The Caucasian Test Case

Today, the first more comprehensive analysis of the Russo-Georgian war in August 2008 was published, less than a month after hostilities ended. In its report Det kaukasiska lackmustestet (The Caucasian Test Case), the Swedish Defence Research Agency (FOI) summarises its findings.

The war between Georgia and Russia in August 2008 has fundamentally changed the playing field of international relations and the aftermath of the war will have profound consequences.

The purpose of this study is to analyze some central issues and implications of the war. The aim is to, shortly after the war and based on open sources material, draw some tentative conclusions regarding the consequences for the region and the world.

The primary conclusion is that Russia’s actions have triggered a far-reachingreassessment of the present world order. This will in turn lead to extensive policy changes at different levels as the actors adapt and try to influence the formation of the new world order. The war has laid bare the challenges and problems of the present international system. Responses to Russia’s actions will give an early
indication of the character and modus operandi of the coming world order.
My own contribution is a chapter on the information and cyberwar aspects (pp. 45-52).

Analysing the Russo-Georgian War

What have we learnt from the war in Georgia? That is the question addressed in one of the first more comprehensive reports of the recent war between Russia and Georgia. As the war gives credibility to those claiming that we are on the verge of a New Cold War, there is also a time for analysis. The pursuit of knowledge is preferrable to a mere show of arms and empty rhetorics. The stakes may simply be too high to risk such a gamble at this point.

On Monday morning, the Swedish Defence Research Agency (FOI) will present one of the first more comprehensive analyses of the recent war in Georgia at a press seminar in Stockholm. With contributions from 14 analysts of different specialities, the report offers a variety of approaches to the conflict, and how it affects the European security order.
To what extent does the war set the framework for future security policy? What are the challenges for the EU? To what extent will it cause changes in the European security structure? What effects on world economy can we expect? Which are the lessons learnt from the Russian military offensive? These are but a few questions addressed by the study.
As a contributor myself, I deal with - what is loosely called - the information war or rather "cyberwar", viz. the alleged coincidence of an armed conflict with a massive attack over the Internet. Some of the views presented in this part, will hopefully be interesting to and put things in a wider perspective for prospective readers. I thus welcome any feedback, though access is limited to a Swedish readership.
The report in full will be accessible for purchase or download from the FOI website as of noon (GMT+1) on Monday. I hope it will contribute to a nuanced picture of the war and present perspectives that may guide political decision-makers, the media, and an interested general public in their views of the war and its real and potential consequences.

The Economist Debate on Russia vs. the West

"The West must be bolder in its response to a newly assertive Russia." This is the proposition made for the upcoming The Economist debate series, setting off on 9 September. The opposite argument holds that this position erroneous by Western misperceptions of Russia, based on renewed reminiscences of an increasingly distant Cold War era.

Speaking for the pro side is Anne-Marie Slaughter, Dean of the Princeton University Woodrow Wilson School of Public and International Affairs. Representing the con argument is Dmitri V. Trenin, Senior Associate at the Carnegie Endowment Moscow Centre.

Thus, Slaughter initiates the debate by the following argument:
The West should be bolder in confronting a newly assertive Russia, but bolder in a way that understands and manipulates the realities of 21st-century politics rather than plunging us back into a 20th-century stalemate.
In his rebuttal, Trenin starts out opposing this statement accordingly:

Those who argue that the West should be bolder in its response to a newly assertive Russia are trying to use their memories of the past to deal with a very different present and a highly uncertain future.
The debate will span over the period 9-19 September with rebuttals on the 12th and closing arguments on the 17th. The winner will be announced on the 19th, and topics covered be open for discussion and comments until 26 September.

Registered users will be able to vote surrepetisiously for either alternative during the ten day debate. Following the Oxonian tradition, "members of the House will be thus allowed to "cross the floor" by such vote if arguments are convinving enough to turn their opinion. Questions to the contrahents may be sent in via the Chairman, viz. moderator, who will act as arbiter in selecting those of relevance for further dissection in debate.

The Economist presents the following background for the debate:

Russia’s incursion into neighboring Georgia has Western governments worried about renewed Russian assertiveness. The diplomatic frost between America and Russia remains at a level not seen since the cold war, leading to predictable results: Russian/NATO joint military exercises cancelled, private energy co-operation agreements withdrawn, foreign ministers returned home. Is Russia’s intention to upset the current international order, or is it responding directly to the widening sphere of American influence in former Soviet countries (for example, the promise of eventual NATO membership for Ukraine and Georgia)? Can the European Union speak with one voice and take the diplomatic lead? Or must America protect the world order by standing up to Russia to prove that any form of aggression comes at a cost? Finally, are we witnessing the dawn of a second cold war, in which the West should resist the lure of appeasement?

So, are we in for a heated debate, as East and West seem juxtaposed in a renewed wrestle for right and wrong, power and glory, or simply for the petty interests of their own pockets in a fight for survival spanning ever greater tracts of the world?

That is certainly one purpose of debate, in attracting interest to a sensitive and precarious situation in world affairs. Still, choosing a softy like dear Dmitri to stand for the Russian side and not a heavy-hitter better representative of currrent moods in Moscow may not be the best approach in the pursuit of any profounder realities. Still, it warrants for an interesting and nuanced debate of a character not widely found in these days. I for one will certainly follow the debate with great interest and also invite others to join in the conversation.

Russia: Motives & Misperceptions

As relations between Russia and the West deteriorate, a growing tendency to misperceive Russian motives is discerned. Russia is not a monolithic power, but analysts increasingly tend to give prominence to factors that themselves cannot wholly explain Moscow's actions. A recent example is the Russian-Estonian crisis.

The current crisis between Moscow and Tallinn has its specific origins, and should come as no surprise to most observers. The basic preconditions for crisis were set already in the early 1990s, and both parties are since stuck in a mutually detrimental relationship. The difference this time though is that there currently are no countervailing forces in Moscow to keep the conflict in check, as has previously been the case. This is matched by poor judgement on the Estonian side. Also, the conclusion by western analysts that Russia is using its energy weapon against Estonia by imposing an export blockade seems flawed and an example of mental bandwagoning among people prone to single factor explanations.

