U.S. Navy Establishing Policies On Implant Technology



Mr Istvan claims a growing number of people are having microchip implants (like the one pictured) placed under their skin. Most are RFID chips similar to those found inside contactless bank cards, but Mr Istvan believes children should be given GPS implants to help keep them safe.

Most of us carry a tracking device around with us every day in the form of the mobile phones, but some people are going further and having microchips embedded in their bodies.
Now the US Navy has grown so concerned over the practice that is drawing up an official policy to help it deal with personnel who have chips implanted.
Officials consulted with American presidential candidate and 'transhumanist' Zoltan Istvan to discuss the implications of fitting humans with microchips to enhance their powers.
The US Defense Advanced Research Projects Agency is already working on microchips that can be implanted into soldiers' brains to make them more resilient to warfare.
But according to Mr Istvan, the military is also concerned about unauthorised technology that their personnel may implant themselves.
He told MailOnline: 'The Navy is struggling to create policy around solider or sailors that enter military service with non-authorised chips embedded in them.
'This makes perfect sense since the tech has grown so small, that chip implants can now do a wide range of things - tracking, making payments, monitoring blood flow and bodily health - and be totally hidden in human beings.



'You can imagine how challenging that would be if someone had a non-authorized chip implant on a nuclear base - so policy has to be created and created soon.'
The meeting was held between Mr Istvan and senior members of the Chief of Naval Operations Strategic Studies Group, which investigates new concepts of warfare.
A letter from Vice Admiral James Wisecup, who is director of the group, told Mr Istvan: 'Your comments broadened our understanding of transhumanism and the merger of humans and machines.
'Your personal perspectives were interesting and timely as we begin our research process. You have had a direct impact on our viewpoints for future concepts.'
Mr Istvan believes that technology could be used to give humans immortality by augmenting our bodies with technology.

A bill aims to force the Obama administration to confirm within 60 days whether or not it gave a $1.7 billion “ransom payment” to Iran in January in exchange for 10 U.S. sailors captured in its waters.
The No Impunity for Iranian Aggression at Sea Act was filed jointly this week by two Republicans, Rep. Mike Pompeo of Kansas and Sen. John Cornyn of Texas, as a way of determining why $1.7 billion was released to Iran on Jan. 14. The payment was made one day after members of two U.S. Navy patrol boats were freed from captivity.

The legislation seeks to determine whether it was diplomacy or $1.7 billion in taxpayers’ cash that resolved the conflict. The White House maintains that payments to Iran were not linked to the sailors’ release.
“After the Iranians captured 10 U.S. Navy sailors, President Obama mentioned these brave men and women only in passing in his last State of the Union address,” Mr. Pompeo told the Free Beacon on Wednesday. “Since then, instead of investigating whether the Iranians violated the Geneva Convention and the right of innocent passage, the Obama administration has only offered apologies and then fired an American Naval officer. There has been no criticism of the Iranians, no public explanation of why these Americans were forced on their knees, hands on their heads, or why they were forced to confess — nothing from President Obama that would send a signal that this is an unacceptable way to treat American sailors.”

“I think that’s going to be huge cause for concern for most Americans. That’s why I’ve encouraged members of Congress to get that [classified military] briefing so they do know exactly what did take place.”
In addition to holding U.S. sailors captive, Iranian authorities forced the crew to apologize on state-run television. The service members strayed into Iranian waters when their navigational systems failed.

U.S. Troops Support Trump Over Clinton By Large Margin

In a new survey of American military personnel, Donald Trump emerged as active-duty service members' preference to become the next U.S. president, topping Hillary Clinton by more than a 2-to-1 margin. However, in the latest Military Times election survey, more than one in five troops said they’d rather not vote in November if they have to choose between just those two candidates.
But given only those choices, 21 percent of the service members surveyed said they would abstain from voting.More than 54 percent of the 951 troops Military Times surveyed said they would vote for Trump, the presumed Republican presidential nominee, over Clinton, the Democratic front-runner. Only about 25 percent said they would vote for Clinton in that matchup.

Military personnel also demonstrated strong support for Trump in a Military Times reader survey conducted in March. Trump was the most popular candidate among the six presidential candidates remaining then, and the clear choice among Republican service members.

“The candidates left just don’t understand the military,” said Army Capt. Christian Pardo, who said he would not vote for any of the major party candidates left. “The military perspective on some of their policies are just so far out there.”

The sample is not a perfect representation of the military as a whole; it over-represents officers and noncommissioned officers, and under-represents junior enlisted personnel. However, it is representative of the more senior and career-oriented members of the force who run the military's day-to-day operations and carry out its policies.

