The table on this page is a "work in progress". Please bear with us as we continue to collect the necessary historical data to add to it as time goes along.
The following table is, simply, a compilation of the dates on which States scheduled a Direct Primary (a Primary Election, as opposed to the indirect Primary [that which we, nowadays, would call either Caucuses or Mass Meetings]) to nominate candidates for Statewide and/or Federal elective office under either specific statutory provisions providing for same or (albeit far less commonly) constitutional provisions authorizing the State to adopt such statutory provisions by law. The only Primaries listed in this table are STATE Primaries (as opposed to PRESIDENTIAL Primaries- sometimes, but not necessarily, held at the same time as a State Primary- utilized as at least an adjunct to the distribution of a Party's National Convention delegates pledged to the various and sundry contenders for that Party's Presidential Nomination every four years).
In the table below, the ELECTION YEAR is indicated (even-numbered election years in which members of both houses of the Congress of the United States are regularly chosen are in normal bold typeface; "Off-years"-- odd-numbered years in which a few States hold their State elections- are boldface italicized) and, for even-numbered election years only, the Class of the United States Senate seats up for election to full 6-year terms in that year is noted. The General Election date- the Tuesday immediately following the first Monday in November mandated for at least Federal elections by Federal law (though also used, by almost all States, for their State general elections as well)- for each election year is also indicated.
The "for" column re: each STATE in the table below simply notes which Statewide and/or Federal offices were up for election in the General Election of a given ELECTION YEAR and, further, re: which Party candidates for said offices might have been nominated in a Primary held on the date indicated in the adjacent column. [NOTE: Primaries re: Special Elections for any Statewide and/or Federal office are not noted in the following table (although, in many cases, nominations re: a Special Election being held at the same time as a given year's General Election did, in fact, use the same Primary date as was normally used for other Statewide and/or Federal offices up for election at the same time [this, more usually, has occurred where a Special Election to finish out a term re: a vacancy in one State's U.S. Senate seat was held at the same time as the regular election for a full 6-year term re: the State's other U.S. Senate seat]-- no attempt is made, in the table below, to denote such circumstances, however)]
G= a State's Governor's Chair up for election for a full term;
S= one of the State's two United States Senate seats up for election to a full 6-year term;
h= all of the State's seats in the U.S. House of Representatives up for election for 2-year terms.
United States Senators were not elected by Popular Vote until the 17th Amendment to the UNITED STATES CONSTITUTION had been certified as having been ratified by the necessary 3/4 of the States of the American Union by Secretary of State William Jennings Bryan on 31 May 1913; therefore (except for a couple Special Elections to fill vacancies in the Senate after that date), the first Senate Elections for which Party candidates were nominated via Primary Elections were held in most of the States authorizing Direct Primaries at the time were those for the Class 3 seats up for election in 1914. However, prior to the ratification of the 17th Amendment, a number of States were already holding non-binding (that is, "advisory") Popular Elections for the United States Senate, even though such elections could not constitutionally force a given State's legislature to necessarily choose the Senate candidate so favored by the People (OREGON was the first State to formally authorize such a procedure, in 1902; beginning in 1908, that State further required that the name of the candidate "winning" the advisory Popular Vote be formally announced, at least, to the legislature before the legislators actually began balloting for U.S. Senator).
Several States followed Oregon's lead- as well as its method of so advising the legislature of the voters' will before said legislature got down to the business of electing a U.S. Senator- and, in 1912 (the year of the first Federal Elections noted in the table below), the following States held such "advisory" Popular Elections for their respective Class 2 seats in the United States Senate: COLORADO, KANSAS, MINNESOTA, MONTANA, OKLAHOMA and OREGON; the dates in the table below for the Primary Elections in these aforementioned States, therefore, could have been used to nominate candidates for said "advisory" Popular Elections for U.S. Senator. In addition, SOUTH DAKOTA- while it did not hold such an "advisory" Popular Election for its Class 2 Senate seat that year- did require that its legislature only consider those candidates nominated by the Parties through its State Direct Primary when choosing a U.S. Senator. Party nominations for United States Senate- via Direct Primary- in the States named in this paragraph in 1912 are not, however, specifically noted (with a letter 'S') in the "for" column re: these States in the table below.