Public opinion in Russia about the Baltic states was forged from the disappointment of their determination to abandon the ailing Soviet empire. The Balts were considered part of the liberal and reform oriented forces in soviet society, why Russians felt betrayed by the Balts as Moscow perceivably strived towards the same political goals as the Balts were identified with. The realisation that the Baltics now were abroad took a long time for most Russians to come to terms with. That Russians had become subjects of a non-Slavic state in which they had to seek citizenship to enjoy the full rights of society was incomprehensible. That states like Kazakhstan might treat Russians badly was only to be expected, as they did not share the liberal heritage Russians associated with the Balts. A measure of double standards was thus introduced in comparing the situation of Russians in former soviet republics. As for the Baltics, Russians felt scorned in their identity as imperial civilisation carriers. An inferiority complex was thus the nucleus of the dispute over the situation of Russian "minorities" in the Baltic states.

As things have evolved in Russian-Estonian relations over the last month, the image conjured up by Russian media is that of Russians being wronged and bereft of their rights and heritage. The difference this time is that there are no countervailing forces in Moscow to keep too overt nationalist sentiments in check. Still, most analysts limit themselves to describe the conflict in either bilateral or Estonian terms, whereas Russian domestic factors are left out. This limits reporting to developments of the same Russian-Estonian themes covered over the last 15 years, and old articles might be taken out of the drawer to be rewritten or updated, simply filling in the new facts. In essence, however, they lack the proper contextualisation to explain why the conflict has taken a new turn for the worse. Action is not enough - as the removal of the Bronze Soldier and its consequences. Context must be added to analysis in order for us to understand the full extent of the problem.

Next year, Russia faces presidential elections. By all appearances it seems to be a runoff between Sergei Ivanov and Dmitri Medvedev. The power struggle in the Kremlin is however already underway, and who eventually will get the upper hand sways back and forth between the two main contenders. Half a year ago, Medvedev was in the lead, but now Ivanov has made a comeback and seems to be in the best position to become master of the Kremlin in 2008. In this context, Ivanov has used the Estonian crisis to gather his forces in front of a common foe. Opinions on Estonia are by now so deeply set that they may be used as a vehicle to gather the Russian masses. Previously, Russian leaders have known where to draw the line in using the "Baltic question" but now president Putin cannot put the foot down as too great interests are at stake, in who will rule Russian politics in coming years, to risk anything just to preserve a working relationship with Tallinn. As for relations with the European Union and Nato, Putin walks a thin line in risking a multilateralisation of the Estonian issue.

However, Medvedev is also not left out in gaining the dividends of the Estonian crisis. Last week, Sergei Ivanov, during a meeting with governors in Murmansk, declared that the Russian oil and coal previously exported by transit through Estonia will now instead go through the port of St. Petersburg. Russia annually ships around 25 million tonnes of fuel oil, gas oil and petrol through Estonian ports. Imposing a Russian energy blockade on Estonia is regarded by many analysts as a way for Moscow to use its energy weapon. Such a conclusion, however, seems flawed as Estonia is relatively spared of any major consequences for its energy supply. Instead, it may prove a way for major Russian oil exporters - mainly Rosneft - to curve export competition by other Russian oil companies.

Transferring exports to St. Petersburg will indirectly give Rosneft greater control over who will be able to export Russian oil. St. Petersburg port is already today gravely undersized - not to mention corrupt - and much effort has been made in recent years to construct new harbours in the Gulf of Finland - Primorsk for oil and Ust Luga for bulk. Opting for Petersburg therefore means that companies that previously have exported by way of Estonia now are at the mercy of Rosneft to meet their deliveries to western customers. In essence, the energy blockade against Estonia gives Medvedev's interests a way to hit at remaining independent competitors within the oil industry. Consequently, Ivanov reaps the political and Medvedev the economic rewards of the Estonian crisis.

So, should all explanations based on the actual situation in Estonia and relations with Russia be discarded? Of course not. However, it is equally important to analyse the conflict on its own merits as it is to contextualise it, striking a balance on the domestic-foreign frontier. An obvious example is the risk that the conflict may spread also to Latvia. Most observers would say that situations differ too much for something similar to happen in Riga, but still Latvian authorities are apprehensive. From both a political and economic perspective, Ivanov and Medvedev may gain from sparking a crisis also with Latvia for the very same reasons why they have let the crisis with Estonia get so much out of hand. There simply is too much to gain and too little to lose domestically at the moment, that a Russian-Latvian crisis should not be ruled out just because situations in Estonia and Latvia are not similar enough. Giving the crisis a Russian domestic political contextualisation shows this.

Still, is the Kremlin willing to risk its relations with the West - EU, Nato and the US - over such an insignificant issue as the Baltic question? Actually, such an assumption should not be ruled out. Already, Moscow is at loggerheads with Washington, and the US understands that it now has to be tough on Russia in order to have a working relationship. The European Union, however, takes a much weaker stand when it comes to Russia, and when it does confront Moscow it is on negotiation issues such as the Partnership and Cooperation Agreement (PCA) and the European Energy Charter. Until now, Russia has never had anything to lose in real terms in relations with the EU, and the Union consistently avoids putting its foot down in relations with Moscow. That Poland and other member states, in this context, may hamper EU-Russia negotiations is officially treated with resignation in Bruxelles, while most unofficially sigh with relief. Thus, Russia rationally calculates that the EU will never truly make a stand in their relations, why Moscow really risks nothing by a confrontational policy.

Developments in Russia are met with growing concern in Europe, and there is an understanding that sooner or later the European Union will have to confront the issue, as many of its members are already experiencing the realities of a more assertive Russia on the world stage. Doing so, however, sets out from, on the one hand, foreign relations and, on the other hand, Russia's domestic political situation. The latter is mainly directed at the crisis for democracy and human rights and far too seldom at the factors that Russian rulers themselves would deem of political importance. Foreign and domestic factors are increasingly treated as monolithic and attempts at joint analysis are often superficial or aim at the wrong factors.

