@Risk North 3 Digital Preservation Conference

The Canadian Association of Research Libraries, along with other partner organizations, is hosting a summit on Canadian digital preservation at the Library and Archives Canada location in Gatineau, Québec on November21-22, 2024:

"This open event will provide an opportunity for those at Canadian institutions who have strategic or operational responsibility for long-term access and preservation of digital content to learn from each other about progress, practices and policies for digital preservation in a Canadian context. The program includes a keynote address, panel discussions, and breakout sessions that explore global and national digital preservation strategies, tools, and collaborative efforts. Networking opportunities, including a reception and an optional tour of the Library and Archives Canada’s Gatineau Preservation Centre, are also planned."

Slides from July Open House of the Canadian Shared Print Network

North: the Canadian Shared Print Network is a national initiative to coordinate the evaluation and identification of uniquely held print materials, and the securing of long-term retention commitments to protect against the risk of loss of those unique titles.

It has 3 major project streams: monographs published by Canadian University Presses; Indigenous works; and scarce government documents.

It held an open house earlier in July. A video and the presentation slides are available.

American Library Association Report on Binding Services for Print

Core, a division of the American Library Association, has released the 2022 Core Library Binding Survey: A Report of Findings.

It is based on a survey on current library binding practices in the United States.

The survey was conducted to gain a better understanding of who is using library binding as a preservation and access method, how they are using such services, and the challenges that face the community.

There were responses from 94 institutions, most of them academic.

Questions included:

  • To whom does your bindery unit report?
  • What did you spend on library binding for each of the fiscal years below, NOT including staffing?
  • How many items did you send to the library binder in each of these fiscal years? (2018 to 2022)
  • What percentage of your current library binding program is made up of each of the following material types? (e.g. monographs, government docs, etc.)
  • If your institution has off site storage, do you regularly bind items going directly to storage from acquisition?
  • What type of library binder do you use?
  • etc.

Internet Archive Canada Survey about Access to Canadian Government Information

Internet Archive Canada, along with various Canadian partners, is involved in an initiative designed to provide free, open and sustainable online access to the full range of government research, data and publications necessary for a continued and sound democracy.

There is more background information about the project on the Internet Archive Canada website.

Partners include the Canadian Research Knowledge Network, Library and Archives Canada, and the University of Toronto.

As part of the initiative, the Archive has developed a survey to gather thoughts on the "possible solutions to the gaps that exist and set priorities":

"These questions are a first step that will assist us to:
-create an inventory of current projects and initiatives and digital collections focusing on Canadian government information
-determine gaps in the government information that is currently available and adequately preserved for perpetual access
-identify possible solutions and establish priorities for what needs to happen and when
-gather stories that illustrate the impact of the lack of access to government information
identify specialists, practitioners and communities who can provide advice and assistance."

Launch of North: The Canadian Shared Print Network

A partnership between  Library and Archives Canada, the Canadian Association of Research Libraries (CARL), the Canadian Urban Libraries Council (CULC), and regional academic library consortia recently launched North: The Canadian Shared Print Network.

It is a national initiative to coordinate the evaluation and identification of uniquely held print materials, and the securing of long-term retention commitments to protect against the risk of loss of those unique titles.

On the website, one can read a brief description of existing print preservation initiatives and the network's project streams (monographs published by Canadian University Presses; Indigenous works; scarce government documents).

New Project to Digitize US Government Microfiche

The Internet Archive, along with library partners, will be digitizing millions of pages of US government documents on microfiche and making them available for free:

"Microfiche cards, which contain miniaturized thumbnails of the publication’s pages, are starting to be digitized and matched to catalog records by the Internet Archive. Once in a digital format and preserved on archive.org, these documents will be searchable and downloadable by anyone with an Internet connection, since U.S. government publications are in the public domain."

"Seventy million pages on over one million microfiche cards have been contributed for scanning from Claremont Colleges, Evergreen State College, Stanford University, University of Alberta, University of California San Francisco, and the University of South Carolina (...)"

"Microfiche is not a format that can be easily read without using a machine in a library building. Many members of the public are not aware of the material available on microfiche so the potential for finding and using them is heightened once these documents are digitized. And as the information is shared with other federal depository libraries, there will be a ripple effect for researchers, academics, students, and the general public in gaining access."

