The average price for a gallon of gas in the Wichita area rose 23.1 cents to $2.86 on Jan. 20. Prices were 19.5 cents higher than a month ago and 24.9 cents higher than a year ago. The city plans to plant one more this winter and the remaining 30 in February or March. "We're fighting the cold, but we're making good headway," said Neal Owings, director of parks and public buildings. Construction of Meridian south of the railroad tracks to 69th North is about a month behind schedule because of the winter weather.