The result is that it is becoming all the more of a mystery in the West why Russia acts as it does. The West is once again allowing Russia to become "a riddle wrapped in a mystery inside an enigma" for the evident reason that Europeans are too subsumed by their own values, norms, perceptions, and prejudice to follow the simple logics of current Russian politics and society. Then it is much easier to produce an image of a state that once more might pose a threat to Europe - an alien entity accepted by its mere existence but doomed to remain foreign to Europe. Here, the Russian-Estonian crisis serves as a striking example of how the West fails to account for important factors in its perceptions of Russia. As European public opinion turns increasingly against Russia, the risk of misperceptions may become an even greater danger than a revived Russian threat in the eyes of Europe. Russian motives are not always what they seem.

Turkmens Thrash Turkmenbash?

As Turkmenistan is facing presidential elections on 11 February, it is becoming increasingly clear that the late Nyýazow's successors have begun to turn their backs on Saparmurat Türkmenbaşy's political legacy, in brokering the terms of Aşgabat's new oligarchy.

Abandoning Nyýazow's unique Turkmen third way alternative to the values of modern civilization, seems the preferred choice of the new regime in the making. A recent secret poll, by the Eurasian Transition Group, shows that 81% of Turkmens support democratic reform, while 55% doubt that the upcoming elections will be free and fair. Even though these figures are far from reliable, they indicate popular fatigue with the current situation and a wish for change. The political realization of this has led political leaders to at least simulate a free and democratic process for the upcoming elections.

That Türkmenbaşy's political legacy is in question is furthermore signalled by declarations to restore the education system dismantled by Nyýazow, return to fully fledged pensions, grant free access to the Internet, and even restore railway traffic with Russia. All the same, the intentions of Turkmenistan's new leadership are far from clear. Thus, it seems that repression has been stepped up since the December 21 death of Nyýazow, and Reporters Without Borders singles out Turkmenistan as one of the most repressive countries in the world, in its 2007 annual press freedom survey. Despite reformatory indications, it thus stands beyond doubt that the main goal of current power in Aşgabat is to safeguard stability and a peaceful transition of leadership.

In an excellent article in Sunday's Washington Post, Peter Finn presents an overview of the situation for the upcoming elections. Whereas Turkmenistan for the first time allows more than one person to run for office, it is more than obvious that acting president Gurbanguly Berdimuhammedow will be declared winner on Sunday. Thus, the remaining five presidential candidates stand under constant supervision of the national security service, MNB, and their public appearances are directed by the political principles outlined by the leading candidate, Berdimuhammedow. Indeed, all measures since Nyýazow's death have been directed towards bringing Berdimuhammedow into power, including constitutional violations and changes.

As for power, it however seems that Berdimuhammedow is rather a frontman of an evolving political oligarchy, centred around the national security council, than a strong political figure in himself. Allegiance to the legacy of Nyýazow - interpreted however the new rulers see fit - here appears to become both a formula for legitimacy and a tool to suppress whatever opposition might arise. Consequently, it seems that Turkmenistan is poised for a transition to oligarchic dictatorship rather than any real or even gradual reform process.

As for international reactions to the new situation they may be characterised by a combination of relief over Nyýazow's death with hopes to exploit any chances of closer cooperation with Aşgabat, not least within the energy sector. Thus, both the US and the EU are stepping up their contacts with Turkmenistan. However, it is Russian president Putin that, by all appearances, stands as victor in the struggle over relations with Aşgabat. Putin was the first to single out Berdimuhammedov for support and thereby Moscow seems to be succesful in safeguarding Russian interests - primarily the 25 year gas accord with Turkmenistan, signed in 2003. By supporting Berdimuhammedow, Putin seeks a successor who will honour the committments so crucial for Russian interests in and influence over the region. However, also China lurks about in the scenery, trying to secure a recent deal to build a gas pipeline to meet the country's increasing energy demand.

To sum up, it is in the interests of both domestic and international actors to maintain stability in Turkmenistan, almost whatever it takes. It is likely that internal interests of the current regime will be strong enough to exercise oligarchic dictatorship with the silent consent of the international community. If worst comes to worst, Nyýazow can always be used as a common scapegoat for the country's lack of progress. Such acts of "turkmenbashing" however seem distant in today's Turkmenistan.

EU Discord on Armenian Genocide

Turkey will not have to recognize the Armenian genocide to become an EU member, EU Commissioner for Enlargement, Olli Rehn, said on Tuesday thus contradicting French president Jacques Chirac, who only this weekend set recognition as a sine qua non for Turkish accession.

Celebrating the first anniversary of Turkish membership talks with the EU, Olli Rehn is on a visit to Ankara trying to encourage further progress in Turkish pre-accession preparations. The visit comes only days after French President's, Jacques Chirac, visit to Armenia, where he again stressed that Turkey's recognition of guilt for the Armenian genocide was a condition for EU membership. France remains hesitant to Turkish accession and also faces an influential Armenian diaspora at home. Many influential public figures in France are of Armenian descent and Chirac for example was accompanied by Varenagh Aznavourian - more commonly known as Charles Aznavour - France's most famous singer - on his visit to Yerevan.

For Turkey, admitting the Armenian genocide is a difficult process involving a reevaluation of the country's own history and its transformation from the multiethnic Ottoman empire to Turkey as a nation state. Ankara claims that 300,000 Armenians were killed as part of civil war during the dissolution of the Ottoman Empire, concurrently stating that at least as many Turks were killed in the same conflict, occuring prior to Turkish statehood. Armenians, to the contrary, point to a death toll of 1.5 million people slain by the Turks during 1915-17, and argue that Turkey sooner or later must assume responsibility for its crimes against the Armenian people.