The Internet Archive, based in San Francisco,  provides free public access to collections of digitized materials, including websites, software applications/games, music, movies/videos, moving images, and millions of books. It has also saved historical versions of hundreds of billions of web pages in the Wayback Machine.

New Report on The Government Information Landscape and Libraries

 IFLA, the International Federation Of Library Associations, recently published a report on The Government Information Landscape and Libraries that offers a number case studies on the challenges faced by government information specialists:

"This report provides a summary of the government information landscape for selected countries and regions worldwide—the United Kingdom, Canada, Greece, the Russian Federation, Korea, the United States, Sub-Saharan Africa, and the Middle East and North Africa. It also includes an overview of information from International Governmental Organizations and a special postscript on cybersecurity. For each country or region, information is provided about government publishing practices, depositories, the legislature, access to information, government libraries, preservation practices, and digitization. Many think that it is easy to find government information. This publication makes the point that it is not easy to do so, and many complexities and challenges exist for users worldwide. Government information professionals are needed to assist users in finding the information they need and to advocate for more access for all."

There is a chapter on The Government Information Landscape in Canada by Susan Paterson, University of British Columbia Library.

New Partnership for Shared Book Collections

This is a follow-up to the September 16, 2020 post entitled Final Report on Creation of National Shared Print Network in Canada.

The most recent issue of the journal Journal of Library Administration includes an article on a new North American library partnership that aims to promote shared print monograph collections:
"The Partnership grew out of meetings to address the question of how to develop and sustain an infrastructure that would capitalize on opportunities for collaboration and cooperation across the growing number of shared print initiatives. With financial support from the Andrew W. Mellon Foundation, in April of 2018 the Eastern Academic Scholars’ Trust (EAST) hosted a summit with representatives from over 25 shared print programs in North America as well as leaders in preservation and scholarly communications including OCLC and the Library of Congress. Over a two-day period, the group was invited to envision a robust future for shared print with a focus on scholarly monographs, to commit to join community-based action in support of preserving and protecting the print scholarly record, and ensuring its availability for students, scholars, and researchers."

"The summit resulted in identifying a set of key priorities for shared print’s future as well as the formation of a set of Working Groups to focus on these priorities. Among the priorities was the establishment of a formal enterprise focused on coordinating and directing the efforts of shared print. It was generally agreed that a federated organizational structure would work most effectively and that such an organization should focus on best practices and standards, identify research (particularly in the area of risk) needed for shared print, develop compelling narratives for the stakeholder audiences, and encourage the development of an open data infrastructure in support of shared print."

Final Report on Creation of National Shared Print Network in Canada.

A joint working group of the Canadian Association of Research Libraries (CARL) and Library and Archives Canada (LAC) has released its final report with recommendations on the creation of a collective shared print program across Canadian libraries.

The Canadian Collective Print Strategy Working Group made up of representatives from key academic, public, and government libraries, and from regional consortia makes thirteen recommendations for the successful establishment of a national shared print network in Canada:

Those recommendations include: 
  • The formation of a national shared print network that coordinates the activities of existing regional shared print initiatives and provides a path to participation for other interested libraries not yet in a shared print program.
  • The network to be governed by a national steering committee with representatives from the regional academic library consortia, existing shared print projects, Library and Archives Canada (LAC), Canadian Urban Libraries Council (CULC), and others.
  • The formation of an operations working group with representatives from participating libraries and shared print programs, who bring relevant frontline expertise on collection management, metadata, holdings disclosure, and access.
  • The Council of Pacific and Prairie University Libraries (COPPUL) act as the administrative host for the national network.
  • An initial three-year commitment in order to allow time to secure further funding through grants and partnerships, to make initial progress, and to review and solidify the network.
  • A Year 1 budget of $115,000 with cumulative cost of living increases of 3% in Years 2 and 3.
  • Adherence to the current industry best practices for recording and exposing shared print commitments in local library management systems. Recording shared print commitments in the OCLC Shared Print Registry and CRL’s PAPR registry, as appropriate.
  • Developing a more complete set of standardized metadata elements for future phases of the national network’s program.
