"The Mother of All Energy Paradigm Shifts"

Have your eyes recently popped out of your head when you opened your electric bill? If so, you need to listen to a proposal being aired by Jim Rogers, the chairman and chief executive of Duke Energy, and recently filed with the North Carolina Utilities Commission. (Duke Energy is headquartered in Charlotte.) It’s called “save-a-watt,” and it aims to turn the electricity/utility industry upside down by rewarding utilities for the kilowatts they save customers by improving their energy efficiency rather than rewarding them for the kilowatts they sell customers by building more power plants.
Mr. Rogers’s proposal is based on three simple principles. The first is that the cheapest way to generate clean, emissions-free power is by improving energy efficiency. Or, as he puts it, “The most environmentally sound, inexpensive and reliable power plant is the one we don’t have to build because we’ve helped our customers save energy.”
Second, we need to make energy efficiency something that is as “back of mind” as energy usage. If energy efficiency depends on people remembering to do 20 things on a checklist, it’s not going to happen at scale.
Third, the only institutions that have the infrastructure, capital and customer base to empower lots of people to become energy efficient are the utilities, so they are the ones who need to be incentivized to make big investments in efficiency that can be accessed by every customer.
The only problem is that, historically, utilities made their money by making large-scale investments in new power plants, whether coal or gas or nuclear. As long as a utility could prove to its regulators that the demand for that new plant was there, the utility got to pass along the cost, and then some, to its customers. Mr. Rogers’s save-a-watt concept proposes to change all of that.
“The way it would work is that the utility would spend the money and take the risk to make its customers as energy efficient as possible,” he explained. That would include installing devices in your home that would allow the utility to adjust your air-conditioners or refrigerators at peak usage times. It would include plans to incentivize contractors to build more efficient homes with more efficient boilers, heaters, appliances and insulation. It could even include partnering with a factory to buy the most energy-efficient equipment or with a family to winterize their house.
“Energy efficiency is the ‘fifth fuel’ — after coal, gas, renewables and nuclear,” said Mr. Rogers. “Today, it is the lowest-cost alternative and is emissions-free. It should be our first choice in meeting our growing demand for electricity, as well as in solving the climate challenge.”
Because energy efficiency is, in effect, a resource, he added, in order for utilities to use more of it, “efficiency should be treated as a production cost in the regulatory arena.” The utility would earn its money on the basis of the actual watts it saves through efficiency innovations. (California’s “decoupling” systems goes partly in this direction.)
At the end of the year, an independent body would determine how many watts of energy the utility has saved over a predetermined baseline and the utility would then be compensated by its customers accordingly.
“Over time,” said Mr. Rogers, “the price of electricity per unit will go up, because there would be an incremental cost in adding efficiency equipment — although that cost would be less than the incremental cost of adding a new power plant. But your overall bills should go down, because your home will be more efficient and you will use less electricity.”
Once such a system is in place, Mr. Rogers added, “our engineers would wake up every day thinking about how to squeeze more productivity gains out of new technology for energy efficiency — rather than just how to build a bigger transmission or distribution network to meet the growing demands of customers.” (Why don’t we think about incentivizing U.S. automakers the same way — give them tax rebates for save-a-miles?)
That is how you produce a more efficient energy infrastructure at scale. “Universal access to electricity was a 20th century idea — now it has to be universal access to energy efficiency, which could make us the most energy productive country in the world,” he added.
Pulling all this off will be very complicated. But if Mr. Rogers and North Carolina can do it, it would be the mother of all energy paradigm shifts.

Iraq? Friedman Doesn't See It

Is the surge in Iraq working? That is the question that Gen. David Petraeus and U.S. Ambassador Ryan Crocker will answer for us next month. I, alas, am not interested in their opinions.
It is not because I don’t hold both men in very high regard. I do. But I’m still not interested in their opinions. I’m only interested in yours. Yes, you — the person reading this column. You know more than you think.
You see, I have a simple view about both Arab-Israeli peace-making and Iraqi surge-making, and it goes like this: Any Arab-Israeli peace overture that requires a Middle East expert to explain to you is not worth considering. It’s going nowhere.
Either a peace overture is so obvious and grabs you in the gut — Anwar Sadat’s trip to Israel — or it’s going nowhere. That is why the Saudi-Arab League peace overture is going nowhere. No emotional content. It was basically faxed to the Israeli people, and people don’t give up land for peace in a deal that comes over the fax.
Ditto with Iraqi surges. If it takes a Middle East expert to explain to you why it is working, it’s not working. To be sure, it is good news if the number of Iraqis found dead in Baghdad each night is diminishing. Indeed, it is good news if casualties are down everywhere that U.S. troops have made their presence felt. But all that tells me is something that was obvious from the start of the war, which Donald Rumsfeld ignored: where you put in large numbers of U.S. troops you get security, and where you don’t you get insecurity.
There’s only one thing at this stage that would truly impress me, and it is this: proof that there is an Iraq, proof that there is a coalition of Iraqi Shiites, Sunnis and Kurds who share our vision of a unified, multiparty, power-sharing, democratizing Iraq and who are willing to forge a social contract that will allow them to maintain such an Iraq — without U.S. troops.
Because if that is not the case, even if U.S. troops create more pockets of security via the surge, they will have no one to hand these pockets to who can maintain them without us. In other words, the only people who can prove that the surge is working are the Iraqis, and the way they prove that is by showing that violence is down in areas where there are no U.S. troops or where U.S. troops have come and gone.
Because many Americans no longer believe anything President Bush says about Iraq, he has outsourced the assessment of the surge to the firm of Petraeus & Crocker. But this puts them in an impossible position. I admire their efforts, and those of their soldiers, to try to salvage something decent in Iraq, especially when you see who we are losing to — Sunni suicide jihadists and Shiite militants, who murder fellow Muslims by the dozen and whose retrograde visions offer Iraqis only a future of tears. But we could never defeat them on our own. It takes a village, and right now too many of the Iraqi villagers won’t work together.
Most likely the Bush team will say the surge is a “partial” success and needs more time. But that is like your contractor telling you that your home is almost finished — the bricks are up, but there’s no cement. Thanks a lot.
The Democrats should not fight Petraeus & Crocker over their answer. They should redefine the question. They should say: “My fellow Americans, ask yourselves this: What will convey to you, in your gut — without anyone interpreting it — that the surge is working and worth sustaining?”
My answer: If I saw something with my own eyes that I hadn’t seen before — Iraq’s Shiite, Kurdish and Sunni leaders stepping forward, declaring their willingness to work out their differences by a set deadline and publicly asking us to stay until they do. That’s the only thing worth giving more time to develop.
But it may just be too late. Had the surge happened in 2003, when it should have, it might have prevented the kindling of all of Iraq’s sectarian passions. But now that those fires have been set, trying to unify Iraq feels like doing carpentry on a burning house.
I’ve been thinking about Iraq’s multi-religious soccer team, which just won the Asian Cup. The team was assembled from Iraqis who play for other pro teams outside Iraq. In fact, it was reported that the Iraqi soccer team hadn’t played a home game in 17 years because of violence or U.N. sanctions. In short, it’s a real team with a virtual country. That’s what I fear the surge is trying to protect: a unified Iraq that exists only in the imagination and on foreign soccer fields.
Only Iraqis living in Iraq can prove otherwise. So far, I don’t see it.

