the Northeast...
Flash Flood Warnings are in effect for portions of central
Massachusetts and north-central Connecticut.
Flash Flood Watches are in effect for portions of northern New
York, south-central Vermont, south-central New Hampshire, and
southern Maine.
Flood Warnings are in effect for portions of central New York.

At 1000 AM EDT...National Weather Service Doppler Radar indicated
widespread moderate to heavy rainfall associated with Post-T.C.
Fred was occurring across the Northeast. The heaviest rainfall was
observed within rainbands over north-central Vermont and the
Massachusetts/Rhode Island/Connecticut tri-state area. Below are
