...Tropical-storm-force winds and heavy rains continue to impact
central and eastern North Carolina and eastern South Carolina...
Hurricane and Tropical Storm Warnings are in place for the coastal
Carolinas into coastal areas of the southern Mid-Atlantic states,
as well as coastal southeastern Massachusetts. Storm Surge
Warnings are in effect for far eastern North Carolina and far
southeastern Virginia.
Flash Flood Warnings and Watches and scattered Flood Warnings are
in effect for portions of southeastern Virginia, eastern North
Carolina and northeastern South Carolina.
Tornado Watches are in effect for portions of eastern North
Carolina and far southeastern Virginia.

At 1000 PM EDT...National Weather Service radar and surface
observations showed widespread heavy rainfall from Dorian across
eastern and central North Carolina and eastern portions of South
Carolina. Numerous reports of flooding and inundated roads have
been received across these areas. Rainfall was beginning to spread
into southeastern Virginia as well. In addition to heavy rain,
supercells embedded within these bands have produced several
tornado reports across southeastern North Carolina. Locally strong
and gusty winds, to tropical storm force, were observed across
portions of the eastern Carolinas. Below are preliminary rainfall