[NOTE: The listing of an office re: a given Primary Election date in this table does not necessarily mean Direct Primaries were actually held for said office in that year: for instance, in some States, where only one candidate is on the ballot for a Party's nomination for an elective office, the Primary is cancelled (although, in most cases, the Primary Election for that office is still held and the nomination of the unopposed candidate is not official until the Primary vote has been officially certified by State election authorities, as it would be for any other Party nomination by Direct Primary); in addition, in a few States over the period covered by this table, Primaries or Conventions could be used- at the Party's own option- for nominating candidates for Statewide and/or Federal office (nomination by Convention would, in such cases, render nomination by Direct Primary unecessary). Some other scenarios that have- over the years- allowed an otherwise scheduled Primary Election to not be used for nomination for Statewide and/or Federal office are included in the notes beneath the table.]
The "Primary" column simply indicates the date a Primary Election was held (or- re: the NOTE above immediately preceding this paragraph- at least scheduled) in that State during the given Election Year. An x in this column means that the interested user of this table should check the notes beneath this table as to why a specific Primary date is not indicated (where it otherwise should be) in this table. However, the actual inclusion of a date for a Primary in this table does not necessarily mean that both Major Parties used that date- or, for that matter, even a Direct Primary at all!- to nominate candidates for Statewide and/or Federal office (although the more significant "anomalies", as it were, in this regard are explained in the notes beneath this table).
The "Runoff" column simply indicates the date any Runoff Election (a second ballot where States allow for same [in cases where no candidate for the nomination has reached a certain threshold- usually, but not always, a majority of the total vote- in the preceding Primary: a Runoff is between the top two vote-getters in the Primary, thereby guaranteeing that the Party's candidate for an elective office was nominated by a majority of the voters]) had been scheduled. The listing in the table below of a date for a Runoff does not necessarily mean Runoffs were actually held re: nominations for Statewide and/or Federal office in that given year.
Where the word 'Preferential' appears in this 'Runoff' column, this refers to a Direct Primary process (one not to be confused with the so-called "Preferential Primary" used in Arkansas from 1942 through 1958 and explained in the notes underneath the main table below) in which the voter in a Primary Election was permitted to indicate not only his or her first choice of candidate for the Party's nomination, but also his or her second choice as well (theoretically, such a 'Preferential' Direct Primary might allow a voter to indicate third choice, fourth choice, up to as many candidates for the nomination as might be on the Primary ballot, but the practice in those three Southern States [ALABAMA, FLORIDA and LOUISIANA] in which it was utilized was to limit the Primary voter to no more than two choices); where the first choice votes for the candidates in a Primary Election might not be enough to produce a majority of the total votes cast for the top vote-getter, the second choice votes would be added to each candidate's first-choice votes in order to (hopefully!) make sure that the top vote-getter had a majority of the total votes cast in the Primary Election. This version of "Preferential Primary" was also used, early in the history of their respective utilizations of the Direct Primary, by Idaho, Indiana, North Dakota and Washington state but seems to have been rather quickly abandoned: in addition, Minnesota and Wisconsin, early on and only for a relatively short time, used a variant of this known as the 'Alternative-vote' system in which the candidate on the ballot with the least first-choice votes would be dropped and only the second-choice votes for the remaining candidates would be added to the surviving candidates' first-choice votes; the process would continue until a candidate with the most votes received had emerged with a majority of the total votes cast; please note that it is beyond the scope of the information provided on this page of this website to differentiate just when such systems might have been used in these other States during the period covered by the main table on this page.
The "General" column shows the date of the General Election in a given year where a State did not hold its own General Election for Statewide and/or Federal office on the Tuesday immediately following the first Monday in November. In addition- re: LOUISIANA specifically- it is used to indicate years in which that State utilized its unique "Open Primary" (such years being indicated by the word "open" appearing in this column); this "Open Primary" itself is further explained in the notes beneath this table.