Although the Armenian issue has presented a regional and international deadlock for decades, some progress has been made as of late, even though there still is a long way to go before the issue is resolved. Recently, Turkey has proposed a joint Turkish-Armenian historical commission to investigate "atrocities against Armenians." So far, Olli Rehn has been the only EU-representative to support the proposal, but more may follow. Defusing the Armenian issue is, however, not in France's best interest due to its negative stance on Turkish EU-accession and large Armenian minority.

That some half-wit EU Commissioner should spoil the glorius aftermath of Chirac's grand visit to Armenia, supporting France's illusory self-image as a great power is also simply too much of an insult for the palais de l'Elysée to be accepted. Therefore, Commissioner Rehn is in for a scolding by France - concurrently also weakening positions of Turkish membership proponents. What Armenia stands to gain from this remains unclear.

Ukrainian Lighthouses & Landmarks

Little more than a month after becoming Ukrainian Prime Minister, Viktor Yanukovich, seems poised to break his pledge to president Viktor Yushchenko of Ukraine's continued western integration. Visiting Brussels on Thursday, Yanukovich put a moratorium on Ukraine's plans to join Nato, saying that: "Because of the political situation in Ukraine, we will now have to take a pause," according to International Herald Tribune.

However, what should be clear by now is that NATO and EU accession has become a parallel process in the integration of former Eastern bloc countries. Therefore, Yanukovich "pause" effectively means a halt - or at least a severe delay - for Ukraine's western integration.

That NATO and the EU are different organisations and deal with different issues should not disguise the fact that a majority of EU-members are also members of NATO. Combined with the backlash of the Orange revolution, Yanukovich statement is likely to further put off western leaders from any real association with Ukraine. Trust in Ukraine is at a low and the only real motivation for western efforts is to keep the country out of Moscow's orbit.

Still, Yanukovich's decision on NATO is logical. Popular support for NATO-membership has never reached any substantial levels, so his excuse to "play it safe" rather than to rush into something that Ukrainians will not accept is natural. This has tacitly been accepted by NATO-officials as a statement of facts rather than intent. At the same time, questions are raised what role Russia might have had in the decision. Yanukovich has previously declared that he would like Ukraine to be a "reliable bridge" between Europe and Russia, and NATO-membership seems incompatible with such a role. Russia has adamanttly opposed Ukrainian rapprochement to the Atlantic alliance.

Relations with Russia continue to be strained. Only yesterday, a Ukrainian court ordered that authorities should take control over 22 lighthouses in the Crimea that have been leased to Russia's Black Sea Fleet, BBC reports. As late as in June, Russia and Ukraine failed to reach agreement on settling the Kerch strait border dispute, which has been going on since 2003, according to RIA Novosti.

Ukraine's relations with Russia on the one hand and the West on the other have often been simplistically depicted as balancing between East and West. A similar balance accordingly applies to Ukraine's domestic scene - between Russian and Ukrainian speakers. As anyone who has dealt with Ukraine knows, realities are much more complex.

Still, the image of a Ukraine split between East and West lingers on in the minds of international leaders and is also exploited by a variety of actors. At a time when there are great doubts in the West as for Ukraine's willingness and ability to integrate, there is little room for a more straightforward public policy.

Yanukovich might have pursued a declaratory policy on NATO and EU membership at the same time as deepening relations with Russia. As long as no real steps towards NATO-integration were to be taken, such a situation might have been acceptable both to Russia and the West. That would have kept doors open for Kiev - both towards Brussels and Moscow.

Now, Yanukovich is closing the NATO-door and thereby - in a longer perspective - also the EU-door. This might however not open the door to Russia any wider, simply because the Kremlin has never accepted its loss of influence over Ukraine. A loss that one has not accepted is not regarded a real victory once it is regained.

Public postponement of NATO-integration is thus simply not a good idea at a time like this, when Ukraine needs the best of both worlds. The paradox is that what would probably serve Kiev's interests best at this point would be to say one thing and do the other, that is pledge western integration and cooperate more closely with Russia. In that way, Ukraine might have maintained safeguarded by the West at the same time as it could have remained part of the East. Now instead, Yanukovich has set a landmark in Ukraine's modern political history by giving away an important foreign policy instrument for no obvious reason. Cui bono? What does Ukraine or Yanukovich stand to gain from self-imposed alienation when one needs all the help one can get?

Ukraine: What Pascual Doesn't Tell

Chernobyl's lesson is that a state's lies threaten its people and its sovereignty. With this argument, former US ambassador to Kiev, Carlos Pascual, sets out on a frontal attack on Ukraine's leaders, in today's Washington Post. Using Chernobyl in a distasteful parallel, Pascual criticises Kiev for corrupting the security of Ukraine. However, what is not said is often more interesting than what is actually said. Thus, implicitly accusing Ukrainian leaders for lying, Pascual himself conceals crucial facts.

The immediate background to Pascual's vociferous accusations is the New Year's gas crisis between Russia and Ukraine. Kiev was put to the test, when Russian gas company Gazprom turned off gas supplies to Ukraine in mid winter. Racing against time and "popular" hypothermia, the Ukrainian government struck the deal they could get given the circumstances. With a 47 million hostage, there was little choice but to give way to Moscow's blackmail, using the brokers and dealers at hand. The result was a construct typical to the situation - with the much criticised RosUkrEnergo. It was a slave contract on unequal terms with murky Russian-Ukrainian business interests. So, where was Washington when Moscow chose to turn the tap? The truth is that Ukraine was left to the wolves, with support more in words than in deeds.

It is true, as Pascual argues, that Ukraine has enormous problems with corruption, especially within the energy sector, but he fails to see that steps are taken to combat this evil. Getting at grips with this is a condition for reform. Thus, Ukraine is intent on fighting corruption, because there is simply no other way to develop the country. The sickness is set deep in the system - from ministers to milkmen. Everyone knows this, and the Orange Revolution expressed that it was time for a change. Corruption causes lies, but what is a lie if nobody believes in it? People knew the truth, and believed they could change. However, transforming a society is like achieving transparency. It is not just getting there. It is starting somewhere. Corruption is endemic to Ukraine, and here no other sector is easier to pick on than energy. As with any monopoly, corruption will flourish as long as one supplier, namely Russia, dominates.