Help Wanted: Peacemaker

I can’t imagine how I’d feel if I were the parent of a soldier in Iraq and I had just read that the Iraqi Parliament had decided to go on vacation for August, because, as the White House spokesman, Tony Snow, explained, it’s really hot in Baghdad then — “130 degrees.”
I’ve been in Baghdad in the summer and it is really hot. But you know what? It is a lot hotter when you’re in a U.S. military uniform, carrying a rifle and a backpack, sweltering under a steel helmet and worrying that a bomb can be thrown at you from any direction. One soldier told me he lost six pounds in one day. I’m sure the Iraqi Parliament is air-conditioned.
So let’s get this straight: Iraqi parliamentarians, at least those not already boycotting the Parliament, will be on vacation in August so they can be cool, while young American men and women, and Iraqi Army soldiers, will be fighting in the heat in order to create a proper security environment in which Iraqi politicians can come back in September and continue squabbling while their country burns.
Here is what I think of that: I think it’s a travesty — and for the Bush White House to excuse it with a Baghdad weather report shows just how much it has become a hostage to Iraq.
The administration constantly says the surge is necessary, but not sufficient. That’s right. There has to be a political deal. And the latest report card on Iraq showed that a deal is nowhere near completion. So where is the diplomatic surge? What are we waiting for? A cool day in December?
When you read stories in the newspapers every day about Americans who are going to Iraq for their third or even fourth tours and you think that this administration has never sent its best diplomats for even one tour yet — never made one, not one, single serious, big-time, big-tent diplomatic push to resolve this conflict, but instead has put everything on the military, it makes you sick.
Yes, yes, I know, Secretary of State Condoleezza Rice is going to make one of her quick-in-and-out trips to the Middle East next month to try to enlist support for an Israeli-Palestinian peace conference in the fall. I’m all for Arab-Israeli negotiations, but the place that really needs a peace conference right now is Iraq, and it won’t happen with drive-by diplomacy.
President Bush baffles me. If your whole legacy was riding on Iraq, what would you do? I’d draft the country’s best negotiators — Henry Kissinger, Jim Baker, George Shultz, George Mitchell, Dennis Ross or Richard Holbrooke — and ask one or all of them to go to Baghdad, under a U.N. mandate, with the following orders:
“I want you to move to the Green Zone, meet with the Iraqi factions and do not come home until you’ve reached one of three conclusions: 1) You have resolved the power- and oil-sharing issues holding up political reconciliation; 2) you have concluded that those obstacles are insurmountable and have sold the Iraqis on a partition plan that could be presented to the U.N. and supervised by an international force; 3) you have concluded that Iraqis are incapable of agreeing on either political reconciliation or a partition plan and told them that, as a result, the U.S. has no choice but to re-deploy its troops to the border and let Iraqis sort this out on their own.”
The last point is crucial. Any lawyer will tell you, if you’re negotiating a contract and the other side thinks you’ll never walk away, you’ve got no leverage. And in Iraq, we’ve never had any leverage. The Iraqis believe that Mr. Bush will never walk away, so they have no incentive to make painful compromises.
That’s why the Iraqi Parliament is on vacation in August and our soldiers are fighting in the heat. Something is wrong with this picture. First, Mr. Bush spends three years denying the reality that we need a surge of more troops to establish security and then, with Iraq spinning totally out of control and militias taking root everywhere, he announces a surge and criticizes others for being impatient.
At the same time, Mr. Bush announces a peace conference for Israelis and Palestinians — but not for Iraqis. He’s like a man trapped in a burning house who calls 911 to put out the brush fire down the street. Hello?
Quitting Iraq would be morally and strategically devastating. But to just drag out the surge, with no road map for a political endgame, with Iraqi lawmakers going on vacation, with no consequences for dithering, would be just as morally and strategically irresponsible.
We owe Iraqis our best military — and diplomatic effort — to avoid the disaster of walking away. But if they won’t take advantage of that, we owe our soldiers a ticket home.

Green Jobs

Whoever knew — I.B.M. is managing traffic congestion in Stockholm. Well it is, and therein lies a story.
Probably the biggest green initiative coming down the road these days, literally, is congestion pricing — charging people for the right to drive into a downtown area. It is already proving to be the most effective short-term way to clean up polluted city air, promote energy efficiency and create more livable urban centers, while also providing mayors with unexpected new revenue.
Imagine a day when you will go online and buy a pass to drive into any major urban area and the price of your pass will be set by whether you are driving a hybrid or a Hummer, the time of day you want to drive, the road you want to use and how much carbon your car trip will emit. And if there is an accident on the route you normally take, an alert will be sent to a device in your car warning you to go a different way.
Well, that day is pretty much here for London, Stockholm and Singapore — and New York City could be next. In a few years, the notion that you will be able to get into your car in the suburbs and drive downtown for free will be as old-fashioned as horses and buggies.
But what does this have to do with I.B.M.? To make congestion pricing work, you need technology — cameras, software and algorithms that can read auto license plates as they flash by and automatically charge the driver or check whether he or she has paid the fee to enter the city center. (The data is regularly destroyed to protect privacy.) That is what I.B.M. is providing for the city of Stockholm, which, after a successful seven-month trial in which traffic dropped more than 20 percent, will move to full congestion pricing in August.
“In Stockholm, we built a system where we have a ring of cameras around the city — 18 entry points with multiple lanes,” explained Jamie Houghton, I.B.M.’s global leader for road charging, based in London. “I.B.M. Stockholm runs the whole system.”
O.K., Friedman, so I.B.M. is now in the traffic biz. Who cares?
I care, because it underscores a fundamental truth about green technology: you can’t make a product greener, whether it’s a car, a refrigerator or a traffic system, without making it smarter — smarter materials, smarter software or smarter design.
What can many U.S. companies still manufacture? They can manufacture things that are smart — that have a lot of knowledge content in them, like a congestion pricing network for a whole city. What do many Chinese companies manufacturer? They manufacture things that can be made with a lot of cheap labor, like the rubber tires on your car. Which jobs are most easily outsourced? The ones vulnerable to cheap labor. Which jobs are hardest to outsource? Those that require a lot of knowledge.
So what does all this mean? It means that to the extent that we make “green” standards part of everything we design and manufacture, we create “green collar” jobs that are much more difficult to outsource. I.B.M. and other tech companies are discovering a mother lode of potential new business for their high-wage engineers and programmers thanks to the fact that mayors all over the world are thinking about going green through congestion pricing systems.
“Congestion pricing of traffic is emerging as a completely new services market for I.B.M.,” said Mr. Houghton. “I.B.M. is in discussion with major cities worldwide, including some in China.”
Hopefully, if the New York State Legislature acts, New York City will get access to a $500 million Department of Transportation grant for a pilot congestion pricing system. The more U.S. cities adopt congestion pricing, the more U.S. companies will quickly develop the expertise in this field, which is going to be a huge growth industry on a planet where more and more people will be living in cities. Congestion pricing is the only way to make them livable without trillions of dollars of new infrastructure.
As New York Mayor Michael Bloomberg, who’s trying to bring this system to his city, put it to me: “The percentage of your working day spent in a commute will go down and the time you spend being productive and being paid, or simply relaxing, will go up. Also, more people will do business in the city, because they can get to stores, offices or the theater more easily.”
So if you hear a politician say that we can’t afford to impose green standards because it will cost us jobs, tell them: “Hogwash.” The more we elevate, expand and globalize green, clean-power standards the more we play to the strengths of the American economy, American jobs and American-based companies.