[NOTE: During the period when LOUISIANA held its STATE Elections in even-numbered years, said Elections are treated- in the table below- as if Louisiana were an "Off-Year" State and, thus, the Direct Primaries preceding said elections are listed re: the odd-numbered years in this table. This best serves to reduce confusion (as the date for Louisiana's State Primary and General Elections never coincided with those for Federal offices in the same year); in addition, there is a lineal connection to the State's current dates for its State Direct Primaries and General Elections (which is easily discernable upon examination of the relevant data in the table below) extending from this period down to the present day.]

Alaska, in 1958, held its first STATE Primary Elections (in anticipation of its impending admission to Statehood) on 26 August of that year and its first STATE General Election (in which it elected its first Governor, both of its first United States Senators and its first U.S. Representative in Congress) on 25 November of that year (exactly 3 weeks after the rest of the country- excepting Maine [which still held its own General Election in September]- had held their General Elections).
Arkansas utilized a "Preferential Primary" (the State's own terminology for this process) from 1942 through 1958: during this period, on the date shown under the heading 'Primary' in the table above, the State held said "Preferential Primary" for any nomination contest in which more than two candidates had qualified for the Direct Primary ballot-- where no candidate in this "Preferential Primary" received a majority of the total votes cast, a second balloting (the "Runoff') was held on the date shown under the heading 'Runoff' in the table above; meanwhile: where there were only two candidates for a given nomination who qualified for the Primary ballot, the regular Direct Primary for same was held on the date indicated in the table above for the Runoff (not that for the 'Primary'!). Arkansas' one time "Preferential Primary" process, by the way, is not to be at all confused with the "Preferential Primary" (in which voters could indicate a first choice, second choice, etc. on their Primary Election ballots) used in a handful of Southern States (these, thereby, attempting to avoid the necessity for a separate Runoff) early in the history of the Direct Primary. Beginning in 1960, Arkansas reverted to the more usual 'Primary Election followed by Runoff' process generally found elsewhere throughout the South at the time and which Arkansas itself had used for the first time in 1934 and again in 1940 before switching to its so-called "Preferential Primary" process.
Connecticut was the last of the then-48 States of the American Union to authorize the use of Direct Primaries for Party nominations at any level of governance, beginning in 1956: at first, the State utilized a "challenge Primary" system in which a Primary Election would only be held if a challenger (or challengers) to a candidate nominated at a Party Convention managed to receive at least 20 percent of the total Convention vote (only in which case, the challenger[s] were permitted to petition for a Direct Primary): there was no other way to get one's name onto a Primary ballot. Originally (through 1972), the Primaries were scheduled for 50 to 56 days after a given Party had held its State Convention (thus- in 1970, for example- the Republicans held their State Convention the weekend of June 19-21, while the Democrats held their State Convention the weekend of June 26-28: the Republicans were forced, "by challenge", to hold a Primary [re:that Party's nominations for Governor and U.S. Senator] on 12 August, while the Democrats held a Primary "by challenge" [re: their nomination for U.S. Senator] on 19 August [these 1970 Primary Elections, by the way, were to be the only Statewide Primaries held at all in Connecticut during the period 1956-1972]): State and Congressional Primaries were always projected (a term being used here instead of "scheduled", as said Primaries were, much more usually than not, never held) for a Wednesday within the "50-56 day after Convention" window (and these are the dates which appear in the table above); as things turned out: one Congressional Primary "by challenge" was held by the Democrats in 1956 and one Congressional Primary "by challenge" was held by the Republicans in 1960: meanwhile, any legislative primaries "by challenge" during this same period were held around (but not necessarily on) the dates so indicated. In 1972 (a year in which there happened to be no Statewide races [those for U.S. Senator, Governor or other State elective office] in Connecticut), rulings by Federal courts as to the unconstitutionality of Congressional District reapportionment in the State per the 1970 Census- combined with State court decisions declaring new legislative district lines derived from the same census data to be illegal- threw the whole "challenge Primary" system into no little disarray that year (as a result of the adjudication of these matters, many Congressional District conventions and legislative district caucuses had to be held over again around the very time any Primaries "by challenge"- as determined in conventions and caucuses already held and now void- were originally to be held: thus, listing the dates of any Primaries in Connecticut in 1972 is well beyond the scope of the above table. Beginning in 1974 (this being, at least in part, in response to the disarray of two years earlier), Connecticut first used a Primary Election date (the same date to be used by both Major Parties for all Primaries "by challenge") specifically set by State Law (which is what appears in the table above from that year on); beginning in 2008, Connecticut began allowing for access to the Primary ballot by petition for those candidates for a Party nomination who did not meet the requisite (reduced from 20) 15 percent threshold at a pre-Primary Convention for a Primary "by challenge" (thereby: Connecticut now has, in essence, the same pre-Primary Convention endorsement system as does a State like its neighbor, New York [in which challengers to a candidate endorsed for nomination by a Party Convention can merely petition to get on the Primary ballot, even though this is often easier said than done!]).