US Navy Submarine Crew Punished For Filming Women Shipmates Undressing

The filming wasn't a one-off or a prank. It was a sophisticated and repeated invasion of privacy, where male Wyoming sailors acted as lookouts while a friend filmed female shipmates undressing with cell phones or an iPod Touch — both of which are banned aboard the sub.
One sailor admitted that he and a male peer rushed to secretly record each female midshipman while she was in the shower changing room. They filmed every woman each time she took a shower during the three-month patrol, he said — several times a day, according to a new report.

Of the 12 sailors who had known about the videos — filmed, distributed, watched or heard about them — eight were court-martialed (one was acquitted), three went to captain's mast, and one was released with no charges.

The filming had gone on for nearly a year, investigators would come to learn, with videos of up to four of the women assigned to the boat as well as midshipmen on cruise during two patrols with Wyoming, from August to November 2013 and March to June 2014. Three sailors filmed the women and distributed the short recordings; two admitted their guilt and one was implicated by another sailor.
The videos and images were recorded on two cellphones and one iPod Touch

The CO of the Wyoming Gold crew of about 160 sailors banned all devices with screens under 7 inches from secret spaces like control and engineering rooms. That move effectively prohibited all cell phones and iPods.
NCIS recovered seven videos of women assigned to Wyoming. Everything else had been deleted, including videos of female midshipmen on cruise with Wyoming.

"This was a deliberate criminal activity taken by a handful of sailors and I find no indication that the leadership environment of either command was culpable in creating an environment that contributed to this insidious incident," Houston wrote.

The largest destroyer ever built for the U.S. Navy headed out to sea for the first time Monday, departing from shipbuilder Bath Iron Works in Maine and carefully navigating the winding Kennebec River before reaching the open ocean where the ship will undergo sea trials.
More than 200 shipbuilders, sailors and residents gathered to watch as the futuristic 600-foot, 15,000-ton USS Zumwalt glided past Fort Popham, accompanied by tugboats.

For the crew and all those involved in designing, building, and readying this fantastic ship, this is a huge milestone,' the ship's skipper, Navy Capt. James Kirk, said before the ship departed.
The ship has electric propulsion, new radar and sonar, powerful missiles and guns, and a stealthy design to reduce its radar signature.
Advanced automation will allow the warship to operate with a much smaller crew size than current destroyers.
All of that innovation has led to construction delays and a growing price tag.
The Zumwalt, the first of three ships in the class, will cost at least $4.4 billion.
The ship looks like nothing ever built at Bath Iron Works.
The inverse bow juts forward to slice through the waves.
Sharp angles deflect enemy radar signals. Radar and antennas are hidden in a composite deckhouse.

Four Marines, One Sailor Dead After Muslim Terror Attack At Chattanooga, TN Navy Facilities

A sailor who was wounded in the Chattanooga, Tenn., gun rampage died early Saturday, becoming the fifth fatality in the shootings, the U.S. Navy said.

Navy Petty Officer 2nd Class Randall Smith died two days after a gunman opened fire at two military facilities, his step-grandmother Darlene Proxmire told the Daily News.
Smith, 26, was shot three times while working as a logistics specialist at the Navy Operational Support Center, where four Marines were slaughtered in a barrage of bullets, his family said.
The sailor succumbed to his wounds at 2:17 a.m. Saturday, days after he tried reassuring his wife Angie he was OK after undergoing surgery, the U.S. Navy and his family said.

Their South Vietnamese allies, co-workers, and friends faced certain imprisonment and possible death if they remained behind, yet there was no official evacuation plan in place. Still, over the last days in Vietnam, with the clock ticking and the city under fire, 135,000 South Vietnamese managed to escape with help from a number of heroic Americans who took matters into their own hands, engaging in unsanctioned and often makeshift operations in a desperate effort to save as many people as possible.

A Russian intelligence-gathering ship is again plying the waters off the southern United States in operations aimed at spying on U.S. ballistic missile submarines based in the area, defense officials said.
The intelligence collection ship, Viktor Leonov, has been closely watched by U.S. Navy ships and aircraft for the past several days near Jacksonville, Fla., close to the Naval Submarine Base at Kings Bay, Ga. The ship also conducted operations there in April.
The spying comes amid heightened U.S.-Russia tensions over the crisis in Ukraine, where Russian forces annexed the Crimea last year and are continuing to arm pro-Moscow rebels in the eastern part of the country.

Saudi-born Mostafa Ahmed Awwad, 35, of Yorktown, Va., was arrested Friday on an FBI affidavit claiming he planned to use a dead-drop location along a secluded hiking trail to hand off secret information about the Gerald R. Ford aircraft carrier, set to be delivered to the Navy in 2016, Fox News reported Saturday.
During a hotel meeting on Oct. 9, Mr. Awwad gave the undercover agent, posing as an Egyptian spy named “Yousef,” secret drawings of the vessel and “discussed where to strike the vessel with a missile in order sink it,” the affidavit says.
He also asked for $1,500 to buy a tiny camera to photograph restricted material around the shipyard.