War Drum Beats on The Brain
Yo--Tom. Absent from your discourse is the fact that the Iraqis -- not the U.S. installed, incompetent puppet government in Iraq -- but the Iraqi people want us out and have said so for years. Bush has said on the record that if the Iraqis want us to go, we'll go. Uh huh. Then why are we still there? We have made Iraq into a literal living hell. Is it any wonder that the people want us to get the hell out of their country? That's point one.
Point two: no one is talking about the fact that our tax dollars have built permanent military bases all over Iraq (the Green Zone has been described as the equivalent of a small city) for a reason -- and it has nothing to do with any professed intention to eventually leave Iraq. No one is talking about disbanding these bases. No one is talking about completely withdrawing from Iraq. The politicos are playing a parlor game with the lives of our military, with the Iraqi people -- and with us. The rhetoric continues to obscure the truth about their intentions to stay in Iraq in order to control the oil and the region. Both political parties are complicit.
Point three is that Tom Tom (and most everyone else) miss the biggest issue of all: war doesn't solve problems; it creates bigger ones. Tom's assertion that we would "be much freer to hit Iran -- should we ever need to -- once we're out [of Iraq]" proves he has learned virtually nothing about the strategically flawed thinking that got us into this mess in the first place, ie. regime change through war. The Bushies and the media are doing their best to ratchet up fear about Iran's nuclear intentions just as they warned of impending "mushroom clouds" before we went into Iraq. They regularly talk of regime change in Cuba and Venezuela.
The media cynically chuckles at Kucinich's "naive" anti-war platform. They belittle anyone who believes that war does not make us secure, but rather the opposite. They look pitifully at those of us who have the wisdom and morality to envision a world where war is not part of an "arsenal for peace" -- where we don't even think in terms of "arsenals" and "wars," but rather, in terms of "cooperation" and "respect" and, yes, "peace." How silly of us.
No. Sorry, folks. It is those who have bitten into the political fear fodder of the day who have scared themselves silly that if we don't have big, tough-talking war mongers at the helm of our government we will be destroyed by all the "evil doers" out there -- whoever the hell they are. George Orwell is turning in his grave.
It's the policy, stupid. It needs to be changed. Now and forever. Waging pre-emptive war to build American Empire is not a viable foreign policy. Period. It is a recipe for extinction -- our own.
In or Out

When it comes to Iraq, September will be coming early this year — like now.
Democrats, and a growing number of Republicans, are determined not to wait until September for the president to report on whether the surge is working. The American people have had enough. They want out. As we move into the endgame, though, the public needs to understand that neither Republicans nor Democrats are presenting them with a realistic strategy.
Obviously, President Bush’s stay-the-course approach is bankrupt. It shows no signs of producing any self-sustaining — and that is the metric — unified, stable Iraq. But the various gradual, partial withdrawal proposals by many Democrats and dissident Republicans are not realistic either. The passions that have been unleashed in Iraq are not going to accommodate some partial withdrawal plan, where we just draw down troops, do less patrolling, more training and fight Al Qaeda types. It’s a fantasy.
The minute we start to withdraw, all hell will break loose in the areas we leave, and there will be a no-holds-barred contest for power among Iraqi factions. Our staying there with, say, half as many troops, will not be sustainable.
Look at the British in Basra. The British forces there have slowly receded into a single base at Basra airport. And what has happened? The void has been filled by a vicious contest for power among Shiite warlords, gangs and clans, and British troops are still being killed whenever they venture out.
As the International Crisis Group recently reported from Basra: “Basra’s political arena is in the hands of actors engaged in bloody competition for resources, undermining what is left of governorate institutions and coercively enforcing their rule. Far from being a model to replicate, Basra is an example of what to avoid. With renewed violence and instability, Basra illustrates the pitfalls of a transitional process that has led to the collapse of the state apparatus.”
We must not kid ourselves: our real choices in Iraq are either all in or all out — with the exception of Kurdistan. If those are our only real choices, then we need to look clearly at each.
Staying in means simply containing the Iraqi civil war, but at the price of Americans and Iraqis continuing to die, and at the price of the U.S. having no real leverage on the parties inside or outside of Iraq to negotiate a settlement, because everyone knows we’re staying so they can dither. Today, U.S. soldiers are making the maximum sacrifice so Iraqi politicians can hold to their maximum positions.
Getting out, on the other hand, means more ethnic, religious and tribal killings all across Iraq. It will be one of the most morally ugly scenes you can imagine — no less than Darfur. You will see U.S. troops withdrawing and Iraqi civilians and soldiers who have supported us clinging to our tanks for protection as we rumble out the door. We need to take with us everyone who helped us and wants out, and give green cards to as many Iraqis as possible.
But getting out has at least four advantages. First, no more Americans will be dying while refereeing a civil war. Second, the fear of an all-out civil war, as we do prepare to leave, may be the last best hope for getting the Iraqis to reach an 11th-hour political agreement. Third, as the civil war in Iraq plays out, it could, painfully, force the realignment of communities on the ground that may create a more stable foundation upon which to build a federal settlement.
Fourth, we will restore our deterrence with Iran. Tehran will no longer be able to bleed us through its proxies in Iraq, and we will be much freer to hit Iran — should we ever need to — once we’re out. Moreover, Iran will by default inherit management of the mess in southern Iraq, which, in time, will be an enormous problem for Tehran.
For all these reasons, I prefer setting a withdrawal date, but accompanying it with a last-ditch U.N.-led — not U.S. — diplomatic effort to get the Iraqi parties to resolve their political differences. If they can, then any withdrawal can be postponed. If they can’t agree — even with a gun to their heads about to go off — then staying is truly pointless and leaving by a set date is the only option.
“It is one thing to try to break up a fight between two people who disagree; it is another thing to try to break up a riot,” said Michael Mandelbaum, a foreign policy expert at Johns Hopkins. “You just get sucked into the middle.”
We need to determine — now, today — whether this is a fight that can be resolved or a riot that we need to build a wall around and wait until it exhausts itself.