Delaware had been using the Direct Primary for nomination to some elective offices in the State since the mid-1920s but continued to nominate candidates for Statewide elective office (including Federal offices) by State Convention through 1970: since Delaware was only entitled to one member of the U.S. House of Representatives during the entire period, there were no Primary Elections re: nominations for Governor, U.S. Senator or Congress throughout all this time. In 1972, Delaware began using a system very much like Connecticut's "challenge Primaries" (described above)- except that a statewide Primary would only take place in Delaware where a challenger to a Convention nominee had received at least 35 percent of the total Convention vote: there was no other way to get one's name onto a Primary ballot and there were no statewide Primary Elections in Delaware at all in either 1974 or 1976. In 1980, Delaware began using the mandatory Direct Primary even for Party nominations to Statewide office (including United States Senator and At-large U.S. Representative in Congress).
Hawaii, in 1959, held its first STATE Primary Elections (in anticipation of its impending admission to Statehood) on 27 June of that year and its first STATE General Election (in which it elected its first Governor, both of its first United States Senators and its first U.S. Representative in Congress) on 28 July of that year.
Idaho nominated Party candidates for Statewide office (including Governor and United States Senator) by State Convention from 1920 through 1928 (which is why only Party candidates for U.S. Representative in Congress- among Federal elective offices- were nominated by Direct Primaries during this period). In 1930, Idaho resumed using its Primary Elections even for Party nominations to Statewide office (as it had through 1918).
Indiana nominated Party candidates for Statewide office (including Governor and United States Senator) by State Convention from 1930 through 1974 (which is why only Party candidates for U.S. Representative in Congress- among Federal elective offices- were nominated by Direct Primaries during this period). Up through 1928, Indiana had used the Direct Primary for all Party nominations with the caveat that, where a candidate for nomination to Statewide office (including Governor and United States Senator) failed to receive a majority of the total Primary Election vote, the State Convention would thereafter nominate the Party's candidate for said office; in 1976, Indiana again began using its Primary Elections even for Party nominations to Statewide office (and without the up-through-1928 provision for possible nomination by State Convention).
Kentucky has long had a provision of its law regulating Direct Primaries in which, should no candidate for the nomination for Governor only receive at least 40 percent of the total votes cast in a Direct Primary, a Runoff is to be held between the two top vote-getters in the original Direct Primary to finally determine a Party's gubernatorial nominee: so rarely necessary, the dates for said Runoff are not included in the table above.
