Something smells.
The female cover is a design whose specifications can be duplicated by any approved manufacturer and be in accordance with the National Stock Number. Lots of uniform items (and primary and secondary stock numbered items)are made by more than one manufacturer and these manufacturers competitively bid on getting the DoD's business.