Live Bad, Go Green

Over dinner with friends in London the other night, the conversation drifted to global warming and whether anything was really being done to reverse it. One guest, Sameh El-Shahat, a furniture designer, heaped particular scorn on programs that enable people to offset their excessive carbon emissions by funding green projects elsewhere. “Who really checks that it’s being done?” he asked. And how much difference does it really make?
But then he hit on an ingenious idea: If people really want to generate money to plant trees or finance green power, why not have them offset their real sins, not just their carbon excesses? We started to play with his idea: Imagine if you could offset the whole Ten Commandments.
No, really, think about it. Imagine if there were a Web site — I’d call it GreenSinai.com — where every time you thought you had violated one of the Ten Commandments, or you wanted to violate one of them but did not want to feel guilty about it, you could buy carbon credits to offset your sins.
The motto of Britain’s Conservative Party today is “Vote Blue, Go Green.” GreenSinai’s motto could be: “Live Bad, Go Green.” That would generate some income.
Here’s how it would work: One day, you’re out in the backyard mowing the lawn and suddenly you covet your neighbor’s wife. Hey, it happens — that’s why “thou shalt not covet thy neighbor’s wife” is one of the Ten Commandments. No problem. You just go to GreenSinai.com and buy 100 trees in the Amazon or fund a project to capture methane from cow dung in India — and, presto, you’re free and clear.
Obviously there would be a sliding scale. Taking God’s name in vain or erecting an idol might cost you only a few solar water heaters for a Chinese village, whereas bearing false witness or stealing would set you back a pilot sugar ethanol plant in Louisiana.
As for adultery, well, I think that’s where the big money could be made. My guess is that we could achieve a carbon-neutral world by 2020 if we just set up a system for people to offset their adultery by reversing deforestation of tropical rain forests or funding mega wind and solar power systems in China and India.
O.K., O.K., more seriously, I raise this issue of carbon offsets because they’re symptomatic of the larger problem we face in confronting climate change: everyone wants it to happen, but without pain or sacrifice. On balance, I think carbon-offsetting is a good thing — my family has purchased offsets — if for no other reason than it directs resources toward clean technologies that might not have been funded and, therefore, moves us down the innovation curve faster.
But the danger, argues Michael Sandel, Harvard’s noted political philosopher, “is that carbon offsets will become, at least for some, a painless mechanism to buy our way out of the more fundamental changes in habits, attitudes and way of life that are actually required to address the climate problem.”
“If someone drives a Hummer and buys carbon offsets to salve his conscience, that is better than driving the Hummer and doing nothing,” added Mr. Sandel, author of “The Case Against Perfection: Ethics in the Age of Genetic Engineering.” “But it would be even better to trade in the Hummer for a hybrid. The risk is that carbon offsets will make Hummers seem respectable rather than irresponsible, and distract us, as a nation, from harder, bigger changes in our energy policy.”
People often refer to the current climate buzz as “a green revolution,” but the very term revolution suggests a fundamental break with past habits, attitudes and public policies. Yet, when you suggest a carbon tax or a higher gasoline tax — initiatives that would redirect resources and change habits at the scale actually needed to impact global warming — what is the first thing you hear in Congress? “Impossible — you can’t use the T-word.”
A revolution without sacrifice where everyone is a winner? There’s no such thing.
Katherine Ellison wrote a wonderful piece on this topic for Salon.com in which she quoted Stephen Schneider, the Stanford University climatologist, as saying: “Volunteerism doesn’t work. It’s about as effective as voluntary speed limits. No cops, no judges: road carnage. No rules, no fines: greenhouse gases. We’re going to triple or quadruple the CO2 in the atmosphere with no policy. I don’t believe offsets are just a distraction. But we’ll have failed if that’s all we do.”
There’s a saying at the Pentagon that “a vision without resources is a hallucination.” For my money, the green revolution today is still a hallucination.

The Whole World Is Watching

Three years ago, I was catching a plane at Boston’s Logan airport and went to buy some magazines for the flight. As I approached the cash register, a woman coming from another direction got there just behind me — I thought. But when I put my money down to pay, the woman said in a very loud voice: “Excuse me! I was here first!” And then she fixed me with a piercing stare that said: “I know who you are.” I said I was very sorry, even though I was clearly there first.
If that happened today, I would have had a very different. I would have said: “Miss, I’m so sorry. I am entirely in the wrong. Please, go ahead. And can I buy your magazines for you? May I buy your lunch? Can I shine your shoes?”
Why? Because I’d be thinking there is some chance this woman has a blog or a camera in her cellphone and could, if she so chose, tell the whole world about our encounter — entirely from her perspective — and my utterly rude, boorish, arrogant, thinks-he-can-butt-in-line behavior. Yikes!
When everyone has a blog, a MySpace page or Facebook entry, everyone is a publisher. When everyone has a cellphone with a camera in it, everyone is a paparazzo. When everyone can upload video on YouTube, everyone is filmmaker. When everyone is a publisher, paparazzo or filmmaker, everyone else is a public figure. We’re all public figures now. The blogosphere has made the global discussion so much richer — and each of us so much more transparent.
The implications of all this are the subject of a new book by Dov Seidman, founder and C.E.O. of LRN, a business ethics company. His book is simply called “How.” Because Seidman’s simple thesis is that in this transparent world “how” you live your life and “how” you conduct your business matters more than ever, because so many people can now see into what you do and tell so many other people about it on their own without any editor. To win now, he argues, you have to turn these new conditions to your advantage.
For young people, writes Seidman, this means understanding that your reputation in life is going to get set in stone so much earlier. More and more of what you say or do or write will end up as a digital fingerprint that never gets erased. Our generation got to screw up and none of those screw-ups appeared on our first job résumés, which we got to write. For this generation, much of what they say, do or write will be preserved online forever. Before employers even read their résumés, they’ll Google them.
“The persistence of memory in electronic form makes second chances harder to come by,” writes Seidman. “In the information age, life has no chapters or closets; you can leave nothing behind, and you have nowhere to hide your skeletons. Your past is your present.” So the only way to get ahead in life will be by getting your “hows” right.
Ditto in business. Companies that get their hows wrong won’t be able to just hire a P.R. firm to clean up the mess by a taking a couple of reporters to lunch — not when everyone is a reporter and can talk back and be heard globally.
But this also creates opportunities. Today “what” you make is quickly copied and sold by everyone. But “how” you engage your customers, “how” you keep your promises and “how” you collaborate with partners — that’s not so easy to copy, and that is where companies can now really differentiate themselves.
“When it comes to human conduct there is tremendous variation, and where a broad spectrum of variation exists, opportunity exists,” writes Seidman. “The tapestry of human behavior is so varied, so rich and so global that it presents a rare opportunity, the opportunity to outbehave the competition.”
How can you outbehave your competition? In Michigan, Seidman writes, one hospital taught its doctors to apologize when they make mistakes, and dramatically cut their malpractice claims. In Texas, a large auto dealership allowed every mechanic to spend freely whatever company money was necessary to do the job right, and saw their costs actually decline while customer satisfaction improved. A New York street doughnut-seller trusted his customers to make their own change and found he could serve more people faster and build the loyalty that keeps them coming back.
“We do not live in glass houses (houses have walls); we live on glass microscope slides ... visible and exposed to all,” he writes. So whether you’re selling cars or newspapers (or just buying one at the newsstand), get your hows right — how you build trust, how you collaborate, how you lead and how you say you’re sorry. More people than ever will know about it when you do — or don’t.