Louisiana began using its unique "Open Primary" (the State's own terminology for this process) in 1975, originally for State elections only: not until 1978 was the "Open Primary" first used in Federal elections (those for United States Senator and U.S. Representative in Congress). In this "Open Primary", a Direct Primary was held involving any and all candidates for a given office, regardless of Party (or lack thereof), running "all up" on a single ballot for that office: if a candidate on said ballot managed to receive a majority of the total vote in this Primary Election, he or she was elected to that office; where no candidate had received a majority of the total vote in the first "Open Primary", a second balloting (essentially a 'Runoff') was held between the two top vote-getters in that original "Open Primary", guaranteeing that the person elected to the office would have been so elected by at least a majority of the vote. The problem with applying this process to Federal elections was that- as the "Open Primary" was held well before General Election Day in an even-numbered year (with the 'Runoff' itself scheduled for the Tuesday immediately following the first Monday in November)- it was possible (as rather often happened) to elect a candidate to either the U.S. Senate or U.S. House of Representatives prior to the date mandated by Federal law for electing members of Congress (that very Tuesday immediately following the first Monday in November [General Election day in the above table]). After the 1996 Elections, Louisiana's holding the first "Open Primary" before the Federally mandated General Election day was ruled unlawful by the Federal courts (on grounds that it did, in fact, allow members of Congress to actually be elected too soon [this ruling had no effect on Louisiana continuing to use the "Open Primary" as it saw fit for State elections, by the way]) and, as a result and beginning with the 1998 Elections, Louisiana held its "Open Primary" on the Tuesday immediately following the first Monday in November (with the second balloting='Runoff' held sometime thereafter). A second attempt- after the 2006 Elections- to hold the "Open Primary" for Federal offices prior to General Election day in November was thwarted even before such a change could take effect and, beginning with the 2008 Elections, Louisiana went back to Party nomination by Direct Primary followed by ordinary 'Runoff' for Federal elections only (again, State elections continued to be conducted per the "Open Primary" procedure after this date). Because of the adverse effects of Hurricane 'Gustav' on the State at the beginning of September 2008 (just days before the time the Federal Direct Primary that year had originally been scheduled by law), the Federal Primary Election in Louisiana was postponed into October (using, instead, the date originally scheduled for any 'Runoff's): the contest for any Federal elective office re: which all candidates for Party nominations for that office had received a majority in the Direct Primary would be decided in a General Election scheduled for the Tuesday immediately following the first Monday in November (this date was also used for any necessary 'Runoff's and contests for offices for which at least one Party had to use a 'Runoff' in order to complete its nominating process for that office would be decided in a General Election held in December).
Nevada abandoned its Direct Primary after the 1914 Elections but, finding its return to use of Conventions alone re: Party nominations for the 1916 Elections unsatisfactory, restored Direct Primary Elections for Party nominations re: all elective offices in 1918.
New York began nominating Party candidates, for all elective offices, via Direct Primary Elections in 1914 and did so again in 1916. Beginning in 1918, New York restricted the use of the Direct Primary to nominations for Statewide elective offices (which it did again in 1920). From 1922 through 1966, New York nominated Party candidates for Statewide office (including Governor and United States Senator) by State Convention (although Party candidates for U.S. Representative in Congress- among Federal elective offices- were, once again, being nominated by Direct Primaries during this period). In 1968, New York, once more, began using its Primary Elections even for Party nominations to Statewide office. Beginning in 2012, New York held two separate State Primaries: the first (in late June) to nominate Party candidates for each house of the United States Congress, the second (in mid-September) to nominate Party candidates for each house of the State Legislature (this later, September Primary was also used for Party nominations for Governor and other Statewide elective offices beginning in 2014).
North Carolina's General Assembly revised the State's Congressional District boundaries prior to the 2016 Elections: as a result, while the Primaries for Statewide office (including United States Senator) were held on the statutory Primary Election date in March of that year, the Primaries for U.S. House of Representatives were delayed until the following June; by Law in force for 2016 only, Runoffs were thereby dispensed with. In 2018, separate Runoffs for State office and U.S. House of Representatives were held in North Carolina (the former in June, and the latter in July).
Rhode Island was the next to last of the then-48 States of the American Union to authorize the use of Direct Primaries for Party nominations at any level of governance, beginning in 1948: originally (through 1960), such Primaries were optional (generally used when there were more than one serious candidate for a Party's nomination for elective office) and, where used, were scheduled in relation to when either of the two Major Parties would be holding its State Convention (the two Parties in Rhode Island traditionally alternated the order in which their State Conventions were held in even-numbered years: usually, the Party whose Convention was earlier would hold a Primary- where this might be deemed necessary by said Party- on a Monday in mid-September with the other Party [the Convention of which was generally held a week later than the first Party's] holding its Primary- again, only where necessary- on the Wednesday of the week following that in which the other Party had already scheduled its Primary). Beginning in 1962, Rhode Island used a mandatory Primary Election date (the same date to be used by both Major Parties) specifically set by State Law (which is what appears in the table above from that year on).
