to tomorrow's GOP recalls) and blamed the incorrect date on their printer.

The United Sportsmen of Wisconsin (USW) mailers, almost identical in form, font, content, and type-setting, as we showed, had no information about who had paid for the mailings on them, and instructed voters that they needed to return their absentee ballots to the elections clerk by August 4th --- even though ballots may be delivered to the Wisconsin election clerks as late as the close of polls on August 9th.

Since we ran our article over the weekend, which suggested, among other things, previously-undocumented coordination between AFP and USW, and since there was little information to be found about USW on the web, a number of readers have been digging in to try and figure out exactly who the so-called United Sporstmen of Wisconsin actually are, as have we.

And, whaddaya know, a bit of digging reveals that the group was very recently founded by one John W. Connors, a long-time staffer and director of Americans for Prosperity, a College Republican leader, and a rather prolific founder of a number of hard-right political front groups with a record of deception in recent Wisconsin elections...

Several RW groups cooperate on fraudulent recall scams

No doubt by now you've heard of the deceptive absentee ballot applications mailed to Democrats in Wisconsin by David Koch's Americans for Prosperity, WI, as reported earlier this week by David Catanese at Politico.

As seen below, the mailer instructed recipients to return the application to the "Absentee Ballot Application Processing Center" by August 11th, even though the recall elections for 6 Republicans is next Tuesday, August 9th...

The wrong date on the mailing, however, was not the only problem with it. The address where the application was to be submitted is also a problem, but one that is worse than has been widely reported so far, according to some digging from a Wisconsin activist and election integrity advocate.

Moreover, a comparison to another absentee ballot application mailer from a different, supposedly unrelated, Rightwing group, suggests a coordinated effort by a number of these groups to defraud and disenfranchise voters in Wisconsin in advance of the unprecedented state Senate recall elections to be held next Tuesday...
