The end stage of the Republic...

the Roman republic...came when the forms of the Republic were maintained but the self-restraint that made the forms actually worked were lost.  Marius, for example, acted perfectly legally in seeking consulship after consulship but he broke the unwritten rules of self-restraint which kept anybody from monopolizing power.