Utah began- in 1964- utilizing what might fairly be referred to as a "reverse" 'challenge primary'- one in which, unlike the 'challenge primary' used for a time in both Connecticut and Delaware (see above)- the candidate actually endorsed by a Party Convention would not face a challenge in a subsequent Primary Election unless that candidate failed to meet a certain percentage threshold of the vote at said Convention (as opposed to the more usual 'challenge primary' system in which it would be the challenger who was required to meet a particular percentage threshold in order to be placed on a Primary ballot along with the candidate endorsed by a preceding Party Convention). This percentage threshold, as so used in Utah, varied over time: at first, the threshold was 80%; however, for the 1970 elections, this threshold was reduced to 70%, and remained so by law until 1994, at which time the Utah Legislature deregulated the Primary Election qualification process. The Parties themselves would now set the thresholds themselves and, in turn, the Democrats (for 1996) and the Republicans (for 2000) reduced the threshold further- in each case to 60%, where it stands re: each Major Party to this day.

As the District constituting the seat of Government of the United States (to here use the specific constitutional language describing it) is not a constituent State of the American Union, Primary Elections held in the DISTRICT OF COLUMBIA do not appear within the main table above; yet Our Nation's Capital- currently the last remaining incorporated Territory of the United States of America- does hold Direct Primaries (that is: Primary Elections) through which candidates for elective office are nominated by political Parties prior to the General Election in November of even-numbered years... hence, the table immediately below this very explanation.
D.C. held its first ever Primary election for local nominations in 1971 after having been authorized, by Federal statute (the District of Columbia Delegate Act of 1970 [84 Stat. 845]), to elect a non-voting Delegate to the United States Congress for the first time since the 1870s (this earlier period during which the District was entitled to a Delegate to Congress a la any other U.S. Territory back then being a time well preceding the advent of the manadatory Direct Primary election in American political history). Those nominated for Delegate to Congress by political Parties in that particular Primary thereafter faced off in a Special General Election on 23 March 1971 (which is precisely why this first Primary Election in D.C. was- as can easily be seen in the table following this verbiage- so early in that calendar year).
NOTE: Two Primary Elections were held in the DISTRICT OF COLUMBIA in 1974: the first (in May) was held to nominate candidates for Delegate to Congress; the second (in September) was held to nominate candidates for Mayor and other elective offices of the City of Washington, said city being coterminus with the District (the city/District was to have elected officials- including an elected Mayor and Council- first taking office in January 1975 under the terms of another Federal statute: the District of Columbia Home Rule Act of 1973 [87 Stat. 777]).

Although The Green Papers does not regularly cover either nominations for, or elections to, State legislatures, the fact remains that the Primary Election dates in the table above have also been used for Direct Primaries re: Party nominations for State legislative seats in those States which elect at least one legislative chamber (where not both of them) in a given even-numbered year. Thus, it seems only fair to here list the dates of Primary Elections re: nominations for State legislative seats in those States which have elected their legislatures in odd-numbered years in which Statewide executive officers (most notably the State's Governor) are not also being elected at the same time: a list of such "off-year" legislative Direct Primaries that did not happen to coincide with a State's gubernatorial election during the period covered by the main table above, therefore, follows.
[NOTE: LOUISIANA and MISSISSIPPI elected both houses of their respective legislatures for 4-year terms at the same time as their respective Governors were elected throughout the period covered by the following table, thus there is no listing for either State below; NEW JERSEY held legislative elections every year until 1949 when it began electing legislators in every odd-numbered year; meanwhile, KENTUCKY began electing legislators in even-numbered years beginning in 1984 (although it has continued to elect its Governor and other State elective officers in every other odd-numbered year).]