However, corruption and Kiev's energy problem do not justify implicit accusations that Ukrainian politics is based on lies, by equating Soviet falsehood with current democratic rule. Nor does it warrant unjust parallels between the national trauma of Chernobyl and today's complex energy policies. Pascual claims that:

Unlike in 1986 when Soviet leaders tried to cover up Chernobyl's threat, Ukraine's leaders now have the opportunity to respond to alarm bells in the gas sector and forestall an impending danger to its own sovereignty and European energy security.

What Pascual does not tell, is that Ukraine's leaders seize any opportunity they can to safeguard energy supplies - for themselves and Europe. In doing so, Kiev is walking a thin line along the domestic-foreign frontier. Relations with Russia are tense, but there is little other alternative for now, than to rely on Moscow for energy supplies. That Ukraine is dependent "on imported gas and shady contracts" is simply an effect of this.

Still, Kiev is actively trying to find alternative solutions that could also benefit other nations. Against Russia's expressive will, Ukraine is turning the flow of oil in the Odessa-Brody pipeline towards Europe. Gas supplies from Turkmenistan are sought, admittedly though in cooperation with the infamous RosUkrEnergo. Last year, plans were announced to build a pipeline from the Caspian to Poland. Another scheme is a pipeline from Iran - and then also a pipeline to the Baltic. Finally, only last week, Georgia Ukraine, Armenia and Moldova formed a regional "Organization for Democracy and Economic Development," where one of the main purposes is to: "activize efforts to ensure energy security, including by means of diversifying routes of transportation of energy resources from Central Asia and Caspian regions to the European market."

Are these actions of a country that does not try to assume its responsibility? Obviously, Kiev is trying to find alternatives to dependence on Russian energy, and by doing so attempts to rid itself of the full-fledged corruption within the Russia-Ukraine gas trade. Therefore, seeking alternatives is breaking with the past - as much in terms of dependence as corruption. This is a fact that Pascual should acknowledge, not least because Ukraine - and not the US - is running the risk of failure.

So, are the leaders of Ukraine lying, and thereby threatening their people and the sovereignty of the nation? Judging from the actions that Pascual proposes in comparison to what Kiev actually does, such a presumption is mere nonsense. There is little doubt that the government and a majority of Ukrainians would wholeheartedly subscribe to most of the measures Pascual proposes, if they only had the power to do so. Furthermore, Kiev is already working in this direction. Pascual simply cannot be ignorant of this. The question is how great a responsibility Ukraine should assume. Kiev is already out on a limb in trying to please US and EU interests in confrontation with Russia.

Bismarck said that "Politics is the art of the possible." Galbraith begged to differ by arguing that "Politics is not the art of the possible. It consists in choosing between the disastrous and the unpalatable." It is the latter type of choices Ukraine's leaders have been facing ever since the Orange Revolution. To belittle the difficulties of these choices is outright impudent. The West rightly assumes that democracies are stable. Seldom do we realise that democratisation is volatile. In the last two years, Ukraine has made giant leaps in democratisation. Its leaders must, however, be given the benefit of the doubt that they are able to avoid the pitfalls on the road to democracy. They are little served by being stabbed in the back for not reaching perfection at once. Instead of a reward for trying, Pascual scolds them.

Furthermore, when Pascual implies that the Ukrainian leadership is lying to the people, he is in blatant disrespect of the sovereign choice of the Ukrainian people. A majority has repeatedly voted for change. On March 26, the road to reform was reconfirmed in defiance of all the hardships it involves. The people steered off from an impending backlash, not necessarily because they believed in their leaders, but because they trusted this was the right way forward.

Politics in Ukraine is a sham since the elections, and the people is witnessing the daily charade of coalition negotiations to form a new government. Still, if the politicians fail, the people will hold them accountable for erring. It is a mutual relationship with few parallels in post-soviet space. The people has, once and for all, empowered itself, and will not accept that politicians make a mockery of its sacrifices for reform and democracy. Still, few believe in miracles and the understanding is growing that progress will take time. People are no fools. Their trust will be proportionate to the achievements. The people has had its choice, and has opted for further reforms with open eyes. This is a question of political direction - not political directors. To assume that the people is not competent to judge its leaders and to see through lies, when it has done so less than three months ago is a grave misperception.

Today, what people and politicians alike realise, is the basic political and economic paradigm of diversifying risks. This is not the time for pigheadedness in going full-out either way. There is a need for moderation, even if it may involve suboptimal solutions, for the simple reason that there is no power to reach the optimal. The alternatve for the people is failure, and nobody will be there to catch them if they fall, as demonstrated by the gas crisis.

Furthermore, when Pascual calls for state intervention in the energy sector, he ignores the importance of separating state from business - the lack of which has casused many of the problems from the outset. He thus disregards the delicate balance needed for gradually introducing necessary state regulation. On a wider European scale, Kiev needs all the backing it can get for the policy it is already pursuing. Substantially greater support is needed if anything more is to be done. Such support will most likely be lacking. Pascual himself states the obvious reason for this:

The United States hardly needs another crisis in the Russia relationship as we seek Russia's help in preventing a nuclear Iran. Russia needs neither an irate European customer nor a fight with diplomatic partners seeking to prevent an Iranian nuclear bomb.

Thereby, Pascual also fails to recognise the connection between Ukraine's domestic and foreign policy. For all the domestic measures that he proposes are in direct contradiction with Russia's core interests in using energy to exert influence over its "near abroad." A situation where Moscow directly or indirectly controls Ukraine's energy sector is decidedly in the best interest of the Kremlin. The greater extent of corruption, the less degree of cohesion will Ukraine's energy policy have. As long as such a situation is maintained, Russia gets both the power and the profits from Ukraine's gas dependence. Therefore, Moscow will most likely oppose any reforms or clensing of this sector. Taking heed to Russia's interests is simply incompatible with ensuring Ukraine's and Europe's gas supplies by supporting Ukraine. This should not conceal the fact that "the EU and the US should engage Ukraine and Russia before the crisis erupts and offer to facilitate negotitation of normal commercial arrangements." Here, Pascual is completely right.