Energy Dud

When you watch a baby being born, after a difficult pregnancy, it is so painful and bloody for the mother it is always hard to tell the truth and say, “Gosh, that baby is really ugly.” But that’s how I feel about the energy legislation passed (and not passed) by the Senate last week.
The whole Senate energy effort only reinforced my feelings that we’re in a green bubble — a festival of hot air by the news media, corporate America and presidential candidates about green this and green that, but, when it comes to actually doing something hard to bring about a green revolution at scale — and if you don’t have scale on this you have nothing — we wimp out. Climate change is not a hoax. The hoax is that we are really doing something about it.
No question, it’s great news that the Democrat-led Senate finally stood up to the automakers, and to the Michigan senators, and said, “No more — no more assisted suicide of the U.S. auto industry by the U.S. Congress. We’re passing the first bill since 1975 that mandates an increase in fuel economy.” If the Senate bill, which now has to go through the House, becomes law, automakers will have to boost the average mileage of new cars and light trucks to 35 miles per gallon by 2020, compared with about 25 miles per gallon today.
But before you celebrate, pay attention to some fine print in the Senate bill. If the Transportation Department determines that the fuel economy goal for any given year is not “cost-effective” — that is, too expensive for the car companies to meet — it can ease the standard. That loophole has to be tightened by the House, which takes up this legislation next week.
But even this new mileage standard is not exactly world leading. The European Union is today where we want to be in 2020, around 35 miles per gallon, and it is committed to going well over 40 m.p.g. by 2012. Ditto Japan.
There are other things that make the Senate energy effort ugly. Senate Republicans killed a proposed national renewable electricity mandate that would have required utilities to produce 15 percent of their power from wind, solar, biomass and other clean-energy sources by 2020. Twenty-three states already have such mandates. No matter. Making it national was too much for the Republicans.
And the Senate, thanks again to the Republicans, also squashed a Democratic proposal to boost taxes on oil and gas companies that would have raised some $32 billion for alternative fuel projects.
Despite all the new research on climate change, the Senate didn’t even touch the idea of either a cap-and-trade system or a carbon tax to limit carbon dioxide emissions. An effort by Senator Amy Klobuchar of Minnesota to legislate a national reporting (“carbon counter”) system to simply measure all sources of greenhouse gas emissions, which would enable a cap-and-trade system to work if we ever passed one, also got killed by Republicans. We can’t cap and trade something we can’t measure.
Here is the truth: the core of our energy crisis is in Washington. We have all the technology we need right now to make huge inroads in becoming more energy efficient and energy independent, with drastically lower emissions. We have all the capital we need as well. But because of the unique nature of the energy and climate-change issues — which require incentives and regulations to build alternatives to dirty, but cheap, fossil fuels — you need public policy to connect the energy and capital the right way. That is what has been missing.
“We have to work to ensure that the House will at least toughen the provisions that the Senate passed,” said Dan Becker, director of the Sierra Club’s Global Warming Program.
The public wants it. But energy policy gets shaped in the halls of Congress — where wily lobbyists, legacy industries and politicians greedy for campaign contributions regularly sell out the country’s interests for their own. Only when the public really rises up — as it has finally done against the auto companies — do we even get moderate change. Don’t look to the Bush team to lead the revolution.
“We are the only major country in the world where no one even knows the name of the environment minister — the head of our Environmental Protection Agency,” said Representative Edward Markey, a Massachusetts Democrat. “Whoever it is — and most people don’t even know if it is a he or a she — has been in a six-year witness protection program. Until the Democrats took over, no Bush E.P.A. administrator appeared before the House committee in charge of energy and climate change.”
Folks, we’re home alone. So call your House member — especially the Republicans. If you don’t, some lobbyist will.

Friedman's Green Folly
But despite the fact that certain of "America’s corporate icons — G.M., G.E., A.I.G., DuPont, PepsiCo — 'have all come out in favor of a national mandatory limit on carbon emissions,'" the problem will never be solved until we demand public financing of our elections. Politicians beholden to corporate campaign donations will never get serious about solving the environmental problem or any other problem as long as they fear biting the hand that feeds them.
Further, Friedman's assertion that the only way to solve the energy crisis is to slap a slew of taxes on gasoline guaranteeing that its price will remain at unaffordable levels to millions of Americans whose budgets are already stretched to the limit is shortsighted, elitist, and dead wrong.
That kind of thinking makes as much sense as the Energy bigwigs rational for gas price gouging: if we don't keep our prices high, despite our obscene profits, and despite the fact that we have not invested in refineries in years and they are not operating at peak performance -- people will continue to demand gas which we won't be able to provide because we are pocketing those obscene profits instead of investing them in refineries to meet that demand.
The government can fashion a green policy that uses tax incentives instead of the present policy of free handouts to oil companies. They can offer all kinds of pro-green tax incentives as well as many of Friedman's suggestions. But to believe that any of this will happen on the scale it needs to happen without cutting the umbilical cord between politicians and corporations is, as Tom-Tom says, "only contributing to global warming by adding hot air."
It's not our "energy prices" that we have to get right, Tommy, it's our democracy.
Our Green Bubble

Surely the most glaring contrast in American political life today is the amount of words, speeches and magazine covers devoted to the necessity of “going green,” “combating climate change” and gaining “energy security,” and the actual solutions being offered by our leaders to do any of these things. You could very comfortably drive a Hummer through the gap between our words and deeds.
We are playing pretend — which, when you think about it, is really troubling. Here are the facts: Our worst enemies, like Iran, have been emboldened by all their petrodollars. The vast majority of scientists tell us that global warming caused by our burning of fossil fuels is a real danger. And with three billion new consumers from India, Russia and China joining the world economy, it is inevitable that manufacturing clean, green power systems, appliances, homes and cars will be the next great global industry. It has to be, or we will not survive as a species.
And yet ... and yet our president and our Congress still won’t give us an energy bill that would create the legal and economic framework to address these issues at the speed and scale required.
If you were President Bush, wouldn’t you want to leave behind something big, bold and important on energy, just in case — you know, just in case — Iraq doesn’t turn out so well?
I sure would. But the president still has not challenged Congress or the country to undertake a radical departure on energy. So we still have only “energy politics,” not “energy policy.” Like previous energy bills, the packages working through the House and Senate today represent more “the sum of all lobbies,” as the energy expert Gal Luft, co-chairman of the Set America Free Coalition, puts it, not the sum of our best ideas.
Some lawmakers are pushing corn ethanol from Iowa, either because they hail from that area and are looking to give more welfare to farmers by wasting money on an alternative fuel that will never reach the scale of what is needed, or because they plan to run in the Iowa caucuses. Others are pushing huge subsidies to turn coal into gasoline, because they come from coal states. Those who don’t come from Michigan want higher mileage standards imposed on Detroit, while those who come from Michigan prefer to continue their assisted suicide of the U.S. auto industry by blocking tougher mileage requirements.
“The only green that they are serious about in Congress right now is the one with Ben Franklin’s picture on it,” Mr. Luft said.
Yes, it is helpful that Mr. Bush expressed a desire last week to work with other nations to limit greenhouse gases. His bully pulpit matters. But no one will — or should — take him seriously unless his government first leads by example. What would that look like? It has to start with a clear, long-term price signal. That is, a carbon tax or gasoline tax — or a cap and trade system with a binding national ceiling on carbon dioxide emissions — which would set a price for dumping carbon into the atmosphere or driving a gas-guzzling car.
Get Washington to signal that gasoline is never going to retreat from a level of $3.50 or $4 a gallon — and that wind and solar subsidies will be there for a decade, not stop and start as they always have before; get Washington to commit to buying a fixed volume of solar and wind power for government buildings and Army bases for 10 years, with only U.S.-based manufacturers able to compete for contracts; get Washington to set a new fleet average of 35 miles per gallon for Detroit within 10 years — with no loopholes; establish government loan guarantees for any company that wants to build a nuclear power plant; and, finally, build a national transmission grid — a green power superhighway — so that solar energy from Arizona or wind from Wyoming can power homes in Chicago. Do all that and our private sector will take America from green laggard to green leader.
Unfortunately, Congress is brewing instead a hodgepodge of incrementalism. This is particularly disappointing when America’s corporate icons — G.M., G.E., A.I.G., DuPont, PepsiCo — “have all come out in favor of a national mandatory limit on carbon emissions,” notes Fred Krupp, president of Environmental Defense. “But Democrats and Republicans in the Senate have not risen to their challenge.”
We have a multigenerational problem that requires a systemic, multigenerational response, and that can happen only if we get our energy prices right. Only that will guarantee green innovation and commercialization at scale. Anything less is wasted breath and wasted money — and any candidate who says otherwise is only contributing to global warming by adding hot air.

