Amidst austerity politics during the 2008-2011 Great Recession, California cut funding for early care and education programs by $1.2 billion, resulting in the loss of access to early education programs for over 100,000 children. This report provides a concrete view of where and how our state has chosen to invest – and divest – in its children and working families, and how it can re-deploy these resources.