According to the affidavit, Mr. Awwad was born in Saudi Arabia, married a U.S. citizen in Cairo in 2007 and took steps to become a U.S citizen.
He was hired to work at the Norfolk Naval Shipyard’s nuclear engineering and planning department in February and received security clearance in August.
[. . .] At the end of the meeting Mr. Awwad agreed to provide the undercover agent with passport photos at the dead-drop location to be used to create a fake Egyptian passport so he could travel to Egypt without alerting U.S. government officials.
On Oct. 23 Mr. Awwad traveled to the dead drop location on the hiking trail where he retrieved $3,000 from a hole in the ground and left the photos and a one-tarabyte external hard drive, which the FBI later collected.

US Sailors Attacked In Turkey

A group of Turkish ultra-nationalists attacked three U.S. sailors on a crowded street in Istanbul on Wednesday, shouting "Yankee go home" and trying to pull hoods over their heads in an assault condemned by the United States. The attackers' actions were an apparent reference to an incident in Iraq in July 2003, when U.S. forces detained a Turkish special forces unit, leading its members away for interrogation with hoods over their heads. Officials said the three sailors were unharmed and back aboard the USS Ross.

Several dozen members of the nationalist youth group Turkiye Genclik Birligi (Turkish Youth Union/TGB) attacked the sailors in the Eminonu district on the Istanbul waterfront, a popular tourist hub.
They sought to force white sacks onto the heads of the sailors, who were in civilian dress, and chased them across the quayside, shouting "Yankee Go Home" and "Down with US Imperialism".

“Sailors feel strongly about their distrust of senior leadership, and believe the Navy has a significant risk-averse culture and zero-defect mentality,” the report says. “Officers in particular hold an incredibly negative view of the current state of affairs, with vast majorities decrying the overwhelming perception of a risk averse and zero-defect mentality culture.”

He wrote of “a recent shift within the Navy to eradicate behavior that is, by its very nature, ineradicable.”
“Put simply, there is no dollar amount that can be spent, or amount of training that can be conducted, that will completely eradicate complex issues such as suicide, sexual assault, or commanding officer reliefs for cause — yet we continue to expend immense resources in this pursuit,” he said. “Sailors are bombarded with annual online training, general military training, and safety stand-downs — all in an effort to combat problems that will never be defeated.”

Navy Yard Shooter Fooled Psychiatrists

The gunman who killed 12 people in last year’s rampage at Washington’s Navy Yard lied so convincingly to Veterans Affairs doctors before the shootings that they concluded he had no mental health issues despite serious problems and encounters with police during the same period, according to a review by The Associated Press of his confidential medical files.
Just weeks before the shootings, a doctor treating him for insomnia noted that the patient worked for the Defense Department but wrote hauntingly “no problem there.”

In a bizarre incident in Newport, R.I., Alexis told police on Aug. 7 that disembodied voices were harassing him at his hotel using a microwave machine to prevent him from sleeping. After police reported the incident to the Navy, his employer, a defense contracting company, pulled his access to classified material for two days after his mental health problems became evident but restored it quickly and never told Navy officials it had done so.

The medical records said Alexis, 34, was found sleeping in the VA waiting room in Providence on Aug. 23 while waiting to see a doctor. During that visit he was prescribed 50 milligrams of trazodone, an antidepressant and anti-anxiety medication that in such low doses can be used to treat insomnia.

Five days later, on Aug. 28, Alexis visited a VA medical facility in Washington, again complaining of sleeplessness: “Patient presents to ER with c/o (case of) awakening each morning about 4 a.m. like clockwork and he cannot figure out why this is happening.”

Another doctor that night described the examination as “unremarkable.” The VA gave him 10 more tablets of trazodone and sent him home just before 9 p.m.

Before the Navy Yard shootings, Alexis left behind a note that FBI agents recovered saying he had been targeted by ultra-low frequency radio waves for the previous three months — the period that covered his visits to the VA medical facilities when he denied he was experiencing any stress or violent thoughts.

According to court papers filed by federal prosecutors in San Diego, Francis and others in his company targeted Navy personnel serving in Asia and plied them with prostitutes, cash, luxury hotel rooms, plane tickets and, on one occasion last year, tickets to a Lady Gaga concert in Thailand.
In exchange, Francis sought inside information on ship deployments and pressed at least one high-ranking commander to steer aircraft carriers and other vessels to ports where his firm could easily overcharge the Navy for pierside services, the court documents allege.

In exchange for prostitutes, travel and other favors, federal authorities allege, Misiewicz provided Francis with classified information about ship movements and steered vessels to specific Asian ports.
