portions of eastern South Carolina and eastern North Carolina...
Hurricane and Tropical Storm Warnings, along with Storm Surge
Warnings are in effect for coastal areas of the Southeast and
southern Mid-Atlantic states from South Carolina to southeastern
Virginia, including the lower Chesapeake Bay and the tidal Potomac.
Flash Flood Watches are in effect for portions of southeastern
Virginia, eastern North Carolina and eastern South Carolina.
Tornado Watches are in effect for portions of eastern North
Carolina.
Tropical Storm Watches are in effect for extreme southeastern New
England.

At 400 PM EDT...National Weather service radar and surface
observations showed bands of showers beginning to spread north
into southeastern Virginia. Meanwhile bands of showers, some
locally heavy, continued to impact much of the eastern Carolinas,
where numerous reports of flooding and inundated roads have been
received. In addition to heavy rain, supercells embedded within
these bands have produced several tornado reports across
southeastern North Carolina. Locally strong and gusty winds, to
tropical storm force, were observed across portions of
southeastern Georgia, eastern South Carolina and eastern North
Carolina. Below are preliminary rainfall and wind observations