Iran Arrests Grandma

Man, was I wrong about Iran.
I thought this regime was powerful and self-confident, and actually felt strengthened since we destroyed its two main enemies — the Taliban and Saddam. That could not be further from the truth. This Iranian regime is afraid of its shadow. How do I know? It recently arrested a 67-year-old grandmother, whom it accused of trying to bring down the regime by organizing academic conferences!
Yes, big, tough President Mahmoud Ahmadinejad — the man who shows us how tough he is by declaring the Holocaust a myth — had his goons arrest Haleh Esfandiari, a 67-year-old scholar, grandmother and dual Iranian-U.S. citizen, while she was visiting her 93-year-old mother in Tehran. Do you know how paranoid you have to be to think that a 67-year-old grandmother visiting her 93-year-old mother can bring down your regime? Now that is insecure.
It’s also shameful. Haleh directs the Middle East program of the Woodrow Wilson International Center for Scholars in Washington. She went to Iran in December to visit her aging mother — a trip she’s made regularly for the past decade. According to her husband, Shaul Bakhash, himself a renown Iran expert in the U.S., while Haleh was traveling to the Tehran airport on Dec. 30, to return home, she was stopped by three masked, knife-wielding men — Iran’s Intelligence Ministry always needs three men and three knives when confronting a grandmother — and they stole her belongings and her U.S. and Iranian passports.
This was followed by six weeks of intermittent questioning by Iran’s Ministry of Intelligence. Then, on May 7, Haleh was arrested. Yesterday, she was formally charged with “endangering national security through propaganda against the system and espionage for foreigners,” an Iranian spokesman said — apparently because of her work organizing academic conferences of Iranian and U.S. experts.
Why does Iran’s leadership do such a thing? Because its hard-liners fear relations with the U.S. and want to scuttle the Iran-U.S. dialogue that began this week in Baghdad. Just like Castro’s Cuba, Iran’s mullah dictators thrive on their clash with America. The conflict gives them status among anti-American countries, our sanctions allow them to explain away their poor economic performance, and U.S. “threats,” both real and imagined, allow them to crush all legitimate dissent by labeling it part of a U.S. conspiracy.
What to do? Obviously, one option is a military strike combined with fomenting revolution. But that could easily leave us with another unstable, failing state in the Middle East. I don’t want to create another boiling Iraq. A second option would be more economic sanctions to change the regime’s behavior. The third option is engagement aimed at restoring relations.
Alas, the Bush Iran policy has dabbled in all three, but never committed itself to one, and, as a result, Iran’s hard-liners have been strengthened. The only way out of our corner now is to get some leverage. And leverage can come only from stepped-up economic sanctions — particularly doing something to bring down the price of oil, Iran’s lifeblood — combined with aggressive engagement, like declaring that we don’t seek the toppling of the regime and that we are ready, if Iran curbs its nuclear program, to restore full diplomatic and economic ties the next day.
In other words, our only hope of either changing this Iranian regime or its behavior, without fracturing the country, is through a stronger Iranian middle class that demands a freer press, consensual politics and rule of law. That is our China strategy — and it could work even faster with Iran. The greatest periods of political change in modern Iran happened when the country was most intensely engaged with the West, beginning with the constitutional revolution in 1906.
Unfortunately, the Bush strategy — diplomatic/economic isolation plus high oil prices — has only frozen the regime in power and transformed it from mildly repressive to a K.G.B. state with a nuclear program. So now we face an Iranian regime that is both powerful and paranoid.
It has the resources to snub the world and its own people’s aspirations. Yet, no matter how much this regime tries to buy off its people with oil money, it knows that many despise it. It’s actually afraid of its own people more than anyone — so afraid it even criminalizes scholarly exchanges between Iranians and Americans that the regime can’t control.
That’s why a 67-year-old grandmother — whose only crime is getting people together in public to talk about building a better Iran — is such a threat.

Laughing and Crying

First I had to laugh. Then I had to cry.
I took part in commencement this year at Rensselaer Polytechnic Institute, one of America’s great science and engineering schools, so I had a front-row seat as the first grads to receive their diplomas came on stage, all of them Ph.D. students. One by one the announcer read their names and each was handed their doctorate — in biotechnology, computing, physics and engineering — by the school’s president, Shirley Ann Jackson.
The reason I had to laugh was because it seemed like every one of the newly minted Ph.D.’s at Rensselaer was foreign born. For a moment, as the foreign names kept coming — “Hong Lu, Xu Xie, Tao Yuan, Fu Tang” — I thought that the entire class of doctoral students in physics were going to be Chinese, until “Paul Shane Morrow” saved the day. It was such a caricature of what President Jackson herself calls “the quiet crisis” in high-end science education in this country that you could only laugh.
Don’t get me wrong. I’m proud that our country continues to build universities and a culture of learning that attract the world’s best minds. My complaint — why I also wanted to cry — was that there wasn’t someone from the Immigration and Naturalization Service standing next to President Jackson stapling green cards to the diplomas of each of these foreign-born Ph.D.’s. I want them all to stay, become Americans and do their research and innovation here. If we can’t educate enough of our own kids to compete at this level, we’d better make sure we can import someone else’s, otherwise we will not maintain our standard of living.
It is pure idiocy that Congress will not open our borders — as wide as possible — to attract and keep the world’s first-round intellectual draft choices in an age when everyone increasingly has the same innovation tools and the key differentiator is human talent. I’m serious. I think any foreign student who gets a Ph.D. in our country — in any subject — should be offered citizenship. I want them. The idea that we actually make it difficult for them to stay is crazy.
Compete America, a coalition of technology companies, is pleading with Congress to boost both the number of H-1B visas available to companies that want to bring in skilled foreign workers and the number of employment-based green cards given to high-tech foreign workers who want to stay here. Give them all they want! Not only do our companies need them now, because we’re not training enough engineers, but they will, over time, start many more companies and create many more good jobs than they would possibly displace. Silicon Valley is living proof of that — and where innovation happens matters. It’s still where the best jobs will be located.
Folks, we can’t keep being stupid about these things. You can’t have a world where foreign-born students dominate your science graduate schools, research labs, journal publications and can now more easily than ever go back to their home countries to start companies — without it eventually impacting our standard of living — especially when we’re also slipping behind in high-speed Internet penetration per capita. America has fallen from fourth in the world in 2001 to 15th today.
My hat is off to Andrew Rasiej and Micah Sifry, co-founders of the Personal Democracy Forum. They are trying to make this an issue in the presidential campaign by creating a movement to demand that candidates focus on our digital deficits and divides. (See: http://www.techpresident.com.) Mr. Rasiej, who unsuccessfully ran for public advocate of New York City in 2005 on a platform calling for low-cost wireless access everywhere, notes that “only half of America has broadband access to the Internet.” We need to go from “No Child Left Behind,” he says, to “Every Child Connected.”
Here’s the sad truth: 9/11, and the failing Iraq war, have sucked up almost all the oxygen in this country — oxygen needed to discuss seriously education, health care, climate change and competitiveness, notes Garrett Graff, an editor at Washingtonian Magazine and author of the upcoming book “The First Campaign,” which deals with this theme. So right now, it’s mostly governors talking about these issues, noted Mr. Graff, but there is only so much they can do without Washington being focused and leading.
Which is why we’ve got to bring our occupation of Iraq to an end in the quickest, least bad way possible — otherwise we are going to lose Iraq and America. It’s coming down to that choice.