All the same, it appears that the US cannot have it both ways: Urging Ukraine forward and at the same time serving Russian interests. If the Bush administration would seriously consider Pascuals proposals, Washington may have to "walk the walk and talk the talk," and that means directly confronting Russian interests. The other way around would, to the contrary, satisfy Moscow in the short run, but also potentially paralyze progress in safeguarding Ukraine's and Europe's gas supplies in the long run. There is, however, a middle way: Trusting the sound judgement of Ukraine's leaders, that they are competent to handle the issue themselves on a regional level, and with due support from the West. This would mean the continued long-term diversification of energy supplies that Ukraine and neighbouring countries have initiated, in combination with short-term EU and US arbitration between Kiev and Moscow. By lengthy engagement, US and EU companies may also get a stake in the profits by construction of pipelines and energy production. However, trusting Ukraine's leaders is obviously the last thing Pascual would do. What he does is to urge them to pull forward in response to the dangers to their own "sovereignty and European energy security." At the same time, he apparently refers to Ukraine when stating that "Russia needs neither an irate customer nor a fight with diplomatic partners seeking to prevent an Iranian nuclear bomb." By urging Kiev forward, Pascual however creates the latter - an irate customer in the guise of Ukraine.

One cannot but agree that most of Pascual's proposals would be desirable both for Ukraine and Europe at large - including Russia. The contradiction they carry in incompatible positions for, on the one hand Russia, and on the other hand Ukraine, Europe and the US, makes them an impossible road to tread. After three years in Kiev, one would expect Pascual to understand these basic complexities when Ukrainian domestic and foreign policies converge. This is though the most important factor that Pascual doesn't tell. By concealing complex but crucial factors, he would appear to badly serve the interests of both Ukraine and US foreign policy.

To be quite blunt, Pascual needs to cut the crap. He does not tell a lie, but he is surely twisting the facts, although he should know better. What is the real political motive for this? Does he have an issue with the leaders of Ukraine, the Bush administration, or the fact that Kiev does not wholly comply with any brainchild that Bush & consortes may conjure up? Prescribing a policy in two seemingly incompatible directions is not an answer. So, what is his motive. This, only Pascual can tell.

Estonia: Stalemate in Russian Relations

In August 1991, Estonia regained its lost independence after nearly 50 years of soviet occupation. Some 15 years later, Estonia and Russia still lack regulated borders. Last year a border agreement was finally signed, but it did not take long before Russia withdrew from the treaty - something next to unprecedented in international relations. Since then, a stalemate persists between the two countries as relations thus reached a dead end. What will it take for Estonia and Russia to sort out their differences?

In May last year, everything seemed set for a go-ahead on a final Russian-Estonian border treaty. The last hurdles had been cleared, as the two foreign ministers decided to sign the treaty in Moscow on May 18, instead of the infamous 9 May Soviet victory day. The latter was not possible, while 9 May 1945 signified the seal of Estonia's soviet occupation. The treaty was signed and the only thing that remained was to have it ratified by parliaments in the two countries. Both were eager to remove the matter from the agenda once and for all, and hastened to have ratification bills passed by parliaments. Just weeks earlier, president Putin had declared that:

Russia is ready to sign formal border treaties with Estonia, Latvia and Lithuania. I hope this will not be accompanied by some idiotic territorial demands. In today’s Europe, in the 21st century, one country making territorial demands against another, at the same time wanting to ratify a border treaty - this is complete nonsense.

However, this is more or less what happened, at least according to Moscow's version of events. Whereas the Russian parliament - the State Duma - was hesitant to ratify the border treaty, anticipating trouble, Tallinn moved on. Eager to get the question off the agenda before vacations, the Estonian government also put the treaty before parliament - the Riigkogu. Reactions to this were negative from the very outset, as many parliamentarians held that the government thereby tried to force through the treaty without proper discussion and debate. To be passed, the bill had to get a 2/3 majority. Such majority suddenly seemed unable to reach, why the government preferred to enter negotiations instead of facing certain defeat. These negotiations resulted in a separate preamble or declaration to the border treaty, referring to the Tartu Peace Treaty of 1920, by which Soviet Russia recognised Estonia's independence within the pre-WWII borders. However, current borders have been revised during soviet reign, which makes Tartu references unacceptable for Russia. With this preamble, the Estonian parliament passed the ratification.

Moscow's reaction
Moscow's reaction was predictable to say the least. On June 21, Russia's Ministry of Foreign Affairs stated that it would not put the treaty before the Duma for ratification. Then, during a visit to Helsinki at the end of June, foreign minister Lavrov declared that Russia had decided to revoke its signature from the border treaty. This is also what happened, and on 1 September president Putin formally withdrew Russia from the treaty. The move to withdraw from an already ratified treaty is next to unprecedented in international relations, and must be considered a very stern reaction. The scandal, a few years back, when president Bush revoked the US signature from the treaty on the International War Crimes Tribunal has reverberated in the international community ever since. Examples are scarce, because the international outcry for doing so is expected too great, and one has to pay too high a price for it to be worthwhile. Still, this was exactly what Moscow chose to do.

Estonian explanations
Why did the Estonians act in this way, if they clearly understood what the reactions from Moscow were to become? What were they to gain from this? Some suggestions have been made, although they fail to explain for - even in combination - Tallinn's action.

One factor is that Estonia in April 2005 went through a government crisis and that the sacked prime minister and leader of the Res Publica party, Juhan Parts, quickly needed to profile himself with some cause, not least after a failed unification of Estonia's two right-wing parties - Res Publica and the Reform Party. Thus, demands connected to the border treaty seemed as a convenient opportunity for Res Publica.

Another reason is that the foreign minister of Ansip's new Reform Party government - 31-year-old Urmas Paet, simply was too new and unexperienced on his post, why he could not manage to deal with Moscow and domestic political intrigues at once.

