Chowderhead

     Not much is known about Frank Fisher. It is believed that
he immigrated to New York in 1922 from the North Atlantic.
After spending time observing how commerce operated along the waterfront, he decided to forcibly go into business with several of the shipping companies and ended up controlling a piece of the labor racketeering on the New York side of the Hudson. He was jokingly referred to as "the Codfather"or "Chowderhead" because of his fish-like appearance and feared by local gangsters. Stories circulated around the docks about how he once swallowed a man in one gulp forcrossing him and how his slimy skin was mostly bulletproof. 
During WWII, he was asked by the FBI and Naval intelligence to
be on the look out for Nazi sympathizers and possible spies who might attempt to infiltrate the city. The scheme was successful as several German agents were captured and only one was reported to have been devoured. Frank "Chowderhead" Fisher disappeared soon after and reappeared decades later as a consultant working for the Port Authority of New York and New Jersey.