Playing the Hand We've Dealt

Last week, President Bush appointed a “war czar,” Lt. Gen. Douglas Lute, to oversee everything we’re doing in Iraq and Afghanistan — which raises the question: Who was doing this job up to now? The answer, amazingly, is no one. We’re like a fine restaurant that has decided five years after it’s opened — and has lost most of its customers — that it might be good to hire a head chef. Better late than never. General Lute comes advertised as smart and tough. Good. I hope his first memo to the president starts like this:
Mr. President, if you look around the region, all those we’ve tried to isolate — Iran, Hamas, Hezbollah, the Iraqi insurgents and the Taliban — are stronger today than they were two years ago. We have to reassess our strategy, beginning by facing up to the fact that we’ve fundamentally altered the geopolitical landscape in the Middle East.
We brought down the hard walls that surrounded Iran by destroying Iran’s two archenemies — the Taliban in Afghanistan and Saddam’s regime in Iraq. As a result, we are dealing today with an emboldened, resurgent Iran, which has taken advantage of our good works to expand its economic, cultural, religious and geopolitical influence into Persian-speaking western Afghanistan and into Shiite Iraq.
With Saddam gone, none of the Arab states are strong enough to balance Iran. They are all either too weak or too dysfunctional. This means we have two choices. We can be the regional power balancing Iran, which will require keeping thousands of troops in the area indefinitely. Or we have to engage Tehran in a high-level dialogue, in which we focus on our mutual interests in stabilizing Afghanistan and Iraq. You have to choose, Mr. President: I can’t do my job if you don’t face the fact that our wars in Iraq and Afghanistan — and our energy gluttony — have empowered Iran.
War with Iran is not inevitable. Let me remind you how well we worked with the Iranians in Afghanistan, initially. As you recall, we had a regular cooperative dialogue between our ambassadors in Kabul. The Iranians helped to deliver us the Northern Alliance. Then they cut their financial support for their favorite warlord in Herat, Ismail Khan, so that the pro-American Afghan government could extend its authority there. When, in early 2002, we gave them the names of members of a Qaeda group operating in Meshad, Iran, they rolled them up and put them on a plane to Afghanistan. There was much more, until things went sour.
I don’t know who is responsible for the breakdown — the Iranians point to your calling them part of the “axis of evil,” after they had helped us so much. We can point to their involvement in bombings in Saudi Arabia in 2003. But for the past few years we’ve been in cold war with them — and today their proxies are beating our proxies in Lebanon, Gaza and Iraq.
As Vali Nasr, author of “The Shia Revival,” points out: “Stability in the Middle East is now about U.S.-Iran relations, and it is fantasy to think that we can go back to the old days where the Cairo-Riyadh-Amman axis manages the region for us.” Iran will not allow a stable Iraq to emerge if its interests are not protected, and if the new balance of power in Iraq — one based on a Shiite-Kurdish majority — is not recognized.
Yes, the Saudis will go nuts, but look what they’ve been doing: in private the Saudis tell us we can’t leave Iraq and in public their king denounces our occupation there as “illegal.” Of course, we must protect the Saudis. But they and their Sunni allies in Iraq have to accept the new reality there, and stop treating the Shiites as a lower form of life. Then we can cut them the best deal possible. If not, they’re on their own. Our kids are not going to die to restore Sunni minority rule to Iraq.
At the same time, we have to open a dialogue with Hamas — not to embrace it, but to lay out a gradual pathway that will bring it into relations with Israel. As Rashid Khalidi, Columbia University’s Palestinian expert and author of “The Iron Cage,” points out: “If we let the Palestinian Authority be destroyed, and then we keep Hamas isolated” — even though it won a democratic election that we sponsored — “we will end up with the hard boys, the gangs you see today on the streets of Gaza, who respond to no authority at all.”
If I thought that isolating Iran and Hamas was working, I’d continue it. But it manifestly is not — any more than isolating Castro has worked. So either we find a way to draw them in or we’ll be fighting them — and the hard boys — in Iraq, Lebanon, Gaza and Afghanistan for a long, long time.

If you want to know why we are losing in Iraq, go back and read this story that ran on the front page of The Times on Saturday. It began like this:
“Two years ago, Robin C. Ashton, a seasoned criminal prosecutor at the Department of Justice, learned from her boss that a promised promotion was no longer hers. ‘You have a Monica problem,’ Ms. Ashton was told. Referring to Monica M. Goodling, a 31-year-old, relatively inexperienced lawyer who had only recently arrived in the office, the boss added, ‘She believes you’re a Democrat and doesn’t feel you can be trusted.’ Ms. Ashton’s ouster — she left for another Justice Department post two weeks later — was a critical early step in a plan that would later culminate in the ouster of nine United States attorneys last year.
“Ms. Goodling would soon be quizzing applicants for civil service jobs at Justice Department headquarters with questions that several United States attorneys said were inappropriate, like who was their favorite president and Supreme Court justice. One department official said an applicant was even asked, ‘Have you ever cheated on your wife?’ Ms. Goodling also moved to block the hiring of prosecutors with résumés that suggested they might be Democrats, even though they were seeking posts that were supposed to be nonpartisan.”
What does this have to do with Iraq? A lot. One benchmark the Bush team has been urging the Iraqi government to meet is to rescind its broad “de-Baathification” program — the wholesale purging of Baathists after the fall of Saddam — which has alienated many Sunnis and hampered national reconciliation.
But while the Bush team has been lecturing the Iraqi Shiites to limit de-Baathification in Baghdad, it was carrying out its own de-Democratization in the Justice Department in Washington. We would feel that we had failed in Iraq if we read that Sunnis were being purged from Iraq’s Ministry of Justice by Shiite hard-liners loyal to Moktada al-Sadr — but the moral equivalent of that is exactly what the Bush administration was doing here. What kind of example does that set for Iraqis?
And this wasn’t only a Washington problem. Read Rajiv Chandrasekaran’s outstanding “Imperial Life in the Emerald City,” which details the extent to which Americans recruited to work for the Coalition Provisional Authority in Baghdad were chosen, at times, for their loyalty toward Republicanism rather than expertise on Islamism. “Two C.P.A. staffers said that they were asked if they supported Roe v. Wade and if they had voted for George W. Bush,” he wrote.
But this degree of partisanship — loyalty over competence — was destructive in a much bigger way. It also deprived the Bush team of the support it needed when things in Iraq didn’t turn out to be as easy as it expected.
Only a united America could have the patience and fortitude to heal a divided Iraq — and we simply don’t have that today. Why? Because George Bush and Dick Cheney asked everyone to check their politics at the door when it came to Iraq, because victory there was so important — everyone but themselves. They argued that the war in Iraq was the central front of the central struggle of our age — an unusual war, a war against terrorism and the pathologies that produce it — but then they indulged in the most rancid politics as usual at home.
They actually thought they could unite Iraq, while dividing America.
Whenever Mr. Bush and Mr. Cheney had a choice between seeking political advantage at home or acting in a bipartisan fashion to buy more unity, time and space to do all the heavy lifting needed in Iraq, they opted for political advantage.
When Franklin Roosevelt fought World War II, he made a conservative Republican, Henry Stimson, his secretary of war and did all he could to hold the country together. The Bush- Cheney team, by contrast, summoned us to D-Day and then treated it like it was just another political wedge issue, whenever it suited them.
It has not worked. As Leon Wieseltier, literary editor of The New Republic, put it: “You cannot govern like Winston Churchill some of the time and like Grover Norquist most of the time.”
Democrats need to be careful, though, that they don’t let their rage with the hypocrisy of Mr. Bush make them totally crazy, and blind them to the fact that they — we — still need a credible plan to deal with the very real threat to open societies posed by Islamist terrorism. But I understand that rage. After all, who can ask more soldiers to sacrifice their lives in Iraq for an administration that wouldn’t even sacrifice its politics?