A third explanation, is that government coalition partners - not least the Social Democrats with their grey eminence Thomas Hendrik Ilves at a safe distance in Bruxelles - stood to gain from a squabble between the two right-wing parties.

Then, there is Estonian politics' black horse of Edgar Savisaar and his Centre Party. Being the new minister of finance, Savisaar was arguably the one pulling the real strings in cabinet affairs. Savisaar is a political survivor with a murky soviet past, who has been constantly scandalised over the years but always gets away without a stain on his popularity, especially among poor and rural population, including the Russians. Also, Estonian conservatives are usually quick to point out that the Centre Party is in union with president Putin's United Russia, thereby casting suspicion on him for being on Kremlin's leash or even - at times - payroll.

Finally, it must have been hard to put off Russian interests, though not necessarily Russia itself, from the temptation of exploiting Estonia's domestic difficulties in this situation. Whether the Russian factor could hold on to itself in not giving in to such an urge will however remain unclear. The effect was though in Russia's interest. Thus, Estonia stood to gain nothing, but to once again be portrayed by Russia to the great powers of Europe as an amateur in international relations in disrupting the treaty. Still, blaming Moscow is simply too much of going through the motions to be taken seriously. Perhaps, Russia in reality simply had to stand idly by while the Estonians themselves fumbled about in torpedoing the treaty.

So, is there any way out of this mess for Estonia? At an OSCE-meeting earlier this spring, foreign ministers Lavrov and Paet discussed the need for resumed negotiations to settle the border issue once and for all. Some discussions have also been held since, but both parties seem to agree that a ratified treaty will not come into force in the foreseeable future. The issue is simply politically dead at the moment, while so much prestige was put in on both sides to finalise the border settlement. Once this was lost, little room was left for future talks. Estonia thus seems to have little choice but to let the issue at rest for the time being.

Dealing with Russia
In view of the current situation, how should Estonia handle its relations with Russia? Professor Andres Kasekamp, director of the Estonian Foreign Policy Institute, believes that Estonia now will opt for an EU-solution. According to Kasekamp, Estonia should take the CFSP/ESDP more seriously. This is also currently the sentiment among many politicians in Estonia. The country seems intent on playing out the EU-card, despite the Union's demonstrated inability to stand firm on Russia. Such a policy thus seems to have a weak foundation in current realities. That Sweden and Finland were the only other EU-states in support of the Estonian position concerning the border treaty, is a telling example of how little the EU cares about Estonia's relations with Russia. EU politicians are simply fed up with the whole affair of Estonia not being able to conclude a border treaty with Russia for the last 15 years. EU-support thus seems destined to fail, and EU's European Neighbourhood Policy appears to offer little use to Estonia, as it does not comprise relations with Russia.

The alternative of handling relations with Russia through Nato should, in this perspective, seem all the more tempting to Tallinn. Such a method would, in reality, mean using the US and the Transatlantic link to influence NATO-policy. In May 2005, president Bush visited Riga, and among other things discussed subjects such as democracy and freedom in Eastern Europe. This kind of US high-level discussions is in the best interest of Estonia, while statements to this fact facilitate setting the Nato-agenda in Tallinn's favour. US vice president Cheney's speech at the May 2006 Vilnius Conference also signalled a change towards a more critical stance in US policy towards Russia. In November this year, Riga will host the annual Nato Summit, offering an opportunity to further Estonian interests in relations to Russia by proxy of Nato. Estonian chances to bandwagon with the US to deal with Russia through Nato are therefore greater than ever. Still, Tallinn strangely enough seems to prefer the EU option - perhaps reflecting the post 2001 change in Nato's geographical focus. What Estonia fails to recognise is the fact that also within Nato, the tide is changing in relations with Russia. Tallinn should clearly not miss out on this opportunity to use a change in US and Nato policy towards Moscow in its own favour.

Finally, a joint approach in coordinating Estonian interests on Russia to concurrently influence both Nato and the EU in the same direction might be a recipe for success, but this is simply too complex a task for a small country to pull off.

Domestic difficulties
In the meantime, the Russian question in Estonia continues to drag on as an annually recurrent tradition. The drama has been played out by more or less the same actors over the last 15 years with little variation. This year's incident was the 20 May desecration of the Bronze Soldier Monument (Pronkssõdur) by Estonian nationalists. For Russians, it is a memorial to Soviet soldiers who died fighting in World War II. For Estonians, it is a symbol of the Soviet occupation.

Therefore, in connection to Russia's victory day each year, soviet veteran ceremonies at the monument are ritually followed by protests from Estonian nationalists. This year, events have been especially serious with a string of demonstrations. Among Estonian nationalist demonstrators were crackpot professional dissidents such as Holocaust-denier Tiit Madisson, but also more respected people such as former commander-in-chief Aleksander Einseln. Their objective is the removal of the Bronze Soldier from central Tallinn, and little consideration is taken to reasoning in view of their unwavering demands.

The situation has been exploited by extremists on both sides. Last week, the headline of the leading Russian newspaper in Estonia, Vesti Dnia (fmr. Sovetskaya Estonia), read: "On the Brink of Civil War." Also, rumours about Russian vandalisation of Estonian monuments, e.g. in Tartu, are spreading, and the resurfacing of old Interfront activists has been quite unexpected. Probably, protests will peter out in a few weeks, but it is worrisome that extremists repeatedly are allowed to set the political agenda for almost a month each year. This is simply not a sound political tradition for a small country like Estonia. Protests and demonstrations may well be overlooked by the majority of Estonians as an annual freak event, but each year extremists are allowed to set the public agenda through media.

Narva and the Russian-speaking population
When one refers to the situation of Russians in Estonia or Latvia, one should be aware of the fact that this does not necessarily mean Russians as such. Migration to Estonia in the post-war era came from all over the Soviet Union, why it might be as natural to come across a Tajik, a Ukrainian or a Lithuanian in Tallinn as it is with a Russian. Today, they all meet the same conditions and requirements for residence permit and citizenship no matter what their place of origin might once have been. That Russians are in a majority should not serve to hide this fact.

