The Technical Manager works full time for the CEP's website EurasiaNet, an online magazine that posts original stories concerning political, economic and social developments in the Caucasus and
Central Asia. The Technical Manager oversees all technical aspects of the site's operation, including both the English and Russian language sections, in particular the formatting of stories and photographs for uploading on to EurasiaNet's servers, and promoting stories via web-based social networking platforms. Other responsibilities include;

* Oversees all technical aspects of the site's operation, including both the English and Russian language sections, in particular the formatting of stories and photographs for uploading on to EurasiaNet's servers;
* Promotes the distribution of stories via web-based social networking platforms.
* Organization of EurasiaNet's photo archive;
* Primary point of contact between EurasiaNet, and the website's contributing editor for photography.
* Responsible for adapting the site to accommodate multi-media packages, comprising text, images and audio.
* Maintains the website as an information resource, searching for new outlets to which EurasiaNet can link, while deleting outdated links,
* Communication with partner organizations to ensure that EurasiaNet material is properly distributed according to existing arrangements.
* The Technical Manager may, on occasion, work on developing and maintaining the website of partners projects within OSI.
* Coordinating the posting of audio/visual projects.
* Proofreading.
* Maintaining the website as an information resource via links to other websites.
* Handling administrative tasks, including generating consultancy agreements for EurasiaNet contributors and processing payments. (Approximately 10 hours per week).
Qualifications
* B.A. degree.
* Solid journalism skills;
* Familiar with the Drupal content management system, as well as have thorough knowledge of HTML, XML, Photoshop, Microsoft Excel and Microsoft Office;
* Familiarity with Coldfusion and at least some web design skills are a plus.
* Ability to manage Microsoft Excel spreadsheets is essential.
* Experience with various social networking platforms, including Facebook and Twitter.
* knowledge of the Russian-language a plus;
* Basic familiarity with political, economic and social developments in the Caucasus and Central Asia is a plus.

Working under the supervision of OSI's Director of the CEP and Middle East Initiatives, the Program Officer will have the following responsibilities:
* Monitor grants through extended site visits, review of narrative and financial reports and other communication with grantees;
* Focus in particular on human rights, labor migration and other areas as assigned;
* Work with applicants to develop and finalize grant proposals;
* Liaise with associated Foundations and non-governmental organizations in developing complementary strategies and approaches;
* Perform site visits of prospective and current grantees;
* Managing a grants program, including soliciting and evaluating grant proposals in the context of broader policy efforts, overseeing due diligence on grants implementation, and supervising 1-2 staff members.
Qualifications
* Master's Degree or higher
* Excellent organizational, communication, and analytical skills;
* Extensive regional knowledge;
* Strong verbal and writing skills in English;
* Fluency in Russian strongly desirable; knowledge of Central Asian or South Caucasus languages a plus;
* 10 years experience working in human rights, journalism and with civil society

STATEMENT:Crisis Has Similarities With Soviet System Collapses. By George Soros
Investor and millionaire George Soros compared the current situationof the world financial-economic crisis to the demise of the SovietUnion, reports Reuters. He said that the world financial system has effectively disintegrated, adding that there is yet no prospect of anear-term resolution to the crisis.
Soros said at a Columbia University dinner the turbulence is actually more severe than during the Great Depression. He said the bankruptcy of Lehman Brothers in September marked a turning point in the functioning of the market system. "We witnessed the collapse of thefinancial system,"' Soros said.

GEOPOLITICS: Soros on the geopolitics of cheap oil (halldor2.blogspot.com)
The financial broadsheet Vedomosti has published an article (in Russian) by the international financier and philanthropist George Soros in which he gives his assessment of the effects of the economic crisis on the global political landscape. In his analysis he suggests that the recent dramatic fall in the price of oil may not be entirely a bad thing, as it is likely to promote some realism in Teheran, and make Mahmoud Ahmadinejad's return to power in Iran's June 12 elections that much less probable. On the other hand, there are dangers elsewhere. In Russia, Soros continues, the loss of oil revenues is likely to propel the leadership towards more adventurism abroad and greater repression at home. Nationalism has replaced Communism as the official ideology, and the people who are currently in power in Kremlin have few scruples about using the enormous might of the state to further their own individual ends.