Only Halfway There

Im glad Democrats are keeping the pressure on President Bush for a withdrawal date from Iraq. Its the only way to keep him and Iraqis focused on the endgame. But if Democrats really want to be taken seriously on foreign affairs, they need to recognize that they have only half a policy on Iraq. And its the easy half.
You cant be in favor of setting a date to withdraw from Iraq without also being in favor of a serious energy policy to radically reduce our dependence on oil now. To call for withdrawing from Iraq by a set date, no matter what the situation is on the ground there without a serious energy plan here is reckless. All we would be doing is making ourselves more dependent on an even more unstable Middle East, because any U.S. withdrawal from Iraq is likely, in the short run, to be destabilizing.
The Middle East today is deeply troubled. If we determine that our efforts to tilt that region in a different direction by building a decent Iraq have failed, then our efforts to minimize our exposure to that region have to begin. But the last thing we can afford to do is walk away from the Middle East militarily while remaining chained to it economically.
More important, if Iraq totally fails, but we still believe it is in our interest to promote reform in the Middle East, a serious U.S. energy policy that permanently brings down the price of oil by developing scalable alternative energies is actually the best Plan B there is. You will see reform in the Arab-Muslim world only when regimes there cant survive just by extracting oil, but have to extract the talents of their people by educating, empowering and connecting them.
But to hasten that day, Democrats have to be a lot more serious about energy than they have been up to now. Everyone has an energy plan for 2020. But we need one for 2007 that will start to have an impact by 2008 and there is only one way to do that: get the price of oil right. Either tax gasoline by another 50 cents to $1 a gallon at the pump, or set a $50 floor price per barrel of oil sold in America. Once energy entrepreneurs know they will never again be undercut by cheap oil, youll see an explosion of innovation in alternatives.
Right now were looking for solutions in all the wrong places, argues the noted oil economist Philip Verleger. The only way one can effectively address this problem today and get an immediate kick is by raising the price at the pump and keeping it there. Some of the revenue could be used to buy back the most fuel-inefficient vehicles on our roads, he added. The best monument to 9/11 we could erect would be a mountain of crushed gas guzzlers.
There are some hopeful signs: Chris Dodd has just broken ranks and become the first presidential candidate to issue a serious, comprehensive energy plan that includes the T word. He has called for a corporate carbon tax that would both help fight global warming emissions and raise gasoline prices.
You say the word tax and people usually head for the hills, Mr. Dodd told me. But this is one where the American people can handle the truth. Unless you address the issue of price, youre not serious about moving us from Point A to Point B.
Barack Obama also just got right in Detroits face. He went to Motown, called for much tougher fuel economy standards and bluntly told automakers and autoworkers the truth: For years, while foreign competitors were investing in more fuel-efficient technology for their vehicles, American automakers were spending their time investing in bigger, faster cars. Whenever an attempt was made to raise our fuel efficiency standards, the auto companies would lobby furiously against it, spending millions to prevent the very reform that couldve saved their industry. Those are fightin words!
Finally, in a move that also merits praise, General Motors announced that it was joining other major U.S. corporations, like General Electric, and signing on to the United States Climate Action Partnership (U.S.C.A.P.), which calls for a cap-and-trade program to control carbon dioxide emissions. G.M. is the first auto company to do so.
None of these go far enough, but they are all new positions and may be harbingers of a new competition in which companies and candidates try to outdo each other in being serious about energy rather than phony. That would be a big deal and it might give the Democrats a more comprehensive Iraq policy just in the nick of time.
You cant be serious about getting out of Iraq if youre not serious about getting off oil.

Why Bush & Co. Should Resign

And that is why, if the Hezbollah leader had any honor, he would resign."Too bad he didn't see any parallels with Bush and his unilateral war against Iraq. Paraphrasing Friedman's closing paragraph:
"In sum, Mr. Bush may have initially won popularity for himself and his fellow neo-cons by fighting the imaginary threat of Saddam's Iraq. But so what? Today, after 5 year of fighting and ever escalating violence, Bush -- and America -- are weaker and al Qaeda is stronger. That's what matters. Hezbollah’s leader, Hassan Nasrallah, made a remarkable statement last week. He praised Israel for conducting an inquiry into last year’s war with Hezbollah — an inquiry that accused Prime Minister Ehud Olmert of “serious failure in exercising judgment, responsibility and prudence.”
Mr. Nasrallah was quoted by the BBC as saying Israelis “study their defeat in order to learn from it,” in contrast with the Arab regimes that “do not probe, do not ask, do not form inquiry commissions ... as if nothing has happened.”
One has to be impressed by his honesty, but he did not take it all the way, since the Arab leader who most needs to be probed is Mr. Nasrallah himself. He started the war with Israel, which was a disaster for both sides. If there were an honest Arab League Inquiry Commission into the war, here is what it would say about him:
On July 12, 2006, Hezbollah fighters directed by Mr. Nasrallah abducted two Israeli soldiers and killed eight others in an unprovoked attack across the Lebanon-Israel border, on the pretext of seeking a prisoner exchange. This triggered a war that killed about 1,200 Lebanese and 160 Israelis. After interviewing all relevant parties, the Arab League Commission finds Mr. Nasrallah guilty of a serious failure of judgment, responsibility and prudence — for the following reasons.
1. Mr. Nasrallah demonstrated a total failure to anticipate Israel’s response to his raid. He assumed Israel would carry out the same limited retaliation it had with previous raids. Wrong. He failed to take into account the changed circumstances in Israel. The kidnapping of an Israeli soldier in Gaza a few weeks earlier, plus the fact that a new chief of staff of the Israeli Army, a new prime minister and a new defense minister had just taken office and all felt they were being tested, triggered an enormous Israeli response. Some 1,200 Lebanese died because of this gross error in judgment.
2. In unilaterally launching a war against Israel, without a vote of the Lebanese cabinet — of which Hezbollah is a member — the militia did grievous harm to Lebanon’s fragile democracy and democratization in the Arab world. All the fears that if you let an Islamist party into government it will not respect the rules of the game were fulfilled by Hezbollah.
3. Iran and Syria gave Hezbollah its rockets for their own deterrence. Hezbollah was their long arm to pressure Israel into political compromises and to threaten Israel if it attacked Iran or Syria. By launching all these rockets prematurely, without strategic purpose, Hezbollah has diminished its capability and Syria’s and Iran’s. The commission can’t find a single strategic gain from Mr. Nasrallah’s actions.
4. When the war started, Hezbollah’s fighters were sitting right on the border with Israel, operating freely. This was a real threat to Israel. As a result of the war, Hezbollah was pushed off the border by Israel and, in its place, the U.N. inserted a new peacekeeping force of some 10,000 troops, including a big European contingent, led by France and Italy. Yes, Hezbollah still has fighters in the area, but it has lost its military infrastructure, and can’t attack Israel now without getting embroiled with France and Italy — a huge strategic loss for Hezbollah.
5. Israel had allowed its ground forces to be degraded in order to invest more money in its air force’s ability to deter Iran and into policing the West Bank. Hezbollah’s attack exposed just how degraded Israel’s army had become. As a result, Israel has embarked on a broad upgrade of its military. In any future war Arab armies will meet a much better trained and equipped Israeli force.
6. Hezbollah claims that its Shiite militia, in attacking Israel, was serving the security needs of Lebanon. But Israel’s response to Hezbollah’s attack has resulted in billions of dollars of damage to Lebanese homes, factories and roads, with Shiite areas the worst hit and with zero security benefit to Lebanon.
Lebanon has had to rely on Arab and Iranian charity to rebuild. Israel, by contrast, suffered relatively minor damage and, after the war, its economy enjoyed one of its greatest growth spurts ever, as foreigners invested a record amount in Israel’s high-tech industry.
In sum, Mr. Nasrallah may have won popularity for himself and Hezbollah by fighting Israel. But so what?