Estonia's Russian-speaking population is concentrated partly to Tallinn and neighbouring cities, and partly to Eastern Estonia. However, it is in the East that the Russian dominance is especially compact - in cities like Narva and Kohtlajärvi. For long, crisis has coincided with ethnicity in this part of the country, which incidentally also neighbours on the disputed border areas with Russia. Unemployment and social malaise have been a constant feature in Eastern Estonia during the last 15 years. A destitute population with little hope for the future has presented a great problem for Estonian authorities. The city of Narva, right on the border to Russia, facing Russian Ivangorod on the other side of the river, is a telling example.

In reality, the few Estonians living in Narva are state representatives in some capacity, and they associate little with the local Russian-speaking population. In Narva, it is perhaps no coincidence that the well-held offices of the Russian Consulate are located only a few hundred metres from the headquarters of KaPo - the Estonian security service.

However, things are now looking brighter for Narva. The situation is still such that everyone who knows how to, tries to move away from the city. Many of the top students at Estonian universities originate from Eastern Estonia, strongly motivated from knowing that the alternative is poverty. This may not be the case in the future though. In recent years, things have begun to turn around for Narva. Unemployment has decreased and many industries are moving production to this area due to dramatically rising costs and a deficit of qualified labour in Tallinn and the densely populated areas of Western Estonia. The opposite to high costs and unskilled labour is exactly what Narva has to offer. Adding to this, the lower wages in this region attract a rising number of investors. Whereas activities still are far from bustling, the tendency towards a rather rapid development within the next decade is clear.

Until now, Narva's economy has largely depended on border trade with Russia. With much lower prices on petrol, alcohol, and tobacco in Russia, shuttle traders cross the border back and forth on a daily basis, bringing merchandise for illegal distribution and sale on Estonian and Western markets. There are few figures on the full extent of this trade, but Russian customs' estimates say, that it accounts to some 20-30% of Northwestern Russia's foreign trade. There is no wonder then that transit-trade is Estonia's most profitable business, the proceeds of which have made great fortunes for the people who control it. Today, a majority of Estonia's richest businessmen are ethnic Russians. The paradox is that the population of Narva and Eastern Estonia has had little to gain from the shuttle-trade. Most of the money has ended up in the pockets of a few fellow compatriots that could not care less about the situation of their Russian kin. Therefore, the future of Narva rests on the opportunities to enter other economic areas.

That a rising number of businesses in Estonia are now moving production to Narva is thus very promising. Too long, the level of costs has not been sufficiently geographically diversified to make it profitable moving industry to the East. Now, this has changed, why companies will seek to increase their dividends by lowering costs by relocation. In the meantime, however, a generation of workers has been lost to Eastern Estonia due to unemployment destitution. The old generation may be lost, but the new generation faces a much more promising future, which might allow them to stay on in their hometowns in the East.

The Choice of a New Generation
Things are changing in Estonia with 15 years passed since regained independence. A second new generation is entering the public and business spheres. This generation has little to remember from soviet times. The situation applies to Estonians and Russians alike. The arguments from nationalists and pro-Russia groups are increasingly perceived as artificial constructs with little relation to everyday reality. Both groups are themselves becoming as antiquated as oblivious. With economic development, also social and economic differences between Estonians and Russians will narrow, and so will consequently also the potential for extremists to exploit such friction. The focus of a new generation in Estonia is set on Europe and not on Russia. Relations with Russia are increasingly becoming irrelevant for most people in Estonia. Once this is realised, Moscow will have difficulties to exploit the situation of the "Russian minority" in Estonia in relations with Tallinn. It will also become harder for Russia to raise support in Estonia per se by appealing to fellow Russians. Perhaps then, Moscow will definitely let go of its lost empire and plainly put borders and other issues at rest with Tallinn without further ado. However, also in Estonia it will take a new generation to sort out the country's differences with Russia, but in the end, Tallinn and Moscow will budge to the new realities.

Russia restrains West on Iran's nuclear programme

As reported by international media, US and EU relations with Iran have recently turned for the worse because of Iran's unilateral decision to resume its nuclear programme. Iran thus becomes in breech of an EU-brokered agreement on a moratorium on its nuclear programme. As the US and EU - in fear that Iran is trying to develop nuclear weapons - now consider turning to the UN Security Council to impose sanctions on Iran, Russia is actively trying to hold back the West. What is Russia's interest in this?

At his recent summit with German Chancellor, Angela Merkel, president Putin urged the EU to go easy on Iran, as concerns the country's resumption of its nuclear programme. However, there is no great disagreement between Russia and "the West" on the issue at hand - a critical stance on Iran's action. Still, Russian attempts to hold the West back continue. Only today, Russian foreign minister, Mr. Sergey Lavrov, heavily criticised any attempts to impose sanctions on Iran.

The reason for Russia's position on Iran is not mainly political but economic. Russia and previously the Soviet Union have been instrumental in the construction of Iran's nuclear programme. Russian nuclear exports to Iran has been a great source of income for a domestically faltering nuclear industry. Russian nuclear industry, headed by the nuclear ministry (Minatom), have seen exports as a way to survive the economic turmoil of the 1990's. Heavily oversized, Russian nuclear energy is, however, a sector which breathes a certain extent of optimism.

The reason for this is the same as the reason for Russia's position on the Iranian nuclear programme: Russia's nuclear industry is one of the few technically advanced sectors where Russia can still compete for shares on the international market with other technically developed states. Russia's ability to compete relates to a combination of low costs and high technical skills that no other actor on the arena may offer. Nuclear exports is thus of strategic interest for Russia. International action against Iran's nuclear programme would, consequently, hit Russia's position on the international nuclear energy market.

One may, of course, seek other reasons for Russian restraints on sanctions against Iran such as balance of power and preventing further US power in the Greater Middle East. At the end of the day, economic reasons are the most important. In Moscow, money talks and politics comply.
